Q0005 Per SF1442, Item #13, requirement states : "Sealed offers in original and 3 copies to perform the work required". However, on page 83 of 90 of RFP, the table of proposal submission lists Original + 2 copies + 1 CD-ROM of Parts 1, 2, and 3. Which guidelines for submission should we follow?

SF1442, Item #13 is referring to the total of 4 copies of each volume required, 3 of which are paper (original + 2 copies) and 1 of which is the CD-ROM. The CD-ROM may contain all volumes of the proposal.

Q0006 What percentage of work is estimated in Oklahoma? How significant is requirement for our providing registered/certified technical engineering support team members in Oklahoma?

No percentage of worked estimated in Oklahoma will be provided. It should be noted that per Attachment 1, General Requirements, para. 5.02, Contractors are required to participate in all MACC TO Solicitations. Providing registered/certified technical engineering support team members in Oklahoma is required per evaluation criteria found in Section M, Part 1 - Factor A, Sub Factor 1. Failure to meet a requirement may result in an unacceptable technical rating.

Q0007

Please confirm composition of proposed team: Construction Manager (Prime/Principal-in-Charge), CM Project Manager, CM Superintendent, Mechanical Engineer, Electrical Engineer, Civil Engineer, Architect, Fire Suppression, Project Administrator, Cost Estimator; are we missing any role? Will any of the proposed project require Structural, Plumbing, ADA Compliance?

Team composition is up to each contractor's means and methods as long as the contract requirements are met. Task orders could include structural, plumbing, and ABA compliance, as well as geotechnical and asbestos.

Q0008 Attachment 11 - Disclosure of Lobbying Activities. There's no mention in Proposal Preparation Instructions if this form is needed at this time. Please advise if needed. And if so, in what Volume should we include?

Attachment 11 is needed at the time of proposal submission. This should be included in the Price Volume with the other certifications. This document is accounted for in the 20 page limit for the Price Volume.

Q0009

Part 1 - Factor A, Sub Factor 1 - Organization Plan and Manning Process, item #3 (page 80 of 90) asks to "Provide qualifications on key design personnel" such as mencanical, electrical, civil, architecture. Since this is an IDIQ MACC, shouldn't we also include qualifications of CM/Prime, Principal-in-Charge, Project Manager, and/or Superintendent as key personnel in this section?

Part 1 - Factor A, Sub Factor 1 - Organization Plan and Manning Process, item #3 is referring to only design personnel. Design team qualifications must include registration for Texas and Oklahoma. As found in Part I - Factor A - Technical Acceptability, Sub Factor 1, the standard is met when a viable organizational structure identifying management, construction, and design teams, including comprehensive qualifications and work experience information for key personnel (as described above) and the lines of responsibility/authority and subcontractor teams will be coordinated and monitored and clearly identifies its process for selecting subcontractors.

Q0010 Part 1 - Factor A , Sub Factor 2 - QCP, item #4 (page 80 or 90) asks to "describe the surveillance process and frequency." We assume you mean our "walking the job" process? Please confirm intent for this question.

Yes, surveillance should include your "walking the job" process and elaboration of the process.

As found in Part I - Factor A - Technical Acceptability, Sub Factor 2, the standard in met when a clear, concise, and complete Quality Control Plan explains how the offeror will identify defects, unfavorable performance trends, and poor performing subcontractors, before performance becomes unacceptable and corrective action is necessary (to include documentation and resolution of deficiencies.

Q0011

Would you consider allowing CPAR evaluations to be submitted in lieu of Past and Present Performance Questionnaires for some project? If so, can the CPAR evaluations be made exempt from the page count in Part III Past Performance? Due to workloads, it can be difficult to get contracting officers to respond to these Questionnaires and often the CPAR evaluations are more detailed in terms of comments.

Information about the project you want reviewed may be submitted within the Part III - Past Performance Volume. The Government will look at CPARs. It is not necessary to include the CPARS evaluation in your proposal. Therefore, the CPAR evaluations are not made exempt from the page count in Part III - Past Performance.

Q0012 Would you consider extending the due date for the proposal by one week? The July 4th holiday occurs in the middle of the week and will disrupt the week's productivity. An extra week would enable us to follow up with government customers and made sure they respond to PPQs sent out.

The due date for the proposals remains 10 July 2018 at 1400 CST.

Q0013 Joint Venture Past Performance - Under 13 CFR 124.513, section f, as indicated by the solicitation documents.

Does the Government want to evaluate projects from each joint venture or can one firm provide all past performance information?

As found in 13 CFR 124.513, a procuring activity must consider work done individually by each partner to the joint venture as well as any work done by the joint venture iteself previously. Therefore, each members of the joint venture should submit past performance information pursuant to Solicitation FA3020-18-R-0008, Section L, Part III - Past Performance Information. Since the joint venture is considered one offer, Volume 3 - Past Performance is still limited to 6 pages.

Q0014 Specifications/SOW for the seed project indicate "For bidding purposes only….Not used for construction purposes" Please confirm these will be used for constuction if awarded?

The Specifications/SOW for the seed project is subject to changes resulting from the Q & A process. An "Issued for Contruction" package will be issued prior to the start of the project.

Q0015 Can CPARS evaluations be used in lieu of PPQ's?

Information about the project you want reviewed may be submitted within the Part III - Past Performance Volume. The Government will look at CPARs. It is not necessary to include the CPARS evaluation in your proposal. Therefore, the CPAR evaluations are not made exempt from the page count in Part III - Past Performance.

Q0018 The specifications call for a window mock up, but the plans only call for 2 windows. A mock up is usually done on projects of 50 plus windows. Is a mock up required, and if so what size should it be? A window mock up will not be required.

Q0019 Under Factor C. Section D, Sub-Section IV, Does this include any work performed as a subcontractor, including turn-key projects?

The Government will consider work that the offeror has performed as a subcontractor. Offeror should submit POC information for the prime they were the subcontractor under within Volume III - Past Performance.

Q0020 Under Factor C. Section E - Submissions must only be for individual projects, not entire programs. If you currently have a similar award to this program, you may only submit an individual project, not every task order for the contract. Can the government please clarify the difference between individual projects and task order?

Submissions must only be for individual projects, not entire programs. If you currently have a similar award to this program, you may only submit an individual project, not every task order for that contract. In this sentence, "individual project" refers to one task order from the parent contract of a similar program. The Government will not consider the entire program contract as a relevant submission.

Q0021

If both a SBA approved mentor and preotege are 8(a) certified, bonafide Texas firms and working together as offeror on this Sheppard AFB proposal response under the mentor-protégé standard, can the references and experience of both firms be taken into consideration as if it were a joint venture or affiliate or must they also joint venture?

In the SBA mentor-protégé program, both companies are considered the prime and subcontractor simultaneously and therefore past performance of both companies will be taken into consideration.

The July 4th Independence Day holiday is falling in the middle of the week, which means several people may be out of the office for extended vacation around this holiday and returning to the office Monday, July 9. As part of this submittal, we are required to request that the past performance points of contact submit the past performance surveys directly to the Government. To allow for a couple of days past the July 4th week so that our clients have adequate time to send the forms, will the Government please consider extending the submission date to Friday, 13 July or Tuesday 17 July. This will also allow contractors sufficient time to draft our responses after all questions have been answered.

The due date for the proposals remains 10 July 2018 at 1400 CST. It is imperative to provide good points of contact so the Government can follow up with those that have not been received.

The Government believes there is sufficient time to draft responses after all questions have been answered.

Q0027 We have received notification from one of our clients that they will not complete a PPQ or past performance review/survey if a CPAR has been released. Will the Government consider accepting CPARS in lieu of the survey if our point of contact will not complete the performance survey?

Q0030 Factor A, Subfactor 1 is requesting qualifications for key design personnel. Can the Government elaborate as to the kind of qualifications you are looking for in this section? Does the Government want full resumes or just qualifications demonstrating their registrations?

The Government requires "qualifications and work experience information for key personnel."

Q0031

Part III has a page limitation of 6 pages (5 projects + the road map). It also requests that the offeror provides contact information for each point of contact submitted to allow the Government follow-up capability. Would the Government increase this section to 7 pages to allow space to list the contact information provided in the survey?

The Government believes there is sufficient pages for the contact information to be included within the current 6 page limit of Part III - Past Performance.

Q0032 Please clarify which pages will count in Part II (price) against the 20 page limit. Part II - Price should include all items listed in Part 2 - Factor B - Price, with the exception of item 4, the necessary fill-ins and certifications located in sections C through K.

Q0043

Can we submit a Past Performance Questionnaire that has been recently completed by our customer for the same project being rated for relevancy and recency, but was completed for a different solicitation? Many of our gov’t customers are inundated with PPQ requests this time of year, and it becomes a real challenge to get them to submit these on time.

IAW Part III, Factor C, Section B, Past Performance Questionnaires shall be completed by the POCs and shall be forwarded directly to Derrick Thomas and Christine Basham - NOT BACK TO THE OFFEROR. The Government will not accept Questionnaires received from offerors.

Q0044 If our customer does not respond to the PPQ request in time, can we submit proof of our request to demonstrate our efforts to obtain this?

Proof of the PPQ request can be submitted, however, this would count towards the 6 page limit. It is imperative to provide good points of contact so the Government can follow up with those that have not been received.

Q0048

On the existing rack noted to be relocated, it appears that the main feed from the transformer feeds the disconnect on it. From there it is triple lugged to feed the panel to the right and the small disconnect to the left, that may feed the exterior pole lights? By the size of the other conduit leaving it, it looks to feed panel 2, and a conduit comes back out of panel 2 and goes down the wall to feed panel 1. Where does this existing/new rack relocate to?

Replace the existing rack in place, as found in Attachments 14 & 15.

Q0049 Does the existing equipment remain on the relocated/new rack? Only active/working equipment and their conductors will remain.

Q0050 Will the relocation of the existing/new rack require the feeder conductors from the Main disconnect on pole 4-22, to be replaced? (will it be to short to reach the relocated rack)? Replace the existing rack in place, as found in Attachments 14 & 15.

Q0051 Key note 8 sheet ES-101. How many conduit stub-ups are out there to cut an cap.

Typical? There are approximately 30 conduit stub-ups.

Q0053 Please clarify key note 3 sheet E-101. What are the existing equipment/branch circuits to be relocated and/or reconnected to the new panelboard?

Please replace all interior branch circuit conductors, as found in Attachments 14 & 15. Also, see responses to Questions Q0048 - Q0050.

Q0054 Drawings call for a gyp-board ceiling. Are the fixtures to be surface mount of recessed? The fixtures will be surface mounted. This correction will be reflected in the "Issued for Construction" (IFC) package prior to start of construction.

Q0055 Will 3/4" or 1" conduit be required for the data jack location? 3/4" is sufficient.

Q0056 Since it will be a gyp board ceiling, do the data conduits need to go back to the comm backboard or to the OH access area in the ceiling?

Communications drops will need to go to the wall mounted cabinet, therefore the endpoints for the conduits will need to be at the backboard.

Q0057 Again you are calling for a wall occ sensor with dimmer, a ceiling mount occ sensor, and occ sensor in fixture. Please clarify which occ sensor system you want?

Since the light fixtures will have occ sensors, the ceiling occ sensor may be deleted. This correction will be reflected in the "Issued for Construction" (IFC) package prior to start of construction.

Q0058
