About this file
This is a draft AOI (Announcement of Opportunity) for Base Operating Support-Information Technology (BOS-IT), a 100% 8(a) Small Business set-aside opportunity. The AOI aligns with the CNECTS initiative to consolidate IT operations, eliminate operational silos, and modernize service delivery through data-driven and automated approaches. Current BOS-IT support is characterized as reactive, labor-intensive, and fragmented, with high sustainment costs stemming from management of disparate legacy systems including copper cabling and analog voice systems alongside modern networks.
The solicitation requires offerors to propose solutions addressing three Technical Focus Areas (TFAs). TFA 1 requires an AIOps (Artificial Intelligence for IT Operations) platform that ingests data from NIPR/SIPR networks, endpoints, and infrastructure to predict failures, automate root cause analysis, and recommend preventative actions. TFA 2 requires a Unified Communications as a Service (UCaaS) platform consolidating legacy telephony, Land Mobile Radio (LMR), and Giant Voice systems into a secure, IP-based solution integrating voice and messaging across the installation. TFA 3 requires creation of a dynamic digital twin of the base's physical plant infrastructure (fiber optic, copper, antennas) for capacity planning, outage simulation, and optimizing installation pathways. Submissions should emphasize technical aspects and deliver production-ready systems, though prototypes and experimental frameworks are acceptable. Phase I submissions must be Unclassified; subsequent phases may require higher classification levels. The Government may fund all, some, or none of the proposed solutions in whole or in part, subject to funding availability. Key dates including close date, white paper evaluation date, and AOI Contracting Officer identification are listed as TBD.

DRAFT AOI-2026-001_BOS-IT
AOI Title: Base Operating Support-Information Technology (BOS-IT) Set-Aside: Total 8(a) Small Business – 100% Close Date: TBD Evaluation of White Papers: TBD
AOI CO: TBD
This AOI aligns with the consolidation effort, under the CNECTS initiative, that aims to break down operational silos, drive significant efficiencies, and establish a proactive, resilient, and secure digital foundation. We are seeking partners who can move beyond legacy management paradigms and introduce modern, data-driven, and automated approaches to IT service delivery, engineering, and mission support:
Background
The current BOS-IT support is reactive, labor-intensive, and fragmented. Managing disparate legacy systems (copper cabling, analog voice) alongside modern networks creates high sustainment costs and slow response times. The current model lacks the proactive, predictive capabilities needed to ensure mission resilience against advanced cyber threats and dynamic operational tempos.
Technical Focus Areas (TFAs)
Offerors must propose solutions aligned with each of the TFAs. All submissions should emphasize the technical aspects of their approach, with deliverables expected to provide production-ready systems, but may include prototypes, models, and/or experimental frameworks.
TFA 1: AIOps for Predictive Network Operations:
Desired Capabilities:
• Implement Artificial Intelligence for IT Operations (AIOps) platform that ingests data from NIPR/SIPR networks, endpoints, and infrastructure to predict failures, automate root cause analysis, and recommend preventative actions before outages occur.
TFA 2: Unified Communications as a Service (UCaaS):
Desired Capabilities:
• Propose s unified platform to consolidate legacy telephony, Land Mobile Radio (LMR), and Giant Voice systems into a secure, IP-based solution that integrates voice, and messaging for seamless communication across the installation.
TFA 3: Digital Twin for Infrastructure Management:
Desired Capabilities:
• Create a dynamic digital twin of the base’s physical plant infrastructure (fiber optic, copper, antennas). This model should be used for capacity planning, outage simulation, and optimizing new installation pathways.
Performance & Integration Considerations
Solutions must demonstrate a superior and innovative approach to enterprise IT management beyond standard industry practices. All TFAs are mission-critical focused; the Government seeks to assess feasibility, validate technical approaches, and inform transition paths for future IT capabilities.
Security Requirements Phase I submissions shall be Unclassified. Subsequent phases may require submission and/or performance at higher classification levels, as specified in the AOI and any draft or final DD Form 254.
Submission Instructions & Evaluation Per Attachments 1–2 (submission) and Attachment 6 (evaluation).
Funding Statement The Government may fund all, some, or none of the proposed solutions, in whole or in part, subject to availability of funds.
