Some of the existing trees are in very poor condition, i.e. the tree on the front of the building. The RFP drawings state to protect all existing trees; however, given the poor condition of the front tree it may be in the interest of all parties to remove the tree at the front.

Drawing D1.0, Removal Notes, states "No trees are to be removed or damaged." If it becomes necessary to remove a tree a request must be submitted for approval by the Keesler AFB Arborist.

14 What procedure is required to protect the live oaks? There are no specific protection procedures.

Will the Government terminate all utilities prior to demolition or is the contractor required to request an outage and terminate the services?

If contractor is to terminate, please designate all termination points for all utilities.

The Government will shut-off utilities upon coordination required by paragraph 3.10.2 of the Statement of Work.

Contractor is responsible for termination, capping, and removal of utility infrastructure in accordance with paragraph 3.2.4.11 of the Statement of Work and the associated drawings.

Please clarify if all utilities will be capped by contractors paid for by the government? Or is it the responsibility of the contractor to provide subcontractors to locate and cap existing utilities?

Contractor will submit for a dig permit which will result in marking of utilities.

Contractor will coordinate shut-off of all utilities in accordance with paragraph 3.10.2 of the Statement of Work.

Contractor will then terminate, cap, and remove identified utilities in accordance with paragraph 3.2.4.11 of the Statement of Work and the associated drawings.

Utilities

SOW states, "Utilities for the work will be provided by the Government unless otherwise noted."

Specs states, "Remove existing utilities still connected to structure or uncovered by work and terminate in a manner conforming to the nationally recognized code covering the specific utility and approved by the Contracting Officer."

Please define what the government utility work that will be performed vs what the contractor is expected to perform.

Paragraph 3.2.2 states that Utilities for the work will be provided. Provided utilities would include electricity, water, etc needed to accomplish the required work.

The contractor is expected to perform all utility work necessary to meet all requirements of this solicitation to include paragraph 3.2.4.11 and drawings referenced in that paragraph, along with the specifications as included with this solicitation.

Government states "Do not interrupt existing utilities serving occupied or used facilities, except when authorized in writing by the Contracting Officer. Do not interrupt existing utilities serving facilities occupied and used by the Government except when approved in writing and then only after temporary utility services have been approved and provided. Do not begin demolition or deconstruction work until all utility disconnections have been made. Shut off and cap utilities for future use, as indicated."

What utilities are being serviced/provided from this building that are occupied and with the removal of the building will interrupt an existing facility being used?

Please provide any other plans for those buildings that may be effected by the termination of the utilities of B5022.

Coordination of utility interruptions will be accomplished in accordance with paragraph 3.10 of the Statement of Work.

In order for the Contractor to terminate and cap utilities identified in the Statement of Work and Drawings, the utility interruption could result in other, occupied, buildings in the adjacent area to be affected.

Assuming the Contractor follows proper abandoning practices, there should be little to no impact to other facilities. However, this is the reason the Statement of Work includes paragraph 3.10.

What are the procedures and lead time for interruptions of utility services?

If we need to request an interuption 14 days in advance, how long afterwards will it take to coordinate the outage?

Please provide a copy of the request form needed to be completed for interruptions?

Procedures for interruption of utility services are outlined in paragraph 3.10 of the Statement of Work.

The purpose of making the request 14 days in advance is that the outage would happen on the 15th day.

All forms and contact information will be provided to the Contractor after contract award.

Contractor responsible for developing their route based on available Keesler AFB access gates and any weight restrictions applicable to city streets/roads.

All commercial vehicles must use Keesler AFB Contractor gate to gain access to the base. Commercial vehicles may exit from any available gate but may be limited by weight and/or vehicle restrictions on city streets/roads.

Statement of Work does not require fencing for trees, only for Live Oaks to be protected. Drawings state "no trees are to be damaged."

Item # Question Answers

Would the government consider extending the proposal due date by a minimum of 7 days to 14 Jan 2022? This is mainly due to the fact that many personnel are off from 23 Dec 2021 - 2 Jan 2022 due to the holidays.

Due to the addition of building 1906 and a second site visit, the due date for proposal will be extended. Please see the posting within sam.gov for the most current information, attachments, and proposal due date.

Solicitation / Contract Requirements

Site Access / Routes / Fencing

Health Protection Condition (HPCON) measures change based on currently available data. Vaccination requirements are governed by Department of Defense and Federal Law and may change at any time.

Can the 60 day watering/maintenance period be extended beyond the performance period?

As long as all landscaping requirements required within the Statement of Work and Specifications have been met, watering/maintenance may be allowed to take place outside of the PoP.

What is the definition of the following wage rates on the provided determinations? We are trying to find out what to pay a dump truck and roll-off driver.

31361- Truckdriver light 31362- Truckdriver medium

Definitions are obtained through the Department of Labor.

Classification of employees is accomplished by the employer.

Due to the type of work and NAICS, please consider using a wage determination other than the service contract act wage determination as the classifications needed are not listed. For example, demolition or site work preparatory to building construction is considered a part of the building project for wage determination purposes.

As such the use of Service Contract Act (SCA) wage determinations is required.

NAICS 238910 covers Demolition, building and structure.
