Various Air Force facilities are on Kennedy Space Center, conversely, several NASA facilities are on CCAFS. For the purpose of this contract, and with the exception of some Atlas V facilities located near the CCAFS northern border, security response will be the responsibility of the property owner. However; each agency will retain security oversight and management of those facilities. For those Atlas V facilities the Air Force will retain security response although located on NASA property. The Air Force and NASA Joint Operating Procedure (JOP) or Memorandum of Agreement (MOA) will define these responsibilities any detail.

9. Will there be a time limit on past performance submissions? If so, what will it be?

If this question is referring to recency the answer is, for purposes of this source selection, recent past performance is defined as contracts performed within three (3) years of the issuance of the solicitation.

The original solicitation was cancelled because it was in the best interest of the government. The main change to the RFP is that this is now as full and open competition.
