"A procuring activity may not require the protégé firm to individually meet the same evaluation or responsibility criteria as that required of other offerors generally. The partners to the joint venture in the aggregate must demonstrate the past performance, experience, business systems and certifications necessary to perform the contract."

PWS 11.1.2.2.2 refers to the AF approved Preventive Maintenance Task Lists (PMTLs) that should be used for preventive maintenance schedule development that are available here:

The three main types of PMTLs available for use in the PM program are the Air Force PMTL (AF-PMTLs), RSMeans® Procedure, and Base Specific or local supplement PMTL.
Each of the three have the same intent and purpose but are integrated to the PM program for different reasons. The AF-PMTLs website is:

PWS 2.3.1.1 states "The Government will furnish all property listed in all applicable PWS Appendix F of each functional area."
Will the government please provide Appendix F for each functional area or clarify if Appendix E for each functional area is the entire inventory of property (including equipment) the Government will provide?
Attachment 1 - Performance Work Statement Section 2, paragraph 2.3.1.1. was corrected to reflect Appendix E - Government Furnished Property (GFP), for applicable Sections of the Performance Work Statement ; Government Furnished Training (GFT) is listed in Appendix F of applicable Section of Performance Work Statement Sections.
11 PWS 2.1.2, Hours of Operation The PWS lists 10 x Federal Holidays to be observed under this contract. Independence Day (4 July) is not separately listed. Instead, there is a holiday listed as “Christmas Day Independence Day.” Will the Government clarify that Independence Day is an observed holiday, and that the total number of Federal Holiday days observed in the Calendar year is 11?
The Performance Work Statement Section 2, paragraph 2.1.2. has been updated to reflect Independence Day is observed as a Federal holiday; The Federal holidays listed in the Performance Work Statement were reformatted to reflect the eleven (11) holidays in sequential order.
12 PWS Section 2.1.9.6 RFP Att. 1 Historically, what is the incidence and amount of environmental fines and restoration costs? The Base has not been fined or paid restoration cost in the last ten years.
13 RFP Att. 14, Section H.1 Key Personnel requirement is that these positions be staffed from contract mobilization. These KPs include bus and truck drivers, vehicle mechanics, and other CBA workforce positions. If the requirement is to staff these positions from mobilization, then a non-incumbent offeror would not be able to hire the incumbent workforce for any key personnel. In addition, there would be no work for the "operators" to perform during mobilization. Would the government consider changing this requirement to read "day 1 of Operations"?

18 RFP Att. 22, Section L.3.2.4 We are requesting the Government update Section L.3.2.4 to clarify affiliate past performance as follows:
For background, the procurement rules endorse and encourage the Government crediting a Prime Offeror with past performance of its affiliates where the offeror’s proposal demonstrates that the resources of the affiliate (e.g., workforce, management, facilities, or other resources) will be “meaningfully contributed” to contract performance. That “contribution” could very well include the affiliate giving tools, resources, or even personnel to the Prime for use by the Prime in performance, and with affiliate personnel becoming employees of the Prime offeror. In such case, the affiliate’s past performance is attributed to the Prime Contractor as the Prime Contractor’s past performance.
Section L.3.2.4 states that three contract citations “must be prime contractor contracts, which allows a maximum of three (3) contracts specific to joint ventures, partners, affiliates, subcontractors, etc.
performing meaningful work to achieve successful performance.” As described above, because an affiliate may not be itself “performing” on the contract, but instead contributing its resources to the Prime Offeror, we request that the Government to confirm that it will permit the Prime Contractor to submit affiliate past performance citations for the three Prime Contractor contracts (described in L.3.2.4) as long as the Prime Contractor demonstrates how the affiliate’s resources will be meaningfully contributed to contract performance. This approach will still allow the remaining three
(3) contracts described in L.3.2.4 to be submitted by a joint venture, partner, affiliate, subcontractor, etc. who will be performing workshare as part of the contract. The approach will further benefit the Government through increased and improved competition, giving the Government access to, and not unduly disadvantaging, contractors that happen to go to market through more than one operating company. This also gives the Government access to the full range of services and experience those contractors can offer. Moreover, the Government can continue to permit the three additional citations.

Table L.1 states that the total page count for the Past Performance Volume is “40 pages” and L.3.2.1 state that “The Past Performance Volume shall be organized according to the following outline: a) Table of Contents; b) Summary Page; c) Past Performance Information Worksheet; d) Specific Content;
e) Subcontractor Letters of Consent/Client Authorization Letters; f) Organizational Structure Change History; and, g) Glossary.” Section L.3.2.4 states that “the PPI worksheets do not count against the page limitation (40 pages) for Volume II - Past Performance.” In addition, Section M.3.4.3 states, “Relevant performance measures the extent of similarity in scope, magnitude, and complexity of the Offeror’s past performance and the solicitation requirements. For each Past Performance effort, relevancy will be determined by the similarity to the scope, magnitude of effort and complexity of the Offerors’ performance. Magnitude similarity will be calculated as an estimated annual value (EAV) as part of the relevancy determination.”
Question (a) Please confirm that the PPI worksheets are included in the Past Performance Volume, but do not count against the page limitation (40 pages).
Question (b) The PPI Worksheets follow the Summary Page (limited to one page), but the PPI Worksheets are excluded from the Past Performance Volume page limit. Because L.1.2.3 states, “the Pages shall be numbered sequentially by volume” should the PPI Worksheets be provided at the end of the volume, so it is easier to assess that the volume is within page count?
Question (c) Because the order of the organization of the Past Performance Volume per L.3.2.1 does not appear to allow further information that addresses relevancy to the PWS, what else is the Government expecting in the Past Performance Volume that will take 40 pages to cover?
Question (d) Because the Past Performance Volume is being evaluated on the similarity of scope, magnitude, and complexity, can the Offeror use the page count in the Past Performance Volume to address relevancy to the PWS (scope, magnitude, complexity) and meaningful involvement/contribution of an affiliate contract citation?

20 Att. 23, Section L.3.2.5 and Att. 26 Section L.3.2.5 states that “The Offeror shall exert its best effort to ensure that a current POC, per relevant contract, submits a completed PPQ directly to the Government not later than the required due date. The due date is NLT 3:00 PM (Central Time, San Antonio, TX) on April 11, 2022. However, the Past Performance Questionnaire (Attachment 26) states that “In order to meet the acquisition milestones, we request your written response No Later than 3:00 PM (Central Time, San Antonio, TX) on April 06, 2022.” Please confirm that the Past Performance Questionniare is due no late than the proposal due date - NLT 3:00 PM (Central Time, San Antonio, TX) on April 11, 2022.

21 Att. 22, Section L.3.3.1 and Att. 25 Att. 25 Section F states that “If applicable, explain corrective actions taken in the past, if any, for substandard performance and any current performance problems such as cost overruns, extended performance periods etc.” Att. 22 Section L.3.3.1 states that "If problems were encountered during the performance of the identified contracts, provide evidence of the ability to isolate the root causes of problems and include in the Past Performance volume a description of programs or actions taken to resolve those causes. Problems not addressed but found by the Government during the evaluation of the information in this volume, will be assumed to still exist. Note: In the case of Contractor Performance Assessment Report System (CPARS), if your input has already been provided and the rationale/circumstances have not changed, DO NOT repeat them here.
Question: Both these sections are asking for the same information. Will the Government amend the PPI Worksheet to exclude F so the information is only included in Specific Content? That will allow an Offeror to submit more information on scope, magnitude, and complexity in the PPI Worksheet.
See updated Attachment 25 is an optional form and will be left as is to provide any rationale behind any substandard performance.
22 Att. 22 Section L.2.3.1.d Att. 22 Section L.2.3.1.d states that the offeror: “Provides a comprehensive process to manage, update, configure government designated legacy systems and replacement systems, in support of all PWS Sections.” There is no mention of specific requirements to manage, update, or configure government information systems except in PWS Section 11 (Operations and Maintenance).
Question (a) Outside of CE O&M, are there any other Government information systems which the contractor will have to manage, update, configure the existing legacy system and any designated replacement system?
Question (b) Can the Government provide a list of the legacy information systems and their designated replacements?
Yes, the SP will provide designated functional system administration support for all Legacy systems and their designated replacements. Legacy systems are listed in Attachment 1, Performance Work Statement Section 11. The Legacy systems are but not limited to: (1) ACES (will be replaced by NEXGEN), (2) GIS (Geospatial Information System), (3) Computer Aided Design and Drafting (CADD), (4) Sustainment Management System (SMS), (5) EMCS (Energy Monitoring and Control System), (6) EESOMIS (Generator/Refrigerants). Legacy systems required reports/Contract Requirement Data List include but not limited to backflow testing, corrosion control, cathodic protection,and cross connection control.
There are no legacy systems for Performance Work Statement Sections 23 and 25.
23 11.1.2.8.2 Att. 1, Section 11.1.2.8.2 Section 11.1.2.8.2 states "Provide designated functional system administration support for CE AIS systems, and other Government mandated/designated systems." For which specific CE Automated Information Systems will the contractor be required to provide Functional System Administration Support? If known, please list the designated replacement system for each CE AIS the contractor will be responsible for. For example:
- Do the BUILDER, PAVER, ROOFER, UTILITIES, GIS systems require FSA Support?
- Does ACES require FSA Support?
- Do IGIS/NexGen IT require FSA Support?
The SP's FSA will only work on SP's government furnished computer equipment for the following: Request and maintain user accounts, set up and maintain user permissions, install software on client desktop computers, troubleshoot user problems, and open trouble calls to respective help desks and track the calls through resolution. Create, maintain, and assist users with development of required reports and queries, and perform required system administrator functions to include to include, but not limited to processing end of session and interface programs/procedures.
24 Att. 18 and Att. 22, Sections L.2.3.1.b and L.4.3.2
The offeror understands the utility of including Column J (Per Hour Labor Cost) within Attachment 18, cost/price information as an evaluation tool. However, it does not appear suitable to include this cost/price information within Volume I, Technical as required per Att. 22 Section L.2.3.1.b. Would the Government consider:
1) For the submission of the WBS in Volume I, per Att. 22 Section L.2.3.1.b, allowing offerors to redact the cost/price information from Attachment 18?
2) Require that Attachment 18, inclusive of Column J, be submitted as part of Volume III, Price.

27 Solicitation, page 40 - CLIN 0029 The period of performance for CLIN 0029 - Mobilization shows 01 Oct 2023 to 30 Nov 2023. Should the date be corrected to 2022?

28 25.1.2.1.3 Att. 1, Section 25.1.2.1.3 Section 25.1.2.1.3 of the PWS states that the Service Provider shall “assume sole responsibility for all associated utilization costs of Government Furnished Equipment Vehicles (GFE-V), including operation, maintenance, repair, licensing/registration, and replacement of ASC 051 GFE-Vs.”
Transportation Services including the maintenance and replacement requirements in Attachment-1 are an essential component of the Ft. Laughlin performance work statement. However, unlike other sections of the Solicitation (e.g., Government Furnished Equipment), the Government does not provide any details regarding the condition of the GFE-Vs, including the GFE-Vs that the Service Provider will be required to replace. Providing such condition information would level the playing field to the maximum extent practicable pursuant to FAR 45.103(a)(2) and FAR 45.202, and would enable non-incumbent offerors to estimate maintenance and replacement costs for Government Furnished Vehicles. Question: Will the Government provide the condition and replacement cost of Government Furnished Vehicles?
Assets listed in the Performance Work Statement Section 25, paragraph 25.1.2.1.3 are in serviceable condition. Replacement costs cannot be estimated due to current vehicle market conditions which are fluid. Assets were available for review at the site visit.
29 23E.1.2.2 Att. 1, Section 23E.1.2.2 Section 23E.1.2.2 is identified as Government Furnished/Contractor Replaced and includes a list of property, including two “Bendi Forklifts.” The Government does not provide any information relating to the condition of the property, but most importantly the two Bendi Forklifts. Providing such condition information would level the playing field to the maximum extent practicable pursuant to FAR 45.103(a)(2) and FAR 45.202 would allow non-incumbents to properly account for potential replacement costs. Question: Will the Government provide the condition of the two Bendi Forklifts in
PWS 23E.1.2.2?
Both forklifts are 2 years old and 100% serviceable with very low hours of use. The forklifts are NOT classified as GF Vehicles but classified as GF Equipment. Assets were available for review at the site visit.
30 Att. 22, Section L.4.3.1 It is understood that the offeror should not price the cost reimburseable CLINs. Please confirm that during the execution of the contract, that the contractor will be allowed to apply indirect cost (no Fee) to actual costs incurred for the Cost Reimburseable CLINs.
Updated Attachment 22 para L.4.8 Offerors will not be allowed to apply indirect cost to the Cost Reimbursable CLINS after award. Therefore, Offerors should propose their indirect rates accordingly.
31 Att. 3, Article 14 In the IAM CBA, the direct labor rate table show rates through 2023. However, in the Benefits section of the CBA, the H&W and Pension show rates only through 2020. Was there an addendum to the CBA that was not included with the RFP release or should the offeror price the H&W and Pension according to the rates for 2020?

Question: If offerors submit early proposal information by 12 February 2022, will offerors be able to submit a revised Volume II Past Performance submission by the proposal due date of 11 April 2022?
Yes, Offerors will be able to submit revised Volume II Past Performance with the submission of the proposal. Please note that the proposal due date has changed to 19 April 2022.
Attachment 25 – Past Performance Information Worksheet is optional, and it meant to facilitate a timelier past performance evaluation. The Government will evaluate what is submitted in Volume II with the final proposal.
