RFIs: FA2860-15-R-0008, Joint Base Andrews SABER
1. Please clarify where the seed project estimate is to be submitted; is it part of Subfactor 3 of the Technical Volume (as appears to be indicated in Section L-7.2.1.3) or in Volume II, the Price Proposal, as addressed in Section L-8.3.
a. ANSWER: The seed project (SOW, AF Form 66, drawings, pricing, etc.) should be part of the Technical volume. A copy of pricing for the seed project should be included in Volume II.
2. Please clarify the use of the contract line item coefficient ranges versus the statement that “All prices will be rounded up to the nearest whole dollar when selecting coefficient range” as indicated on Page 151. In this case, it appears that a project that cost 99,999.99 would use Contract Line Item Coefficient Range 0001AB-5001AB rather than Coefficient Range 0001AA- 5001AA as listed?
a. ANSWER: The statement “All prices will be rounded up to the nearest whole dollar when selecting coefficient range” has been removed.
3. If the seed project estimate is to be included in the technical volume please confirm that the offeror should apply the actual proposed coefficient to their estimate. This will result in portions of the offeror’s price being revealed prior to the evaluation of the Pricing volume. Would the Air Force consider instead requiring an estimate for the Demonstration Project utilizing a coefficient of 1.0 for evaluation purposes?
a. ANSWER: The proposed company coefficient estimate should be applied to the seed project. For the second question, no, utilize the coefficient the company will be submitting on Attachment 6.
4. SABER Specifications Item 3.2. indicates that the concept of the SABER program provides for 35% design level effort. Please confirm the cost associated with any required outside design effort or PE stamped drawings will not be included in the coefficient. Otherwise, offerors will unnecessarily need to increase the cost to the Government to include in their coefficient the possibility that all projects could include the design cost associated with providing 35% outside effort design drawings with each and every project proposal.
a. ANSWER: Costs associated with an outside design effort or PE stamped drawings will not be included in the coefficient. A&E design efforts/PE stamped drawings required by the Govt for any delivery order will be identified on a case by case basis.
5. SABER Specification 3.3 notes all designs shall be IAW JBA Architectural and Interior Design Standards and for work on JBA and IAW SABER Design Standards and Base Architectural Standards for work on JBA. Please release those design standards documents as an attachment to an Amendment since those documents were not provided with the solicitation documents to date.
a. ANSWER: SABER Design Standards provided on amendment P0005
6. SABER Specifications Section 3.2.2 indicates the AF Form 3064 is a required submittal within 5 calendar days after the NTP (after award) on a project. The Seed project Statement of Work notes the AF 3064 should be provided with the seed project proposal. Please confirm the AF 3064 is NOT required with the seed project proposal and would be a post-award submittal.
a. ANSWER: AF 3064 is required for the seed project to review how long the project is estimated by the contractor to complete from start to finish with an estimated 25 Sept 15 start date. The progress report can be revised after the pre-construction meeting if needed.
7. Attachment, AF 66, the schedule of submittals for the seed project, appears to be blank. Can you please provide a completed form indicating the submittals you’d like the offeror to include with the seed project? [confirm after review of reference language]
a. ANSWER: Completed AF 66 provided on this amendment.
8. The documents to be included with the seed project alone have the potential to meet or even exceed the 40-page limitation on the technical proposal. Would the Government please consider excluding the seed project in its entirety from the page limitation in order to allow the offeror the necessary capacity to fully and adequately respond to the other requests for information within the technical volume?
a. ANSWER: Seed project documents will be excluded from the technical proposal page limit to allow the offerors the necessary capacity to fully and adequately respond to the other requests for information within the technical volume.
9. Please either provide current As-Built drawings for West Fitness Center B-1444 or delete the requirement from the seed project scope to provide verified as-built drawings in the proposal. The seed project statement of works includes a requirement to submit “verified as-built drawings” with the submission, yet as-built drawings were not made available at the site visit. Please confirm the drawings provided with the solicitation and amendment documents to date shall be deemed as “verified” for the purposes of the seed project evaluation portion of this proposal submission.
a. ANSWER: Existing government drawings for Bldg 1444 were provided at the site visit and with the second amendment (P0004). When the project is complete, as built drawings will be required from the contractor.
