Questions and Answers 24 Apr 08
1. Reference: PWS, Para 1.1.5. Is there specialized training required outside of the Air Force web-based training for environmental matters? Is a special school required for an environmental trainer to acquire State and Federal Certification?
The contractor must have completed his required training and be fully capable at contract start date of 1Oct 08. Note that the wing’s web based training will not be available until 1 Oct 08 and can be used for annual updates and environmental awareness training as available
2. Reference: PWS, Para 1.1.5.2. The PWS indicated that HAZMAT training must be accomplished by 1 Oct which is the same date the contractors may use the 45 SW website for annual training. Are there other avenues open to the contractors to receive this training prior to 1 Oct?
1.1.5.2 Hazardous and Controlled Waste Management, identifies both hazmat (DOT) and RCRA hazwaste training requirements. Training for these subject areas is commercially available. Note that 45 SW hazardous management requirements are identified in OPlan 19-14, Waste Petroleum Products and Hazardous Waste Management Plan
3. Reference: PWS, Para 1.1.5.10. The PWS reads that 75% of the vehicle (excluding specialized vehicles) will be alternately fueled with E85. If we use GSA vehicles, will that create a problem?
Using GSA vehicles are fine, except that when leasing the GSA vehicle the leasee must request alternate fueled vehicles (AFV’s)
4. Reference: PWS, Para 1.1.5.13. The PWS requires a primary and alternate Environmental representative. Does that require a specialized school or certification?
No. The primary and alternate environmental representatives should have a general understanding of the environmental requirements of the PWS
5. Reference: PWS, Paragraphs 1.4.1.5.1, and 1.6 & 1.6.1. The PWS states that the contractor will have a trained EST. Further, it states that the specific team requirements are listed in AFI 31-201. We have reviewed the AFI from the AF web site and could not find “specific” requirements in the chapter of that AFI. The chapter identified composition, the team members needed to work together and be physically fit. Further, it mentioned an Army HNT course that was suggested for EST/HNT members. Are we required to send our EST/HNT personnel through that course? How long is the course? Can it be conducted within the 90 day period? Can it be conducted with a 45 day period if that is all the time allotted to the ramp up phase?
The PWS referenced paragraphs have been changed concerning EST and HNT. Please review the revised PWS, 23 Apr 08, concerning EST and HNT.
For EST, paragraph 1.4.1.5.1.1 states: The government will provide initial training for EST members. Once trained the contractor shall maintain a four-person EST capability within the on-duty force. Its use is for high–risk emergency security situations (e.g., hostage rescue, sniper, barricaded suspect, terrorists, protestors, etc.,) that are beyond the scope of normal on-duty security patrols.
For HNT, paragraph 1.4.1.5.1.2 states: The government will provide HNT training. Once trained the contractor must have a Hostage Negotiation Team (HNT) member available, on-call, at all times.
6. Reference: PWS, Para 1.4.4. The PWS state that security force members using Breath Analyzer and Traffic Radar shall be certified by the State of Florida. What are the certification requirements?
Certification is to Florida Department of Law Enforcement standards. Local training for these certifications is through the various colleges in the region. Specific course names are Breath Test Operator FDLE #851, Breath Test Operator Renewal, and Laser & Radar Speed Movement, FDLE #140
7. Are the incumbent contract security force personnel fully trained and qualified according to the contract and AFI 36-2225 AFSPC Sup 1, 1 April 2003.
The incumbents are not trained to the training requirements in the proposals performance work statement (PWS). The incumbents are trained to meet NASA requirements, National Federal Law Enforcement Training Standards (NFLETS), which were acceptable to the Air Force. Incumbents that have been trained in NFLETS are acceptable, however, Air Force training, with the exception of weapons and use of force training, has to be completed through attrition or within one year from contract start date. Weapons and use of force training is required at contract start. The PWS paragraph 1.6.1 has been changed to capture the use of NFLETS training.
8. Are all security forces training for contract security personnel on this contract sustainment training only? Ref AFI 36-2225 AFSPC Sup 1, Chapter 2.
The training outlined in AFI 36-2225 is sustainment training. The AFI assumes that security force members have been trained though the various Air Force Security Forces Specialty technical training schools. The contractor is required to provide a trained workforce; each security force member should have a basic understanding of security/law enforcement duties and procedures through either past military, federal, or civilian/state/private law enforcement training.
9. Is the primary weapon for all contract security force personnel the M-16A2?
Yes, see AFI 36-2225, Chapter 2, paragraph 2.3, Table 2.2, Note 1
10. Are all contract security force personnel required to be qualified on the M-9?
Yes, see PWS para 1.6.1
11. Are there any exceptions or exemptions for contract security force personnel from the training curriculum contained in Table 2.1 and Table 2.2 of AFI 36-2225 AFSPC Sup 1, Chapter2? Ref pg 27, Para 1.6.1 of the solicitation?
No, please note that training for Table 2.1 is not required.
12. Are HQ AFSFC approved lesson plans available to the contractor?
Yes, lesson plans can be obtained through use of the U.S. Air Force Security Forces web-site, once the contractor has been established and has been granted access to the site. Titles of these lesson plans will be provided on the FedTeDS technical library.
13. Are there additional subjects from the CFETP that have been added to the training curriculum? Is so, what are the subjects and related training time?
No
14. Is the AF Form, Special Task Certification and Recurring Training, the only authorized form for documentation for all annual sustainment training? Ref pg 27, Para 1.6 of the solicitation?
No, the contractor may develop there own documentation process for such training to meet the requirements of PWS, paragraph 1.6.1.
15. Reference AFI36-2225 AFSPC SUP 1, 1 April 2003, Para 2.3.1, 2.3.2, 2.3.3 – are the simulator systems identified in the reference paragraphs provided by the government? Ref p. 27, Para 1.6 and 1.7
The use of firearm simulators is not required unless provided by the government. Government funding for such simulators is being pursued but not guranteeded. Paragraph 1.6.1 of the PWS will be changed to reflect this requirement.
16. Appendix E, Work Load Indicators, provides a start and end time only for the Delivery Vehicle Inspection requirements.
