8. How important doses past performance play for sub contracting?
We are using Performance Price Trade-off (PPT) as our acquisition strategy, which means that the government is willing to pay a higher price for better past performance, making past performance very important. However, prime contractors and subcontractors form a team and their past performance is assessed as a team. Therefore it would depend on the make up of the team, and how the work is distributed among the team members.
9.

This volume shall provide not more than ten (10) recent and relevant performance citations for the Prime Team (includes citations for both prime and subcontractors, teaming partners, key personnel and predecessor companies) in the format requested below."
Question: When you ask for "recent" references, what is the timeframe you are looking for regarding these past performance references. In other words, within the past 5 years, 3 years, etc.?
Recent past/present performance is within 3 years of date of solicitation release.
