If there are any conflicts or discrepancies between the responses to these questions and the solicitation, the solicitation shall take precedence.

RFP Questions

1. Please clarify the maximum contract amount. Block 10 of the 1442, Item G. identifies $111,700,000 and Section B CLIN table indicates $117,000,000.

Response: The correct not to exceed (NTE) value is $111,700,000, Section B CLIN Table will be updated accordingly.

2. Are offerors required to complete pages 4-6 of the Solicitation?

Response: Offerors do not need to complete Schedule B. Section L will be revised to reflect this. Offerors do need to ensure they acknowledge all amendments.

3. How many copies of the proposal are required? The required amount listed on the 1442 (“original and 3 copies”) seems to contradict the amount listed in Section L L.2.1.1 (1 original and 1 Sanitized).

Response: The SF1442 and Section L have been revised. Section L revised to demonstrate (1) original and (1) sanitized file shall be submitted for Volume I (Technical) and (1) original file shall be submitted for Volumes II – IV. In addition, the government has revised Section L to demonstrate all proposals must be submitted electronically via email. Please read the revisions in Section L very carefully.

4. Does Paragraph C of FAR 52-209-7, regarding online representations and certifications apply, or is the Government requesting a fully completed copy of the Section K in addition to the online version?

Response: Complete the necessary fill-ins and certifications in Sections I through K. The Offeror's online Representations and Certifications record must be current, accurate and complete within the System for Award Management (SAM). A copy of the online Reps and Certs is not required to be submitted in the proposal.

5. Attachment 12 provides space for offerors to enter separate coefficients for the base term and each option term. However, the price evaluation worksheet seems to assume that each given coefficient will be the same across the base and option terms. Please clarify if offerors may bid different coefficients for the base term and each option term.

Response: The coefficients are static. Please refer to attachment 12 Section B Bid Schedule 5.0.

6. Attachment 12 indicates that the same coefficient will be used for non-standard hours and/or secure area work. Since the additional costs for non-standard hours work are different from the additional costs for secure areas work, would the Government consider separating these into two coefficients, one for non-standard hours work and one for secure area work?

Response: Non-Standard hours and Secure Locations remain the same coefficient.

7. Attachment 15, Section L.2.1, Table 1 Are sanitized versions of Volumes III and IV that ask for official documents/agreements/contract forms still required (i.e., SF 1442, bid bond, J/V agreements, SBA status, etc.)? If so, how should the Offeror present those documents that have identifying information beyond a CAGE code?

Response: Attachment 15, Section L, has been revised to clarify that only the technical volume must be submitted as a sanitized document.

8. Attachment 15, Section L.2.1.2, pdf page 07 of 17 indicates overall format requires 1½ line spacing. However, resumes are typically formatted with single line and already are one to two pages long. Using 1½ line spacing would make resumes two to four pages in length.

Response: Attachment 15, Section L, format has been revised to “1” line spacing and resumes are not included in the page count. Resumes must be no more than 3 pages.

9. Attachment 15, Section L.2.1.2, pdf page 07 of 17 seems to indicate 11 x 17 pages used for required foldouts (diagrams, drawings, schedules) are counted as a single page. Can this be confirmed?

Response: Yes.

10. Attachment 15, Section L.2.1.6, pdf page 08 of 17 indicates Bid Bond in the amount of 20% is required. Shall Bid Bond be included within one of the volumes or as a completely different separate file?

Response: No bid bond is required, see Section H clause for clarification.

11. Please clarify if a proposal guarantee (e.g. bid bond) is to be included with the proposal, and, if so, in what amount?

Response: A bid bond is not required, see revised SF1442 and Section H clause for clarification.

12. If a bid bond is required, is the electronic version on CD acceptable or should the original hard copy be included with our submission in addition to the electronic version.

Response: A bid bond is not required, see revised SF1442 and Section H clause for clarification.

13. Is a bid guarantee required? The 1442 section b. states that a bid guarantee “is not required.” This conflicts with information provided in Section L, L.2.1.6. para. b “Proposal Guarantee (Bid Bond): Bonds shall be submitted electronically with proposals in the amount of 20% of the proposed sample project price in accordance with FAR Clause 52.228-1 found in Section I of this solicitation.” And Section L L..6.0. para. c. “Submit an electronic copy of the original Bid Bond.”

Response: Bid Bond will not be required for the SEED or the Base SABER. A Performance Bond and Payment Bond will be required at the Task Order level, to include the Seed Project, and they are due 10 days after Task Order award.

14. Attachment 15, Section L.3.2.2, page 11 of 17 indicates Key Personnel required and that resumes shall include education and certifications. What are the specific qualifications required for each position? Otherwise, how will personnel be graded scored?

Response: Please refer to the revised Attachment 14, SABER SOW, Section C paragraph 2.1.2.1 for the education, experience and certifications required. See Section M for the evaluation criteria.

15. Given that the SABER contract is expected to experience a surge of estimating requirements in the 3rd quarter leading to fiscal year end, would the Government consider making an award earlier than one week prior to September 30th to allow the awarded contractor to better support the Government’s anticipated ordering needs during year end?

Response: The expected award date will not be revised. The surge requirement should be taken into consideration for your proposal from FY21 through end of the contract. Section L was revised to clarify.

16. Can the Government identify the date when the current SABER contract ends and how the transition period and new project awards will be handled between the current SABER contractor and the incoming SABER contractor?

Response: FA2860-15-D-0002 Period of Performance ends 30 Sep 2020. The incumbent contractor will be responsible for completing all task orders they have been awarded; these will not transition between contractors. All future task orders, starting potentially with the seed project, will be the responsibility of the contractor who wins the new contract. The primary purpose of the transition period is for the new contractor to establish themselves and be ready to execute by Sep 2020.

17. Is it the intent of the Government in Section L-3.2.2.a.(2) that the offerors are to identify by name (rather than position alone) the key management personnel to be assigned to this contract?

Response: Yes, key personnel should be identified by name with resumes submitted to establish they meet the qualifications of the position.

18. If key personnel are to be identified by name, is it also the intent of the Government in Section L-3.2.2.a.(2) that full resumes are submitted to demonstrate the qualifications of key personnel? If resumes are required, would the Government please exclude these from the page limitations for the technical volume and apply instead a limitation of 2 pages per resume?

Response: Yes resumes are to be submitted. Section L will be revised to clarify that resumes are not included in the technical volume page count and each resume submitted shall be no more than 3 pages.

19. Section L provides historical ordering information for JBA and JBAB related to number of task orders and distribution of work.

a. Can the total average historical annual dollar volume through each location (SABER, JOC or equivalent) be provided separately for JBA and JBAB?

Response: The government data does not have enough fidelity in order to provide it in this manner. This information is not tracked or available.

b. Given that JBAB is in the process of transitioning from Navy control to Air Force control, please clarify if this historical information provided in the Solicitation pertain to only SABER task orders, or are other contract vehicles included?

Response: JBAB does not currently have a SABER contract in place; the information provided was ascertained from orders the Navy placed against several multiple award IDIQ’s available through NAVFAC. The historicals are representative of the best data we could gather for proposal purposes they may not be indicative of future workload, as we are anticipating the possibility of increased workload given the state of the infrastructure.

c. The percentages provided for JBA totals 110%. Can the Government please review and confirm the percentages for each type of work?

Response: Annual historical workload for JBA 39% between $350-$750K will be revised to 29% between $350-$750K.

20. Should the historic workload for projects between $350-$750k be 29% (instead of 39%) so that the percentages total 100%? Please see detail below. Section L, 3.2.2.a Technical Subfactor 2, identifies annual historical workload. For JBA the 65%/39%/6% split between project sizes & secured location totals 110%. Please clarify if the historic workload for projects between $350-$750k should be 29% (not 39%) so the percentages total 100%.

Response: Correct, Annual historical workload for JBA 39% between $350-$750K will be revised to 29% between $350-$750K.

21. Section L., Paragraph L.2.1.1. states that “Each page shall be counted except pages titled as ‘Left Intentionally Blank’ or cover sheets.” Can tabs and divider pages that are labeled to provide ease of review of the proposal considered cover pages and, therefore, excluded from the page limitation?

Response: Yes, given that the tabs and dividers do not contain any images or text other than “Left Intentionally Blank” or “Cover Sheet.”

22. Are the construction work schedule and project drawings excluded from the 20-page limitation on the seed project?

Response: Yes, they are excluded and Section L has been revised accordingly. Page count has also been reduced from 20 to 15 pages.

23. Will the Government please allow two business days after the release of RFI responses for offerors to submit any additional RFI that may occur as a result of the Government’s responses?

Response: Offerors will have until 12:00 pm on 17 April 2020 to ask questions regarding the Q&A that was posted on 14 April 2020. The government will only answer questions in reference to the answers provided in the original 14 April Q&A to ensure full communication has occurred. Section L revised.

24. Can CPARS replace the PPPQ? If so, do we supply the CPARs to you directly or how will you obtain it?

Response: CPARS cannot replace the PPPQ. Offerors are not required to supply the CPARS. Offerors supply PPI’s; Offerors send PPPQ’s to Government Contracting POC’s to fill out and send in (See Section L) and government has right to research and utilize CPARS and other documents to conduct past performance review.

25. Can recent PPQs pertaining to the projects submitted in PPIs be used?

Response: Yes

c. Are we allowed to work beyond regular hours? Response: Yes, the process to gain approval will be discussed at the preconstruction conference.

35. Is it required to submit 35% level design documents for the task order with our proposal?

Response: Typically it would be submitted after award but in the case of the seed project it is due on 1 May with your proposal. See revised Section L paragraph L.3.2.1.d.

36. Are material submittals required with the Seed Project Proposal or is the only requirement for a completed AF form 66? Please detail below. Section L, 3.2.1 Technical Subfactor 1: JBA Demonstration/Seed Project (Page Limit: 20) states “The Offeror’s SOW shall encompass the following:…e. Schedule of Materials. A Schedule of Materials reflecting all proposed materials and required contract documentation shall be submitted on the AF Form 66, Schedule of Materials, provided for the Seed project.” However in Ref. Attachment 11, JBA Demonstration Seed Project SOW, It states that on p.4 “The contractor shall submit the following documentation:….Material Approval Submittals”.

Response: This is required 30 days after TO award, thus it is no longer required in the proposal and will not be evaluated in Section M.

37. Are we to provide an HVAC assessment of the existing system and determine the proper sizing of HVAC units to be installed OR, as stated during site visit, are we to replace the existing HVAC units with the same size already there? Please see detail below. Attachment 11, Joint Base Andrews (JBA) Demonstration Seed Project, SOW: (page 9) item 23.3 “Provide HVAC assessment of existing system and determine proper sizing of HVAC units to meet the requirements of the facility prior to construction.” At the site visit we were told that the units should be replaced with the same size currently existing. Please clarify.

Response: We briefed the units would be replaced in kind, the system is currently sufficient. However we would like to have two zones and may need to add some duct work. Attachment 11, page 9, item 23.3 will be revised accordingly.

SABER BASE SOW Questions

1. Per Attachment 14 Section 2.1 Personnel: Can experience replace the requirement for degrees for both the Program Manager and Project Managers? If so what length of performance will replace the degree requirement? If experience cannot replace the degree requirement what degrees are required?

Response: No, experience may not replace the requirement for degrees. The government will use the evaluation criteria in Section M.

Program Manager is required to have an Associates degree in a Business or Program Management discipline, a minimum of 5+ years of experience of construction management. Please refer to the revised Attachment 14, SABER SOW, Section C paragraph 2.1.2.1.

3. Per Attachment 14 Section 2.1.1 Personnel: The Program Manager is listed to be at JBA. Will JBAB need a program manager also or will there be one program manager for the contract?

Response: There will be one Program Manager for the Basic SABER IDIQ. As stated in Attachment 14, Section 2.1.2.1 a Project Manager and Construction Manager shall be assigned for each project. A project can be at JBA or JBAB.

4. Per Attachment 14 Section 2.3.2.1 Technical Library: are the required copies/licenses total required for each base?

Response: Technical Library is listed as totals for each base.

5. Per Attachment 14 Section 2.3.3 Contractor Provided Services to the Government: Will the government provide training space for the software or will the contractor need to secure a venue for this training?

Response: Contractor to secure venue at contractor’s expense. Typically conducted near JBA (hotel conference room).

6. Please clarify the mobilization period for this contract and when the contractor shall be fully mobilized. Paragraph L.3.2.2.c. states that the Offeror should be “fully functional by the 60th day after contract award.” Section C, Statement of Work, paragraph 3 states that the contractor only needs to “be capable of executing task orders within sixty (60) calendar days after contact award” and that the requirement to be “fully operational” is “within ninety (90) calendar days after award.”

Response: Section L and M have been revised to align with Section C, SOW paragraph 3.

7. Regarding Section C, Statement of Work, paragraph 3.2.1.2. Cost Estimates, please clarify if the contractor is to update the RSMeans database each year when the most “current” cost data becomes available, such that the contractor is using the most current data available to create proposals, or if the database is updated only at the anniversary of the contract?

Response: The contractor is to update the RSMeans database when the most “current” cost data becomes available.

8. Please clarify if the contractor is to use the most recent quarterly City Cost Index when pricing estimates.

Response: The most recent quarterly City Cost Index shall be used when pricing estimates.

9. Section C, Statement of Work, paragraph 2.3.2.2.2 specifies that we are to provide the Facilities Cost Data module in e4clicks; however, paragraph 3.2.1.3 doesn’t include Facilities Cost Data in the list of authorized estimating guides. Response: Facilities Cost Data is an authorized estimating guide. Paragraph 3.2.1.3 of Attachment 14 will be updated.

10. Technical Exhibit 4, paragraph 1.5.1 indicates that delays in entering JBA average 40 to 60 minutes. Can the Government please provide the process and expected delays associated with entering JBAB?

Response: The times stated should be used as an average. These delays are typically for commercial vehicles that require inspections. Sometimes the delay will be shorter and sometimes the delay will be longer due to the bases mission. Security Forces updates the installations procedures as needed. A post award conference will address the process.

11. Section C, Statement of Work, paragraph 3.2. indicates that “the concept of the SABER program provides for 35% design level effort.” Please confirm the cost associated with any required outside design effort or PE certified drawings will not be included in the coefficient. Otherwise, offerors will need to significantly increase the cost to the Government in their coefficient.

Response: The minimum design of 35% should be included in the co-efficient. Under the SABER program a minimum design of 35% is required as part of the awarded task order. See Technical Exhibit 1 (3.4.1.1 – 3.4.1.5) for the definition of minimum design for Civil, Architectural/Structure, Mechanical, Plumbing and Electrical. It is considered to be outside the parameters of minimum design if a general construction contractor would need to hire additional experience or require the services of a registered architect or engineer. The contractor is responsible for submitting documentation that substantiates the proposed approach. Supporting documents are requested from the contractor which may include a SOW, Program Evaluation and Review Technique (PERT) chart, cost estimates, justification for non-pre-priced items (NPI), verified as-built drawings, manufacturer’s or technical drawings/schematics for fabrication and assembly of structural elements, form, fit and attachment details for installation of materials/equipment, and design calculations to substantiate proposed layout or sizing of utilities with their structural elements (i.e. HVAC loads, lighting, platform supports, etc.).

12. Section C, Statement of Work, paragraph 3.3.1. indicates that “A TO Request for Proposal (RFP) may require PE Certification on some or all designs, or portions of designs. Government will direct the contractor as necessary to provide certification.” What is the expected share of projects awarded under the 5-year JOC program that would require the design costs associated with providing 35% outside design effort? Would the Air Force consider defining these costs as project specific during the scoping process, as to minimize the overall cost to Air Force projects?

Per the latter part of your question, the government cannot forecast the number of task orders that will require outside design capability, if any.

13. Will PE certification be treated as a Non-Priced Item (NPI)? Ref. Attachment 14, Section C, SABER SOW, 3.3.1. Professional Engineer (PE) Certification.

Response: If PE certification or outside design is required, it is considered to be outside the parameters of minimum design and will be treated as an NPI and negotiated prior to TO award. The government will never require more than minimum design of 35%.

14. If PE certification or outside design is required on a TO, and assuming the cost is not included in the coefficient, how will the contractor exhibit the costs and be compensated for the design effort?

Response: If PE certification or outside design is required, it is considered to be outside the parameters of minimum design and will be treated as an NPI and negotiated prior to TO award. The government will never require more than minimum design of 35%.

15. Please confirm that the prime contractor’s indirect costs and profit will be applied to the subcontractor cost when the NPI price is negotiated.

Response: The Task Order price is the product of all required tasks, quantity, unit of issue, UPG price per unit, and the coefficient plus the negotiated price for any non-priced items (NPIs). NPIs are tasks which have not been identified or pre-priced in the UPG and are required as an item of performance under the construction task order. NPIs are negotiated separately before issuance of the TO. Yes, NPI's shall be proposed fully burdened and will be negotiated at the individual task order level.

16. How is the SABER Contractor’s OH&P applied to an NPI? The SABER contractor’s OH&P is not accounted for in the below description. Also, there is not a CLIN for an NPI modifier or markup. Ref. Attachment 14, Section C, SABER SOW, 3.2.1.5 para 2 states “The negotiated price of an NPI will be based on costs to include material, equipment, labor and subcontractor’s indirect expenses such as overhead, profit, labor burden, etc. Coefficients will not be applied to NPI’s.”

The Prime is permitted to apply OH&P to an NPI as NPI's shall be proposed fully burdened and will be negotiated at the individual task order level.

17. We received a number of questions regarding whether some costs were best excluded from the coefficient, to reduce costs to the Air Force. Instead of answering each question on their own, we have simply provided a laundry list below of the items in question and have identified whether they are to be priced in the coefficient or excluded from the coefficient and treated as an NPI. NPI’s are included and negotiated at the time of task order execution. Note: the SOW and Technical Exhibit 1 will be revised accordingly.

Design Analysis (Technical Exhibit 1, Section 3.4.1): Minimum Design Costs of 35% shall be included in the coefficient. If PE certification or outside design is required, it is considered to be outside the parameters of minimum design and will be treated as an NPI

SABER SOW, Technical Exhibit 1 (page 58 – 63) lists several design analysis items (e.g., 3.4.1.1 Civil, 3.4.1.2 Architectural/Structural, 3.4.1.3 Mechanical, 3.4.1.4 Plumbing, 3.4.1.5 Electrical): The minimum design of 35% shall be included in the co-efficient.

Lab Testing (Technical Exhibit 1, Section 4.6.1): Exclude from coefficient, treat as NPI

SABER SOW, Technical Exhibit 1 (page 58 – 63) lists several requirements included in the coefficient regarding testing which require procuring the services of a specialty contractor or engineer. Specifically 3.3.2.4.1.4 Mechanical System Testing (requires hiring an independent testing firm), 4.6.1.1 Field/Lab Testing Civil, 4.6.2.1 Architectural/Structural, 4.6.2.2 Mechanical, 4.6.2.3 Plumbing, 4.6.2.4 Environmental, 4.6.2.5 Electrical, 4.6.2.7 Communications (which may require hiring an independent engineer or testing firm), 4.6.2.6 Fire Protection/Security (in which a Fire Protection engineer is required on-site per the ETL): All testing will be excluded from coefficient, treat as NPI

SABER SOW, Technical Exhibit 1 (page 58 – 63) lists several requirements included in the coefficient regarding fencing. Specifically 4.5.1.1 Perimeter Fencing, 4.5.1.3 Excavation Fencing, 4.5.4.3 Safety Barricades/Fencing. Fencing, as noted in 4.5.1.1 may require 8’ high chain-link fencing with privacy screening. Include Perimeter fencing (4.5.1.1), and Excavation Fencing (4.5.1.2) in the coefficient. Treat Erosion Control Fencing (4.5.1.2) as an NPI and exclude from the coefficient.

SABER SOW, Technical Exhibit 1, 4.6.3.1.2 Dust Barriers. Construction of dust barriers are very project specific: Exclude from coefficient, treat as NPI

SABER SOW, Technical Exhibit 1 (page 58 – 63) lists several requirements included in the coefficient regarding hazardous materials which require procuring the services of a specialty contractor or engineer. Specifically 3.3.2.6.1 Asbestos and Lead-Based Paint Testing and Samples, 4.2.2.7 Asbestos/Lead-Based Paint Abatement/Encapsulation Plans, 4.2.2.8 Hazardous Materials Inventory Reports, all of which require hiring an independent testing firm: Exclude from coefficient, treat as NPI

18. Regarding Section C, Statement of Work, Technical Exhibit 1, item 4.2.2.3 – Sediment and Storm Water Management Plan Permits, would these permits be acquired from the Air Force or external authorities?

Response: Permits are required by the Maryland Department of Environment.

19. Regarding Section C, Statement of Work, Technical Exhibit 1, item 4.5.3.3.1., Government Salvage, please define the requirement to “Handle all Government salvage.” Would this be charged on a project-by-project basis?

Response: Typically Government Salvage occurs when we replace an item but the used item is delivered to the shops for training or cannibalism_. Please refer to Attachment 14, SOW Section C para 4.5.3.2.1. Government Salvage will be treated as an NPI and negotiated on an individual task order basis.

20. Per Section C, Statement of Work, paragraph 3.2.1.8, can the Government please specify what specific drawings will be necessary for the seed project?

Response: The government is adding Attachment 22 and Attachment 23 – Both Titled As Built Drawings Circa 1990.

21. Section C, Statement of Work, paragraph 1.1. Ordering Procedures states: “During the contract period, the Government will identify required construction projects. Once the TO CO notifies the Contractor of an existing requirement, the Contractor shall expeditiously prepare a proposal within 10 calendar days. TO’s will include projects from up to 35% design through construction completion.” Please confirm that the project-specific design deliverables will be specified in the RFP; and that the 35% design deliverables will be priced within the defined period, while the design deliverables will be post award and as provided in the schedule? Additionally, please specify that “from up to 35% design” means not to exceed 35% design deliverable before proceeding to construction.

Response: The 35% minimum design deliverables (submittals) are priced within the coefficient and the design deliverables are required within 30 days of the award or as provided in the task order. Should any additional project-specific design deliverables be required they will be included in the task order level RFP. Yes, construction can start once a 35% (or conceptual plan) and all material submittals are approved by the government.

22. Section C, Statement of Work, paragraph 4.6.4.1. Field Verification states: “The Contractor shall inspect the worksite and surrounding area for evidence of unmarked utilities prior to commencement of all excavations. CES/PM assigned shall be contacted when unmarked utilities are discovered. All labor, equipment, materials and rentals/fees required to perform field verification for excavations shall be at no additional cost to the Government and is considered field overhead; therefore, part of the Contractor’s coefficient.” Like engineering costs, would the Air Force consider these field verification costs project specific and not part of the coefficient, so as not to unnecessarily increase price and risk associated with making assumptions of requirements of the entire IDIQ program at the various sites?

Response: These will be included within the coefficient.

23. Section C, Statement of Work, paragraph 4.6.4.2. Markings states: “The Contractor shall maintain all underground utility markings throughout the excavation process, and or TO, as necessary (Note that Miss Utility clearance expires after 10 working days). All labor, equipment, materials and rentals/fees required to maintain utility markings shall be at no additional cost to the Government and is considered field overhead, therefore part of the Contractor’s coefficient.” Please confirm that Miss Utility will access and mark all utilities on both bases (JBA & JBAB)? Please indicate if there is a third-party utilities contractor that must be coordinated with for marking in addition to or instead of Miss Utility on each base? If so, please provide the fee schedule for such services.

Response: Contractor will need to coordinate with third-party utilities such as Washington Gas and Terrapin. Please refer to Attachment 14 Section C SABER Sow 3.3.2.5.1

24. Please clarify if the SABER contractor will provide escorts for secured areas or will escort personnel be provided by 11 CES? Please see detail below. Specifically Attachment 14, SABER SOW, para. 4.4.2 Work in Security Controlled/Restricted Areas/Facilities notes the “contractor shall self-escort in accordance with section 01-1700 Self-escort requirement for personnel when working in a controlled/restricted area. The contractor will provide these escorts…”. In other sections, such as Technical Exhibit 14, 1.15 Severe Weather Warning Requirements, notes “11 CES Escort”. “11 CES Escort” is noted several times in the section.

Response: We have an escort flight and will provide escorts typically through the airfield fence and onto the runway. However the contractor shall be able to gain a secret clearance and ascertain a line badge in order to escort his subcontractors as needed.
