b. As an alternative and to level the playing field, we recommend the government insert an estimate cost into this clin. Since, it is a cost reimbursable clin, it should not have an impact on the contract. In this present form is provides an unfair advantage to the incumbent, who has the historical data to use.
Answer: All offerors will submit a zero dollar amount for this CLIN.
The below 12 month workload estimate supports vehicle support efforts towards parts, materials, accidents, contract maintenance, vehicle abuse, low cost bench stock, and direct man-hours. Pls clarify what vehicles the contractor is to provide to meet provisions of PWS 2.3.1 to provide taxi, U-drive It, bus, tractor trailer, forklift, wrecker services. Are these vehicles included in the
45th SW GSA lease and provided to the VOMS contractor, or is the VOMS contractor responsible for leasing these vehicles? If the contractor is to provide the lease, where is that cost reflected, CLIN 0003 Reimbursable or
CLIN 0005 Contractor Vehicles?
Answer: A CLIN has been inserted to cover GSA vehicle lease reimbursement. GSA vehicles will be associated with this contract.
74. Reference CLIN 0006 and PWS reference 4.1.8-4.1.13, The ability of the contractor to submit a reasonable, realistic and complete price for the assessment of equipment and Government furnished vehicles and equipment is dependent on availability of Government personnel, the condition and availability of the equipment. The number of days can vary considerably based on the assumptions that individual offerors will make. During the pre-proposal conference it was stated that the phase-in would be for 90 days. The question was asked if offerors could reduce the number of days.
CLIN 0006 is a FFP CLIN....in which the price is affected by number of days and the variables cited above.
Question and recommendation: Will the Government revise this CLIN to a Cost
CLIN and have offerors bid a labor hour rate only, allowing the Government to fund this CLIN based on known data and conditions at the time of phase-in? Where does the number "90" days appear in the RFP?
This will level the overall total price of bids, give the Government a cost per hour for funding and limit the opportunity of some offerors to assume unrealistic conditions and reduce the cost to unrealistic amounts.
Answer: The government has developed an estimate based on Firm Fixed Price for this CLIN based on the historical workload data posted to FedTeDs. Your offer should be based on this workload.
75. Amendment 3 added the list of GSA vehicles. However, we still need the mileage to properly calculate this cost. Also, the nomenclatures provides are not listed in the latest 2008 GSA rate schedule. For example, forklifts and tugs are not listed. As this is a cost reimbursable clin, with no profit, or overhead, we highly recommend the government use a baseline number in the GSA clin to ensure all of the potential contractors are on the same level and no advantage is given to the incumbent contractor.
Answer: The CLIN added for GSA vehicles is a cost reimbursement CLIN. It is designed to reimburse the contractor for the actual vehicle lease Costs. This is a pass through CLIN only. The associated cost for the vehicle leases are driven by the GSA lease costs there are no figures that need to be provided by the offerors. An estimate will be provided in Amendment 3.
