1. Page 10, #52, Due to Go 4th being a Federal Holiday, are any VOM contractor personnel required to provide support? If so, what positions and how many hours will be needed? Is this celebrated at both CCAFS & PAFB?

Answer: The holidays/special events are listed in historical workload data, posted to FedTeDs. The type of support varies from special event to special event, mostly support provided is in the vehicle operations arena ie. fork lift, bus and taxi support. The Go 4th holiday is only supported at PAFB.

2. CBA for Union 780:

a. Page 45 - The Company shall contribute (not to exceed) fifteen dollars ($15.00) per week per employee for uniforms. Do we provide this if we provide uniforms (T-shirts). How many uniform changes are we supposed to provide? What does this $15.00 cover exactly?

Answer: The incumbent contractor’s collective bargaining agreements are not part of the solicitation; they are provided for information purposes only. The Service Contract Act obligates successor contractors only to pay no less than the wages and benefits provided for in the predecessor contractor’s collective bargaining agreement for the initial contract period; uniforms and related costs are not considered wages or benefits. Offerors are referred to the U.S. Department of Labor Wage Hour Division and 29 CFR Part 4 for specific requirements under the Service Contract Act.

b. There is also the requirement for $225/year for goggles and

$150.00/year for boots. Does this need to be provided every year? If so, when? At the beginning of each year? Are we allowed to have extra goggles if they forget theirs? If not, and this is a requirement for the position, are they sent home for that shift? How does this factor in?

Answer: The incumbent contractor’s collective bargaining agreements are not part of the solicitation; they are provided for information purposes only. The Service Contract Act obligates successor contractors only to pay no less that the wages and benefits provided for in the predecessor contractor’s collective bargaining agreement. Offerors are referred to the U.S. Department of Labor Wage Hour Division and 29 CFR Part 4 for specific requirement under the Service Contract Act.

3. CBA for Union 525:

a. Page 43 - 22.2 What constitutes "specialized work clothing"? Does these pertain to T-shirts we would use to identify our employees? If so, how many does each employee require? Do we have to launder them?

Answer: The incumbent contractor’s collective bargaining agreements are not part of the solicitation; they are provided for information purposes only. The Service Contract Act obligates successor contractors only to pay no less that the wages and benefits provided for in the predecessor contractor’s collective bargaining agreement for the initial contract period. Offerors are referred to the U.S. Department of Labor Wage Hour Division and 29 CFR Part 4 for specific requirement under the Service Contract Act.

b. Page 43 - 22.3 What constitutes "Specialized tools"? What amount are we supposed to factor in for these? How (or do) we get reimbursed for them?

Answer: The incumbent contractor’s collective bargaining agreements are not part of the solicitation; they are provided for information purposes only. The Service Contract Act obligates successor contractor only to pay no less than the wages and benefits provided for in the predecessor contractor’s collective bargaining agreement; tools are not considered wages or benefits. Offerors are referred to the U.S. Department of Labor Wage Hour Division and 29 CFR Part 4 for specific requirements under the Service Contract Act.

c. Page 50 - last paragraph - In addition, the Company will offer a voluntary catastrophic medical plan to retirees and employees laid off after

September 1, 2006. What portion of this does the Company have to pay? Can we offer something like an AFLAC policy that they pay for out of their pocket?

Answer: The incumbent contractor’s collective bargaining agreements are not part of the solicitation; they are provided for information purposes only. The Service Contract Act obligates successor contractors only to pay workers employed on the successor contract no less than the wages and benefits provided for in the predecessor contractor’s collective bargaining agreement. Offerors are referred to the U.S. Department of Labor Wage Hour Division and 29 CFR Par 4 for specific requirements under the Service Contract Act.

d. Can the employee contribute to the cost the voluntary catastrophic medical plan?

Answer: The incumbent contractor’s collective bargaining agreements are not part of the solicitation; they are provided for information purposes only. Offerors are referred to the U.S. Department of Labor Wage Hour Division and 29 CFR Par 4 for specific requirements under the Service Contract Act. Employees may voluntarily contribute to benefit plans. Employees protected by the Service Contract Act May not be required to contribute to a plan out of their minimum required wages; contractors my direct fringe benefit funds to bone fide benefit plans IAW 29 CFR Part 4.

4. Page 52 - 27.7 special operations shifts/dry run launches - is this cost reimbursable?

Answer: The incumbent contractor's collective bargaining agreements are not part of the solicitation; they are provided for information purposes only. Offerors are referred to the US Department of Labor Wage Hour Division and 29 CFR Part 4 for specific requirements under the Service Contract Act.

5. Page 53 - 27.9 - define "hurricane is forecast". Does this mean if it is just mentioned on TV or radio they should not report at all?

Notification indicates by radio - is this local radio stations? Can we not use TV and radio stations?

Answer: The incumbent contractor's collective bargaining agreements are not part of the solicitation; they are provided for information purposes only. Offerors are referred to the US Department of Labor Wage Hour Division and 29 CFR Part 4 for specific requirements under the Service Contract Act.

6. Page 54 - 27.12 - Do you have workload data for this? If not, can you estimate how often this occurs?

Answer: The incumbent contractor's collective bargaining agreements are not part of the solicitation; they are provided for information purposes only. Offerors are referred to the US Department of Labor Wage Hour Division and 29 CFR Part 4 for specific requirements under the Service Contract Act.

7. Page 64 - 34.6 - How often do non regular work weeks occur? Is there workload data for this? If not, can you estimate how often this occurs?

Answer: The incumbent contractor's collective bargaining agreements are not part of the solicitation; they are provided for information purposes only. Offerors are referred to the US Department of Labor Wage Hour Division and 29 CFR Part 4 for specific requirements under the Service Contract Act.

8. This is a generic question for both CBA's. When an employee has an accident, usually the first thing is to take them for a drug test. Can we factor the drug test into our pricing?

Answer: The incumbent contractor's collective bargaining agreements are not part of the solicitation; they are provided for information purposes only. Offerors are referred to the US Department of Labor Wage Hour Division and 29 CFR Part 4 for specific requirements under the Service Contract Act.

9. Please clarify, surge requirement labor costs will be negotiated at the time of need as deemed by the CO?

Answer: There is a list of historical requirements for this effort. If there is more use of surge than the amount shown in the historical data then it will be discussed at that time.

10. After hours support begins at 1901, is this support staffed from 1901

- 0659? Is there any historical data on after-hours support man hours. Is this person physically located at dispatch or on call.

Answer: This is a performance based acquisition; it is up to the contractor to determine how they want to meet the requirements of the Performance Work Statement.

12. The GSA equipment list for CCAFS recently posted on FedTeds does not have a suitable vehicle that can be used for a base taxi. The smallest passenger carrying vehicle is an 18 Passenger bus.

a. QUESTION: Is there still a requirement to provide base taxi service at CCAFS?

Answer: There is no taxi service to be based from CCAFS.

b. QUESTION: Is the government going to lease another GSA vehicle for this purpose?

Answer: There is no taxi support to based from CCAFS, therefore no additional vehicle necessary.

13. Dispatch Operations as defined in AFI 24-301, paragraph 1.2.10. describes all of the functions (except UDI) currently called for in the PWS to be performed at CCAFS.

a. QUESTION: Is the requirement for a "Centralized dispatch" at

PAFB going to be changed to reflect a requirement for a dispatch function at

CCAFS?

Answer: The function will not be changed, there will be one centralized dispatch office at PAFB, where most of the service will take place.

14. With the site visit yesterday by personnel from the LRF and SBAR to the

Refueling Maintenance Section, it was stated that the Maintenance function was going under the SBAR contract on 1 October.

a. QUESTION: Is the government going to amend the requirements currently in the PWS to reflect this change?

Answer: No. See Reference below AFMAN 23-110 Vol 2 Part 2, Chapter 2 para 2.61.2. Refueling vehicle and equipment maintenance is normally performed in a specially designed work center to address Air Force Office of Safety and Health (AFOSH) requirements. Beginning in FY06, maintenance responsibility for the product tank and pumping system will migrate to the 2F0X1 career field while vehicle and vehicular equipment maintenance technicians retain responsibility for repair of the truck and equipment chassis. Repair of both the chassis and the pumping systems will be accomplished in the same facility. This will be a contractor shared facility.

15. Reference PWS para. 2.8.2 and response to question 33. The need to move very large numbers of people in the event of an evacuation during a heavy launch is not clearly stated and using the 12 month workload history doesn't show the requirement. The workload data has 36 days and 1500 people, which works out to 41 people per event….one bus.

Question: Will the Government clarify the requirement to have buses move hundreds of people?

Answer: In response to your question of the previous round of questions, there will be extra buses necessary for heavy launches the requirement is covered under page 10 para 2.4.5 of the PWS. The dispatch reports for 2006 and 2007 have been posted to Fed Teds to assist with this information.

16. Reference PWS para.2.17 and response to Question 23. The response states that the base vehicle fleet is on the PCN 23. The PCN 23 listed on FedTeDs has MANY equipment items that are not on the spreadsheet of Equipment and Vehicles Requiring Maintenance also on FedTeDs.

Question(s). A. Which list is accurate? Can we get a good list of equipment for which we will have maintenance responsibility TO INCLUDE VEHICLE EQUIVELANTS?

Answer: The list has been provided on Fed Teds, there is a list of Air force registered vehicle as well as equipment that requires maintenance.

B. As a sub part to this question, the total work order numbers and parts material costs that are in the historical workload data more than likely contain all of the equipment that is on the PCN 23. Please confirm the parts and material costs that are in the historical record are for only equipment to be maintained under this new contract?

Answer: The list is exactly as stated, a historical documentation of parts expenditures that have happened in the past it does not convey what will happen in the future, the parts and materials CLIN is a cost reimbursable CLIN.

17. Reference Paragraph 2.3.1. has a single dispatch office located on PAFB with a 30 min response time to CCAFS. The amount of time to reach CCAFS may exceed 30 minutes do to traffic conditions.

Question: Will the Government revise the response time to 45 minutes?

Answer: No; The contractor can preposition vehicle at CCAFS (they are already in place) PAFB will be the dispatch office for these vehicles.

18. Reference. Paragraph 2.4.2 states that the contractor will manage all 45SW GSA vehicles under a single BOAC.

Question: Will the Government provide a list of the vehicles?

Answer: The vehicle list will be provided on FedTeds .

19. Reference Items 515 through 540 on the CCAFS PAFB VEHICLES/EQUIPMENT REQUIRING SERVICE/MAINTENANCE FOR CLIN 0002, 0003, AND 0004 are listed in the remarks as "commercial contract" and in the margin are marked for delete.

Question. Will the Government clarify if the contractor is going to be responsible for these, and how so?

Answer: Please ignore the “delete” comments on this list they were erroneously left in the posting. The posting is being adjusted.

20. Reference paragraphs 2.3.1 and 2.14. In reference one that Government states there will be a single dispatch office located at PAFB. Reference to states Vehicle Operation hours at CCAFS are from 0730-1630 hours M-Fri.

Question: Will the Government confirm that there is only one dispatch section at PAFB? Will the Government confirm the vehicle operation hours at CCAFS?

Answer: Yes, there is only one Dispatch Office located at PAFB; The correct hours of operation are displayed.

21. Reference. Question 52 response and workload data for CLIN 0001. The Government response partially answered question.

Question: Will the Government clarify the column “Average Days Per Year”. The Government response indicates that there is an average of 41 days per year that PAFB celebrates July 4th and conducts open house and air shows. Please confirm as this number of days appears to be extremely high.

Answer: The number of days displayed are based on historical data. The amount of days supported do not convey what may happen in the future. If we go over the amount of support in the historical data than we will negotiate for the extra support.

22. Reference CLIN 0007 and PWS Reference 4.1.8-4.1.13 and response to question 74. The incumbent contractor and the Government has more specific knowledge to develop a basis of estimate for the assessment of equipment, and the subsequent amount of labor required to conduct this task. Other offerors are at a distinct disadvantage as the workload data does not provide the same type of information. The accuracy of the true number of days and labor is highly questionable without specific information known only by the incumbent and Government.

Question and recommendation: Will the Government reconsider revising this CLIN to a cost CLIN and have offerors bid a labor rate only? The result will level the overall price of bids and not favor the incumbent.

Answer: The government has decided that the requirement is clear enough to allow for firm fixed pricing.

23. Will the Government extend the due date for offerors by 10 days from the date of final answers to questions?

Answer: The offer time for price proposals has been extended indefinitely and will be solidified in the near future.

24. The Q & A released as part of Amendment 3 has conflicting statements. Question 5 asks for the UDI Fleet composition, and is responded to that it is based on historical data. Question 30 asks if all vehicles used for taxi, aircrew and UDI operations are government furnished. The response given is that vehicles are government provided. Is the service provider required to provide vehicles for the UDI fleet? Is the fuel cost for the UDI Fleet covered under CLIN 0003?

Answer: The UDI fleet is GSA and the fuel consumed is incorporated in the GSA lease rate.

25. If the Service Provider is required to provide vehicles for the UDI fleet, is the cost associated with this placed in CLIN X005?

Answer: The UDI fleet is part of the GSA vehicles, the government will reimburse the contractor for the GSA vehicle lease cost.

26. If the Service Provider is required to provide UDI vehicles, can the vehicles be other than GSA?

Answer: The GSA fleet is provided to the service provider and reimbursed by the government.

27. Both questions 44a and 53a request the number of drivers licenses issued per year, will this number be provided?

Answer: The number provided was based on historical data.

28. We understand the government does not want offerors to include any overhead, profit or fee for CLIN XXX3 and XXX6, Parts, Fuel, Training and Per Diem and GSA Lease Reimbursement which have a combined provided value of over $1.2M per year. Request the government allow offerors to include a reasonable material handling fee for the associated parts since this is such a large expense. Maybe the parts costs could be separated from the travel and per diem costs and handled under a separate CLIN with a reasonable material handling fee.

Answer: Based on the construct of the contract, the offeror should included any costs associated with the procurement of reimbursable materials into the profit and overhead on the firm fixed priced CLIN’s.

29. Please provide a copy of the Dispatch Supervision Monthly Workload Record (a component of the OLVIMS Dispatch Module) for each location.

Answer: This information has been provided on Fed Teds.

30. In light of the dramatic differences that exist between the two Collective Bargaining Agreements covering the incumbent workforces, we respectfully request that you provide workload broken out by location thereby allowing all offerors the opportunity to develop a price that is accurate. As the workload is currently presented, only the incumbent and/or their team members have knowledge of the current workforce split.

Answer: All contractors are responsible for adequately manning operations required to perform PWS requirements. Workload data has been presented in accordance with PWS requirements and not necessarily by geographical location, current workforce breakdown or incumbent work rules. Offerors must carefully consider all contract requirements to include but not limited to the Service Contract Act. Union agreements are between contractors and Unions.

31. Reference PWS paragraph 2.2, this paragraph states that “Paragraph 2.4.6.7 below provides procedures to rent/lease vehicles.” Paragraph 2.4.6.7 does not appear in the PWS. Please clarify Answer: Paragraph 2.4.6.7 below … should read Paragraph 2.4.5.7… The PWS will be updated and posted to FedBiz Opps.

32. Reference PWS paragraph 2.4.5.1, please provide a listing and/or quantity of watercraft that the service provider is responsible for managing. Additionally, please provide workload associated with the watercraft i.e. dispatches, cleaning, etc.

Answer: We are not asking for maintenance to be performed on the watercraft; only assisting the end user in managing the maintenance program.
