Clarifications to Questions and Answers posted 14 Apr 2020 ‐ Solicitation Number FA286020R0005 If there are any conflicts or discrepancies between the responses to these questions and the solicitation, the solicitation shall take precedence.
Revised Section C (subsection 2.1 Personnel, page 8 of 178) posted on April 16 states: "Program Manager to have an Associates degree in a Business or Program Management discipline" What is a Program Management Discipline? Is that term meant to cover the usual design and construction disciplines such as Architecture, Civil Engineering, Structural Engineering, Mechanical Engineering, and Electrical Engineering?
RESPONSE: Program Management Discipline doesn’t necessarily include Architecture, Civil Engineering, Structural Engineering, Mechanical Engineering, and Electrical Engineering. Basic program management degree programs are designed to educate students on how to organize programs and activities in accordance with the mission and goals of the organization; how to develop new programs to support the strategic direction of the organization; how to create and manage long term goals and how to develop a budget and operating plan for the program. Program Managers have a strategic focus and think about the structure of the program, organizing the projects within the program, to achieve success. A program manager acts as a coordinator between multiple projects at a business or organization to be sure there benefitting each other and aligning with overall business goals. They are different from project managers because they do not directly over see individual projects.
SABER BASE SOW Question #1 revises the degree requirement for the Program Manager to “an Associate’s degree in a Business or Program Management discipline.” Would an Associate’s degree in construction management or an engineering discipline qualify?
Response: The Program Manager Degree requirements are further revised to read as follows: An Associate’s degree in Business Management, Program Management, Project Management, Construction Management, Construction Science, Construction Project Management or Civil Engineering plus 5 years construction and program management experience managing multiple engineering programs/projects simultaneously. SABER SOW Attachment Section C SABER SOW paragraph 2.1.1 will be revised to reflect this change.
Can you please clarify if the Project and Construction Manager is one role, or two? Per the Section L, section a(2), it reads Key personnel at a minimum include: one (1) Program Manager at JBA, a Project and Construction Manager, and one (1) Quality Control Manager. This section reads as if it is one person. In Attachment 14, Section 2.1.2.1 Project Staff, it states that the Project Manager must hold a degree and have a minimum of 5+ years of experience while the Construction Manager must have a minimum of 5+ years of experience. This section reads as if it is two separate roles.
Response: Key personnel at a minimum include: one (1) Program Manager at JBA and one (1) Quality Control Manager. The Project Manager and construction manager are two separate roles.
Section L, Paragraph L.3.2.2.a (2) will be revised accordingly to make this clearer.
SABER SOW 2.1.2.1 states roles and responsibilities of the construction manager. SABER SOW 2.1.2.1 states roles and responsibilities of the project manager. Both of these positions reside at the task order level and thus their resumes are no longer required within your proposal. Section L, L.3.2.2 will be revised accordingly.
If the Project Manager and Construction Manager are different roles, is the Construction Manager role similar to a Site Superintendent role? The RFP does not ask for qualifications for Superintendents, which is unusual in construction.
Response: Per Attachment 14 Section C SABER SOW 2.1.2.1 states “Construction Managers are responsible for managing project job sites for both new construction and remodeling task orders.
Construction managers oversee construction schedules for construction crew and ensure all projects are fully staffed. Provide temporary laborers to contribute to each project and ensure project supplies, materials, arrive and are correct for the duration of the project. Manage and oversee subcontractors and vendors to ensure quality standards are met, as well as ensure safety guidelines are followed on all job sites. Additionally, provide constant communication with the Government representative and clients through the entire life and end of the project.” Per Attachment 14 Section C SABER SOW 2.1.2.1 states, “Project Managers, are responsible for ensuring that every aspect of the program is completed on time and within budget. They are responsible to assign milestones, develop reporting processes and ensure that every team has what they need to complete their project. They will develop and design the project goals and success markers, determine how success will be measured and tracked. Project Managers also act as a liaison between the project team and upper level management.”
Superintendent is required to be assigned at the task order level and per the solicitation is not listed as Key Personnel, thus superintendent resumes are not required in Section L. The superintendent qualifications are listed in Attachment Section C SABER SOW 2.1.4.2 Technical Competence. The Project superintendent shall have a minimum of five years of experiences performing in a function directly related to the required position.
As stated in the question above, project managers and construction managers are also assigned at the task order level and thus are removed from Section L as key personnel. Resumes no longer required for these positions.
RFP Question #22 reduces the page limitation on the Seed project submission from 20 to 15 pages.
Given the extent of information that is required for a complete submittal, 15 pages is very limiting, even with the exclusion of the schedule and drawings. Would the Government consider re‐ establishing the page limit to 20, as originally intended?
Response: The page count stands at 15 pages and covers Section L.3.2.1.a content only (minus the AF Form 3064). Section L.3.2.1.b, L.3.2.1.c, L.3.2.1.d are not included in the page count. Section L will be revised accordingly.
RFP Question #22 excludes the construction work schedule from the page limitation. Please confirm that the Contract Progress Schedule (AF Form 3064) is also excluded.
Response: The AF Form 3064 (Construction Work Schedule) is excluded from the page count.
Seed Project Question #35 refers to the revised Section L.3.2.1.d, which includes an edit to the requirement for “design analysis data to include calculations and code references.” Please verify that this information is now required to be included with our initial proposal. If so, given that these calculations can be extensive and are not easily re‐formatted, can this information be excluded from the page limitation for the Seed Project?
Response: No “design analysis data to include calculations and code references…” are not required.
Section L.3.2.1.d. will be revised accordingly.
Regarding Seed Project Question #34, it appears that an answer was not provided for the first part of the question: “Where is it supposed to be installed in the HM frame?”, which refers to the window referenced in Question #33. Can the Government clarify the location of the window?
Response: Room 2 will have a small 3x3 one way glass observation window centered on the wall between Room 1 and Room 2. Attachment 11_Revised JBA Demonstration Seed dated 14 Apr 2020 is revised accordingly.
SABER BASE SOW Question #24, regarding escorts for secured areas, states that “the contractor shall be able to gain a secret clearance and ascertain a line badge in order to escort his subcontractors as needed.” Please confirm that the security clearance allowance may be met by the personnel providing escorting.
Response: The government will provide escorts on a case by case basis determined at the Task Order Level. However as previously stated “the contractor shall be able to gain a secret clearance and ascertain a line badge in order to escort his subcontractors as needed.”
