WIDE AREA WORK FLOW (WAWF)
In accordance with DFARS clause 252-232-7003, entitled “Electronic Submission of Payment Requests,” the Department of Defense (DoD) has implemented a new electronic invoicing system, known as Wide Area Work Flow – Receipt and Acceptance (WAWF-RA), which is designed to automate and expedite commercial invoices and government receiving reports by electronically processing these items. WAWF-RA will simplify your Government invoicing process, allow you to monitor you payment status online, and ensure faster payment transactions for your company. WAWF-RA is a web-based program and is available at no cost to your company. For assistance with WAWF, please call 1-866-618-5988. To register your company for WAWF, simply log into https://wawf.eb.mil.
Step-by-step instructions on how to register and how to submit invoices through WAWF-RA are outlined at https://rmb.ogden.disa.mil. There is a training web site that provides hands-on training in a non-production environment at the following link https://wawftraining.eb.mil.
You will also need to update your Centralized Contractor Registration (CCR) account with your Electronic Business Point of Contact (EBPOC). The primary responsibility of your EBPOC will be to register additional company personnel in the WAWF-RA system. General questions concerning payment should be directed to the Defense Finance Accounting Services (DFAS) Customer Service number at 1-800-756-4571.

NOTE: Invoices against firm fixed price contracts are to be sent directly to DFAS via WAWF, not the contracting office. Submission of invoices to the contracting office unnecessarily delays payment.

The following have been modified:
52.212-1 INSTRUCTIONS TO OFFERORS--COMMERCIAL ITEMS (NOV 2007)
(a) North American Industry Classification System (NAICS) code and small business size standard. The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). However, the small business size standard for a concern which submits an offer in its own name, but which proposes to furnish an item which it did not itself manufacture, is 500 employees.
(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;
http://farsite.hill.af.mil/
(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(l) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions or commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent

Oral offers in response to oral solicitations may be withdrawn orally. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. An offeror within the United States may contact Dun and Bradstreet by calling 1- 866-705-5711 or via the internet at http://www.dnb.com. An offeror located outside the United States must contact the local Dun and Bradstreet office for a DUNS number.

Patrick AFB, PRIOR to the time specified for receipt. Late proposals will be processed in accordance with 52.212-1 paragraph (f) above.
3. To ensure consideration, Offerors must follow the instructions contained herein. The response shall consist of two (2) separate volumes; Volume I – Present/Past Performance and Volume II – Price and Model Contract Information.
A. VOLUME I – PRESENT/PAST PERFORMANCE (FACTOR 1) - Submit original and four (4) copies.
(45 page limitation)
(1) This portion of the evaluation will consider the Offeror's performance including prime contract and subcontractor experience, and the Offeror’s proposed subcontractors, teaming partners, key personnel and predecessor companies.
(2) Provide not more than ten (10) recent and relevant performance citations for the Prime Team (includes citations for both prime and subcontractors) in the format requested below. Submit present/past performance information in accordance with the format and instructions contained in Attachment 212-1-4 Present/Past Performance Information on all efforts included in the Relevancy Matrix (Attachment 212-1-3).
(3) Relevancy. Relevant means the performance being considered must have logical connection to the work, described in the solicitation. Normally, relevance would include such aspects as the product or service similarity, product or service complexity, contract type, program or lifecycle phase, contract environment, division of company proposing, subcontractor interaction and magnitude. Offeror must explain why each past performance citation is relevant to this acquisition. Identify the role of each proposed subcontractor, teaming partner and key personnel to permit the evaluation team to appropriately attribute relevance to the past performance.
(4) Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies, and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant present or past efforts or between conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what present/past performance is relevant to this acquisition. To facilitate this relevancy determination, include in this proposal volume a “roadmap” describing all such changes in the organization of your company. As part of this explanation, show how these changes impact the relevance of any efforts you identify for present/past performance evaluation/performance confidence assessment. Since the Government intends to consider present and present/past performance information provided by other sources as well as that provided by the Offeror(s), your “roadmap” should be both specifically applicable to the efforts you identify and general enough to apply to efforts to which the Government receives information from other sources. Include Commercial and Government Entity (CAGE) codes for any predecessor companies to facilitate Government research
(5) Consent Letters. Consent letters executed by each joint venture partner and/or subcontractor, authorizing release of adverse present/past performance information so the Offeror can respond to such information.
A sample consent letter is in Attachment 212-1-1
(6) Client Authorization Letters. Client authorization letters for each identified effort for a commercial customer authorizing release to the Government of requested information on the Offeror’s performance (see sample letter at Attachment 212-1-2).
(7) Relevancy Matrix. Provide a completed relevancy matrix including each teaming contractor and/or joint venture partner and proposed subcontractor (see format in Attachment 212-1-3). Do not identify present/past performance for proposed team members in areas they are not proposed to perform.
(8) Questionnaires. Offerors are responsible for sending out Past Performance Questionnaires, Attachment 212-1-6 Past Performance Questionnaire for each citation. Completed questionnaires should be submitted directly to the Contracting Officer by 22 Feb 08. Once the Past Performance Questionnaires are completed, the information contained therein shall be considered sensitive and shall not be released to you, the Offeror. A sample cover letter for transmitting the questionnaire is provided at Attachment 212-1-5.
Questionnaire recipients (Customer POC’s) shall be listed as required in Attachment 212-1-6 Past Performance Questionnaire. Offeror shall verify the POC information is current and valid.
(9) Contractor Performance Assessment Reports (CPARs). Offerors are requested to indicate in the Present/Past Performance Volume whether this information exists (and in which database it resides) and are encouraged to provide additional information regarding the work effort to clearly describe how it relates to the PWS requirements. If a CPARS or other evaluation form has been accomplished on the Offeror’s existing work, but has not yet been posted to an automated system, the Offeror is requested to advise the CO and provide a point of contact and phone number from which the information may be obtained. This information should be provided to the CO at the same time the Present/Past Performance Volume is submitted. Also include information on cited contracts that have been captured in a database other than those used by DoD or other federal agencies.
B. VOLUME II – PRICE (FACTOR 2) AND MODEL CONTRACT INFORMATION - Submit original and three (3) copies. No page limitation.
(1) Complete blocks 12, 17a, and 30a, b, and c of the SF 1449. In doing so, the offeror accedes to the contract terms and conditions as written in the SOLICITATION, with attachments. The SOLICITATION constitutes the model contract.
(2) Insert proposed unit and extended prices in the Pricing Schedule to include fully burdened hourly labor rates. The proposal(s) must be submitted for the base year plus all four (4) Option Years.
(3) Complete all fill-ins and certifications.
4. Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 180 calendar days from the date specified for receipt of offers.
5. Product samples are not required.
6. Data Universal Numbering System (DUNS) Number applies.
Attachment 212-1-1, Subcontractor/Teaming Partner Consent Letter for the Release of Past and Present Performance Information to the Prime Contractor Past performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because a prime contractor is a private party, the Government will need that consent before disclosing subcontractor/teaming partner past and present performance information to the prime contractor during exchanges. In an effort to assist the Government’s Performance Confidence Assessment Group (PCAG) in assessing your past performance relevancy and confidence, we request that the following consent letter be completed by the major subcontractors/teaming partners identified in your proposal. The completed consent letters should be submitted as part of your Present/Past Performance Volume.

Attachment 212-1-2, SAMPLE CLIENT AUTHORIZATION LETTER
Past performance information concerning private sector contractors, subcontractors and joint venture partners cannot be disclosed to the government without their consent. Client authorization letters are required for each identified effort for a commercial customer. This letter will authorize release to the Government of requested information on the offeror's performance. The government will need that consent before contacting commercial customers to assess the offeror’s past performance. In an effort to assist the Government's Performance Confidence Assessment Group (PCAG) in assessing your past performance relevancy and confidence, we request that the following client authorization letter be completed by any commercial customers identified in your proposal. The completed client authorization letters should be submitted as part of your Present/Past Performance Volume.
Offerors should send with their list of references a letter similar to the following authorizing the reference to provide past performance information to the Government.
