RENOVATE WEST FITNESS CENER

STATEMENT OF WORK

21 July 2015 GENERAL: The contractor shall furnish all supervision, labor, transportation, equipment, materials, and perform all operations necessary to replace main entrance store front, TAC fit store front, existing sauna and associated components in the Men’s and Women’s restroom with new saunas in both. Repair three thresholds from gym area to basketball court. Install new vestibule (with handicap access from the South side) and dual climate air curtain. Install two 100% outdoor air units capable to provide heat and air conditioning to men and women’s locker rooms with outdoor air temperatures of five degrees Fahrenheit to 95 degrees Fahrenheit. Additionally, provide adequate exhaust to both locker rooms. This project will have to be material complete before all work is to be performed as to not affect the quality of life of the customers of the this fitness center. The contractor shall submit the following documentation within the required 10-day proposal period:

• Statement of Work (technical description of the task).

• AF Form 3064, Contract Progress Schedule.

• Detailed cost estimate

• Justification for any non-pre-priced items

• Material Approval Submittals

• Verified As-Built Drawings

• Manufacturer’s or technical drawings/schematics for fabrication and assembly of structural elements

• Form fit and attachment details for installation of materials/equipment

• Design calculations to substantiate proposed layout and sizing of utilities and structural elements (i.e., HVAC loads, Lighting, Platform supports, etc.)

The statement of work must be thorough enough to allow the government and contractor to estimate pre-priced and non-pre-priced items, the government to monitor the work, and the contractor to execute the work. The statement of work includes attached AF Forms 66, Schedule of Material Submittals.

Design documentation shall include (at the CO’s discretion) shop drawings and sufficient calculations to support the adequacy of equipment/materials proposed for the project and the proposed assembly of structural components.

Shop Drawings. The drawings must have sufficient detail to enable both the contractor and the government to accomplish independent estimates. For the purpose of this requirement, the term drawings includes actual shop drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials furnished by the contractor to explain in detail specific portions of the work required by the contract.

Calculations. To substantiate appropriate equipment or material selection/sizing and component assembly, the contractor shall supply the following calculations at the request of the CO.

• Mechanical: HVAC load analysis and unit sizing, pipe sizing, and duct sizing.

• Electrical: Electrical system capacity, conductor, conduit, protective devices, and other equipment sizing.

Record Drawings. Prior to the start of any work on a project, the contractor shall obtain two copies of the appropriate record drawings, if available, from the SABER office.

Accuracy of Record Drawings. The government does not guarantee the complete accuracy of these drawings. As part of the design process, the contractor shall verify the as-built conditions of the site. To indicate verification, the contractor shall sign one copy of the record drawings and include this copy in the submittal package. The verification applies ONLY to those features that are readily verifiable. It does NOT apply to hidden or buried components. The government will not pay for modifications associated with existing site conditions due to the contractor’s failure to verify those conditions as part of the design effort.

Codes, Standards, and Instructions. All design documentation and subsequent construction practices shall comply with Federal, State, and Local codes. International Building Codes (IBC) Inc. has established the basic building code standards for construction, renovation, repair, and maintenance. These standards, commonly referred to as IBC (formerly BOCA National Codes), shall constitute the minimum acceptable levels of design, function, and safety for all projects.

AFFIRMATIVE PROCUREMENT: The contractor shall incorporate Affirmative Procurement requirements as per 40 CFR, Part 247 and Executive Order 13101: “Greening the Government through Waste Prevention, Recycling and Federal Acquisition”. Designated items used in the execution of this contract shall meet or exceed the Environmental Protection Agency’s (EPA) requirements for recycled content materials (RCM) as per the EPA’s Comprehensive Procurement Guidelines (CPG). The contractor shall ensure affirmative procurement requirements for CPG items are met or provide written justification that: 1) the price of a given designated item is unreasonably high, 2) there is inadequate competition (not enough sources of supply), 3) unusual and unreasonable delays would result from obtaining the item, or 4) the item does not meet the Air Force’s performance specifications. The Recovered Material Advisory Notice II is available on the internet at the following address:

http://www.epa.gov/epawaste/conserve/tools/cpg/history.htm The contractor is responsible for checking the website for updates to the list of EPA designated items.
