SUBMISSION OF PROPOSALS

L-3.1. Offerors are cautioned to strictly comply with all instructions within this solicitation to ensure submission of a complete proposal. Failure to furnish a complete proposal at the time of proposal submission may result in an unacceptable proposal that the Government eliminates from consideration for award. The Government will not accept any changes to offerors’ proposals after the closing date of this solicitation (see FAR 15.208 for further information regarding late proposals).

L-3.2. The proposal must be completed and returned no later than 25 August 2015 at 12:00 PM (EDT) to:

L-3.3. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

L-4

DISPOSITION OF UNSUCCESSFUL PROPOSALS

L-4.1. In compliance with FAR Subpart 4.8, the Government will retain one copy of all unsuccessful proposals. Extra copies of unsuccessful proposals will be destroyed. No destruction certificate will be provided.

L-5

PROPOSAL PREPARATION INSTRUCTIONS

L-5.1. The instructions below prescribe the format of proposals. Proposals shall include all of the information requested in the specific instructions. Failure to include all information requested may adversely affect the evaluation.

L-5.2. A proposal that is orderly and sufficiently documented will enable the Government to easily understand and perform a thorough and fair evaluation. The Government may incorporate into this contract, by reference or full text, portions of the successful offeror’s proposal submitted in response to this solicitation as revised and supplemented through the final proposal revision.

L-5.3. Proposal Format. A complete proposal consists of three (3) separate volumes: Technical, Price, and Past Performance.

L-5.3.1. Page Format. The proposal text shall be printed single-sided versus duplex. Type size for text shall not be smaller than Microsoft Word Times New Roman, 10 point, single column, nor proportional spacing and one inch (1”) margins (top, bottom, left and right). Text for charts, tables, graphs, and figures shall be no smaller than Microsoft Word Times New Roman, 8 point, and used only when absolutely necessary.

L-5.3.2. Organization/Page Limit. Information submitted shall not exceed the page limits stated below for each volume. Evaluators will only read up to the maximum number of pages specified. If the page limit is exceeded, the pages in excess of the limit will be removed from the applicable volume and will not be considered as part of the evaluation.

L-6

EXCEPTIONS

L-6.1. The Government reserves the right to award without discussions; therefore, offerors are advised that taking exception to any requirements specified in this solicitation may result in the Government finding the proposal unacceptable. Clarification of Government requirements shall be handled by submitting questions/recommendations.

L-7

INSTRUCTIONS FOR VOLUME I, TECHNICAL (FACTOR 1)

L-7.1. To facilitate evaluation, the Technical Volume shall be specific, detailed, and complete to clearly and fully demonstrate that offerors have a thorough understanding of requirements. Statements that offerors understand, can, or will comply with the specifications (including referenced AF publications, etc.); statements paraphrasing the specifications or parts thereof (including referenced AF publications, etc.); and phrases such as “standard procedures will be employed” or “well known techniques will be use,” etc., will be considered unacceptable. Offerors should note that data submitted prior to the proposal submission will not be considered in the Government’s evaluation; therefore, such data should not be relied upon or incorporated in the Technical proposal by reference.

L-7.2. Technical. The purpose of this section is to set forth, in the most comprehensive manner, offeror’s understanding of the program requirements and to demonstrate their ability to meet the evaluation requirements of Section M, Factor 1, Technical. This section shall present a clear, concise description of how offerors plan to meet award requirements. This section shall not contain any cost or pricing data.

L-7.2.1. Technical Subfactors. Technical subfactors will be rated on an acceptable/unacceptable basis by subfactors. Further information can be found in Section M (M-3.2.1 evaluation chart).

L-7.2.1.1. Management Approach (SUBFACTOR 1). The offeror shall provide a detailed management approach to be implemented for the offeror’s SABER operations by clearly and logically addressing how the contractor will meet the minimum requirements specified within the specification, paragraph 2.1. This shall include the management organization, a description of functions, authorities and credentials of key management personnel fulfilling, at a minimum, the personnel requirements specified within the specification. Offerors shall identify any key management personnel with applicable experience and qualification summaries. Offerors will be required to provide an organizational chart that shows their management structure and identify responsibilities and functional relationships. Additionally, offerors shall show lines of authority and chain(s) of command to include teaming partners and subcontractors, and describe their approach to manage teaming partner and/or subcontractor relationships. Finally, offerors shall describe their approach for proactively managing requirements to include being responsive to Government requests and approach for problem resolution.

L-7.2.1.2. Staffing Approach (SUBFACTOR 2). The offeror shall provide a detailed approach that clearly and logically describes their integrated processes to attract, recruit, hire, train and retain qualified management and technical personnel to ensure their corporation/team possesses or can readily obtain appropriate levels of education, experience and expertise to accomplish tasks specified within the specification, paragraph 2.1. Additionally, offerors shall identify their approach to ensure continuation of services during personnel absences due to sickness, leave, voluntary or involuntary termination from employment such that impact to the Government is minimal and meets the requirements of the contract. Finally, offerors shall provide an approach for maintaining currency of any required certifications and/or specialized training.

L-7.2.1.3. Demonstration/Seed Project (SUBFACTOR 3). Utilizing the Demonstration Project Statement of Work included within the specifications labeled “SEED DEMONSTRATION PROJECT,” the Contractor shall provide a complete Statement of Work, RS Means cost estimate, associated drawings/sketches, and all other documentation as required by the contract specifications. The demonstration project proposal shall be thorough enough to be evaluated by the government evaluation team. This will be a “typical” project similar to that, which may be issued throughout the duration of this contract. The project is multi-disciplined and covers a wide variety of construction aspects. This submission will become the standard for all future projects upon contract award so attention to detail and conformance with the format listed in the specifications is imperative. For the purposes of the demonstration project the Contractor must use electronic estimating software utilizing current R.S. Means construction cost data. The RS Means City Cost Index will be Washington DC. Any RS Means estimating software format is acceptable; however, as a minimum, the Demonstration Project cost estimate will clearly show the RS Means line item number in CSI format, description of the item, unit of measure, quantity of units required, cost per unit and total cost for all units per line item, city cost index and applicable coefficient. The prices provided by contractors for the seed project will not be used for overall evaluation of Price.

L-8

INSTRUCTIONS FOR VOLUME II, PRICE (FACTOR 2)

L-8.1. Price. Complete Attachment 6 and the Bid Schedule Only for the price volume. Coefficients or Prices should not be entered in individual CLINS on the SF 1442. However, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract. Prices that are deemed substantially low or high, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the offeror does not understand the requirement or has made an unrealistic proposal. Insert proposed unit and extended prices (rounded to 2 decimal places) in Section B for each Contract Line Item Number (CLIN).

L-8.2. Section B. Insert proposed coefficients in Part 1 “Schedule” under Section B of this solicitation for each Contract Line Item (CLIN) to include all option years. Insert proposed coefficients in the attached pricing evaluation worksheet (Attachment 6) for the basic year and all option years (see example under solicitation paragraph M-3.4.1.1). The subtotal weighted coefficient rates will be transferred to the evaluation tab in Attachment 6. There, the coefficients shall be multiplied by the estimated aggregate total of yearly projects to get an evaluated total for each year. Then the basic year and all option years will be added for an overall total. This total will be considered the overall Price for the purpose of evaluation.

L-8.2.1. Offerors shall submit a full explanation on the basis for the development of the coefficients. The explanation shall, as a minimum, address the offeror’s perception of the accuracy of the unit price book (R.S. Means), and the basis for any assumptions regarding expected volume (dollars) of work under the contract. The Government reserves the right to request additional pricing information after receipt and evaluation of proposals.

L-8.3. Demonstration/Seed Project. The pricing in the Seed Project will not be used in the evaluation of overall price. However, Coefficients used in the creation of seed pricing should match the coefficients in Attachment 6 and the bid schedule.

L-8.4. Sections I through K. Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety.

L-8.5. Sections F through J. For Sections F through J, the offeror shall submit pages that require a fill-in.

L-8.6. SF 30 Amendments. Offerors are required to acknowledge any and all amendments per the directions on the amendment (Standard Form 30) and/or on page 2 of SF1442. Failure to acknowledge any amendments to the solicitation may result in the offeror being deemed nonresponsive.

L-8.7. PERFORMANCE/PAYMENT BONDS: As required by Section H, H-4, of the solicitation, the contractor selected for contract award must have the capability to obtain Performance and Payment bonds at the aggregate value for each project awarded. Proof of this capability must be included with the proposal. Please note that actual Performance and Payment bonds are not required at the time of proposal submission; only the proof of capability to obtain these bonds is required at this time.

L-9

INSTRUCTIONS FOR VOLUME III, PAST PERFORMANCE (FACTOR 3)

L-9.1 Contents. Offerors shall submit a Past Performance Volume containing the following:

Past Performance Volume Contents

1
Table of Contents
Not to exceed one (1) page
2
Summary
Not to exceed two (2) pages
3
Past Performance Information Sheets
Each PPI not to exceed five (5) pages
4
Subcontractor/Teaming Partner Consent Letter
Not to exceed two (2) pages
5
Organization Structure Change History
Not to exceed two (2) pages (bullet format, narrative not required)

L-9.1.1. Summary. Describe roles of offerors and all subcontractors, teaming partners, and/or joint venture partners requiring past performance information IAW paragraph L-9.1.2. Offeror’s past performance will be rated according to Section M-3.4.

L-9.1.2. Past Performance Information (PPI) Sheet (see “Past Performance Information” in Section L). Offerors shall submit information on contracts considered most relevant in demonstrating the ability to perform SABER requirements. This information is required on offerors, subcontractors, teaming partners, and/or joint venture partners considered critical to overall successful performance. Offerors shall submit a minimum of two (2) and a maximum of five (5) contract references. At least 2 of the references provided shall be on the Prime. Additional references may be on the Prime, teaming partner, joint venture partner or subcontractor deemed major or critical to the performance of this contract. Each contract reference shall be submitted on a PPI Sheet. Each PPI shall cover actual work performed and not overarching contracts, such as Indefinite-Delivery Indefinite Quantity (IDIQ), Blanket Purchase Agreements (BPA), etc. (i.e., each PPI shall only address one performance effort such as a TO for an ID/IQ contract, a call order off of a BPA, or delivery order). Once complete, PPQs will be treated as source selection information in accordance with FAR Part 3.104. In accordance with FAR Part 15.305(a)(2)(iii), the Government will allow consideration of Contractor-defined key personnel, including current employees and new hires proposed to support management of this contract to be evaluated as part of Past Performance.

L-9.1.2.1. Recency Determination. Each relevant contract shall have been performed during the last five (5) years from the final solicitation release date. This includes contracts that were awarded prior to this period, but still had performance during the last five years.

L-9.1.2.2. Relevant Contracts. Offerors shall submit information on contracts deemed relevant in demonstrating the ability to perform SABER type requirements and explain how/why the referenced contracts are relevant to the proposed effort, by each of the technical subfactors shown in paragraph L-7.2.1, as appropriate.

L-9.1.3. Subcontractor/Teaming Partner Consent Letter (see “Sample Sub Ctr Teaming Letter” in Section L). PPI concerning subcontractor and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because a prime contractor is a private party, the Government will need that consent before disclosing subcontractor/teaming partner PPI to the Prime during exchanges. Completed consent forms shall be submitted as part of the Past Performance Volume.

L-9.1.4. Organizational Structure Change History. Many companies have acquired, have been acquired by, or have otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what Past Performance is relevant to this acquisition. To facilitate the Government’s past performance evaluation, offerors shall include in this proposal volume a detailed "roadmap" describing all such organizational changes (if applicable), to include specific names and dates.

L-9.2. Past Performance Questionnaires (PPQ) (see “Past Performance Questionnaire” in Section L). The Government requests that offerors send PPQs to each of the Points of Contact (POC) identified on the offeror’s PPI sheet(s) in the Past Performance Volume. POC(s) submit completed PPQs directly to the Government POC email addresses noted under paragraph L-2.1. PPQs submitted by offerors will not be reviewed.

L-9.3. Other Sources. The Government may utilize references other than those identified by offerors in evaluation of offerors’ Past Performance. While the Government may elect to consider data obtained from other sources, the burden of providing accurate and complete, recent and relevant PPI that demonstrates the ability to perform this requirement rests with each offeror.

L-9.4. Determination of Responsibility. Even though the assessment of Past Performance is separate and distinct from Determination of Responsibility required by FAR Part 9, PPI contained herein may be used to support the Determination of Responsibility for successful offerors.
