About this file

This is a Request for Information (RFI) issued by the Space Acquisition and Integration Office (SAIO) on behalf of the 21st Communications Squadron at Peterson Space Force Base, Colorado. The RFI (Notice ID: FA251827RCNECTS) seeks market research on commercial services for supporting mission-critical IT systems in secure environments. The response deadline is 23 February 2026, with an estimated 12-month timeline to award in February 2027. The acquisition will be structured as a Commercial Solutions Offering (CSO) limited to Small Business Entities under NAICS Code 517810 (All Other Telecommunications) with a $40 million small business size standard. Responses should be submitted via email to rosalind.davis.3@spaceforce.mil and limited to seven pages.

The RFI addresses consolidation of three legacy contracts: FA2517-24-F-0034 (Base Operating Support-Information Technology), FA8723-25-R-0007 (Cheyenne Mountain SFS 21 CS Communications Contract), and FA2550-21-C-0005 (Wing Information & Communications Support). Required services include engineering IT solutions for secure mission systems, customer service support for mission-critical networks, cybersecurity planning and execution, Risk Management Framework management, and operational support in isolated and secure environments. Key unique requirements include personnel working in secure, bunker-like facilities for extended periods, knowledge of antiquated secure systems and government-specific standards, and potential classified work with strict security protocols. The government will gauge industry progress toward Cybersecurity Maturity Model Certification (CMMC) Level 3 and inquire about vendor experience with Base Infrastructure Modernization (BIM) initiatives. The RFI explicitly disclaims any commitment to procure services and will not reimburse response costs; responses will be used solely for market research purposes with strict confidentiality protections.
