Attachment C provides specifications for demolition work, including requirements to document existing site conditions, conduct demolition in a systematic manner, protect existing structures and utilities, and control dust. Attachment D specifies excavation and earthwork requirements such as stockpiling and grading excavated materials, compacting fill, and preparing topsoil.

The related federal contract opportunity is a solicitation from the Department of the Air Force to demolish Building 5022 and 1906 for between $500,000 and $1,000,000. The acquisition is set aside for service-disabled veteran-owned small businesses. Offerors must acknowledge all amendments and attend an organized site visit on December 20, 2021. Funding is not presently available and the government reserves the right to cancel the solicitation. The solicitation instructions direct offerors to evaluation and proposal preparation requirements.

EXISTING CONDITIONS

Before beginning any demolition or deconstruction work, survey the site and examine the drawings and specifications to determine the extent of the work. Record existing conditions in the presence of the Contracting Officer showing the condition of structures and other facilities adjacent to areas of alteration or removal. Photographs sized 4 inches will be acceptable as a record of existing conditions. Include in the record possible conflicting electrical conduits, plumbing lines, alarms systems, the location and extent of existing cracks and other damage and description of surface conditions that exist prior to before starting work. It is the Contractor's responsibility to verify and document all required outages which will be required during the course of work, and to note these outages on the record document. Submit survey results.

Demolish structures in a systematic manner from the top of the structure to the ground. Complete demolition work above each tier or floor before the supporting members on the lower level are disturbed. Demolish concrete and masonry walls in small sections. Remove structural framing members and lower to ground by means of derricks, platforms hoists, or other suitable methods as approved by the Contracting Officer. Locate demolition and deconstruction equipment throughout the structure and remove materials so as to not impose excessive loads to supporting walls, floors, or framing. Building, or the remaining portions thereof, not exceeding 80 feet in height may be demolished by the mechanical method of demolition.

Existing Construction Limits and Protection

Do not disturb existing construction beyond the extent indicated or necessary for installation of new construction. Provide temporary shoring and bracing for support of building components to prevent settlement or other movement. Provide protective measures to control accumulation and migration of dust and dirt in all work areas. Remove dust, dirt, and debris from work areas daily.

Do not interrupt existing utilities serving occupied or used facilities, except when authorized in writing by the Contracting Officer. Do not interrupt existing utilities serving facilities occupied and used by the

Government except when approved in writing and then only after temporary utility services have been approved and provided. Do not begin demolition or deconstruction work until all utility disconnections have been made. Shut off and cap utilities for future use, as indicated.

Disconnecting Existing Utilities

Remove existing utilities still connected to structure or uncovered by work and terminate in a manner conforming to the nationally recognized code covering the specific utility and approved by the Contracting Officer. When utility lines are encountered but are not indicated on the drawings, notify the Contracting Officer prior to further work in that area. Remove meters and related equipment and deliver to Vectrus in accordance with instructions of the Contracting Officer.

Maintain existing utilities indicated to stay in service and protect against damage during demolition and deconstruction operations. Prior to start of work, utilities serving each area of alteration or removal will

be shut off by the Government and disconnected and sealed by the Contractor.

Dust and Debris Control

Prevent the spread of dust and debris and avoid the creation of a nuisance or hazard in the surrounding area. Do not use water if it results in hazardous or objectionable conditions such as, but not limited to, flooding, or pollution. Vacuum and dust the work area daily or as needed.

Sweep pavements as often as necessary to control the spread of debris. Keep site wet in a manner to prevent ponding but prevent the spreading of dust.

Excavation

The unit of measurement for excavation and borrow will be the cubic yard, computed by the average end area method from cross sections taken before and after the excavation and borrow operations, including the excavation for ditches, gutters, and channel changes, when the material is acceptably utilized or disposed of as herein specified. The measurements will include authorized excavation of unsatisfactory subgrade soil; allowance will be made on the same basis for selected backfill ordered as replacement. The measurement will not include the volume of subgrade material or other material that is scarified or plowed and reused in-place, and will not include the volume excavated without authorization or the volume of any material used for purposes other than directed. The volume of overburden stripped from borrow pits and the volume of excavation for ditches to drain borrow pits, unless used as borrow material, and will not be measured for payment. The measurement will not include the volume of any excavation performed prior to the taking of elevations and measurements of the undisturbed grade.

General Excavation

Perform excavation of every type of material encountered within the limits of the project to the lines, grades, and elevations indicated and as specified.

Transport satisfactory excavated materials and place in fill or embankment within the limits of the work. Excavate unsatisfactory materials encountered within the limits of the work below grade and replace with satisfactory materials as directed. Include such excavated material and the satisfactory material ordered as replacement in excavation. Dispose surplus satisfactory excavated material not required for fill or embankment in areas approved for surplus material storage or designated waste areas. Dispose unsatisfactory excavated material in designated waste or spoil areas.

During construction, perform excavation and fill in a manner and sequence that will provide proper drainage at all times. Excavate material required for fill or embankment in excess of that produced by excavation within the grading limits from the borrow areas indicated or from other approved areas selected by the Contractor as specified.

Grading

Where indicated, divide work into grading areas within which satisfactory excavated material will be placed in embankments, fills, and required backfills. Do not haul satisfactory material excavated in one grading area to another grading area except when so directed in writing. Place and grade stockpiles of satisfactory, unsatisfactory, and wasted materials as specified. Keep stockpiles in a neat and well drained condition, giving due consideration to drainage at all times. Clear, grub, and seal by rubber-tired equipment, the ground surface at stockpile locations; separately stockpile excavated satisfactory and unsatisfactory materials. Protect stockpiles of satisfactory materials from contamination which may destroy the quality and fitness of the stockpiled material. If the Contractor fails to protect the stockpiles, and any material becomes unsatisfactory, remove and replace such material with satisfactory material from approved sources.

Do not excavate to final grade until just before concrete is to be placed.

General Requirements

ATTACHMENT D: EXCAVATION MAHG 21-1035

Remove and replace unsatisfactory material with satisfactory materials, as directed by the Contracting Officer, in surfaces to receive fill or in excavated areas. Scarify the surface to a depth of 6 inches before the fill is started. Plow, step, bench, or break up sloped surfaces steeper than 1 vertical to 4 horizontal so that the fill material will bond with the existing material. When subgrades are less than the specified density, break up the ground surface to a minimum depth of 6 inches, pulverizing, and compacting to the specified density. When the subgrade is part fill and part excavation or natural ground, scarify the excavated or natural ground portion to a depth of 12 inches and compact it as specified for the adjacent fill.

Compaction

Place backfill adjacent to any and all types of structures, in successive horizontal layers of loose materia not more than 8 inches in depth.

Compact to at least 95 percent laboratory maximum density. Backfill material must be within the range of -2 to +2 percent of optimum moisture content at the time of compaction.

Prepare ground surface on which backfill is to be placed and provide compaction requirements for backfill materials. Finish compaction by sheepsfoot rollers, pneumatic-tired rollers, steel-wheeled rollers, vibratory compactors, or other approved equipment. Sidewalks, Turfed or Seeded Areas and Miscellaneous Areas Deposit backfill in layers of a maximum of 12 inches loose thickness, and compact it to 85 percent maximum density.

Topsoil

Material suitable for topsoils obtained from offsite areas is defined as:

Natural, friable soil representative of productive, well-drained soils in the area, free of subsoil, stumps, rocks larger than one inch diameter, brush, weeds, toxic substances, and other material detrimental to plant growth.

Amend topsoil pH range to obtain a pH of 5.5 to 7.
