About this file
This is a draft Announcement of Opportunity (AOI) for a 100% 8(a) Small Business set-aside solicitation titled "Strategic Warning and C2 Support (NISSC III)." The AOI seeks innovative solutions to modernize IT service delivery for isolated, specialized systems supporting Intelligence, Targeting, and Warning/All-Source Analysis (ITW/AA) and strategic Command and Control (C2) functions. The solicitation aligns with the CNECTS consolidation initiative, which aims to break down operational silos, improve efficiencies, and establish a secure digital foundation by transitioning legacy systems to modern, data-driven, and automated approaches.
Offerors must propose solutions addressing three Technical Focus Areas (TFAs): (1) Zero Trust Architecture (ZTA) for mission systems that secures legacy systems while enabling secure data sharing on a need-to-know basis; (2) Secure DevOps (DevSecOps) for legacy systems that automates testing, security scanning, and deployment of patches and upgrades to reduce sustainment timelines; and (3) Hybrid Cloud Environment for Data Processing that allows non-critical data processing and analytics in commercial cloud environments while maintaining sensitive operational functions on-premises. Phase I submissions must be Unclassified, with subsequent phases potentially requiring higher classification levels per DD Form 254. The close date, evaluation date, and Contracting Officer are marked as "TBD." Solutions must demonstrate superior and innovative approaches beyond standard industry practices, with deliverables expected to be production-ready, though prototypes and experimental frameworks are acceptable. The Government may fund all, some, or none of the proposed solutions, in whole or in part, subject to fund availability. Submission instructions and evaluation criteria are referenced in Attachments 1–2 and Attachment 6, respectively.

DRAFT AOI-2026-002_NISSC
AOI Title: Strategic Warning and C2 Support (NISSC III) Set-Aside: Total 8(a) Small Business – 100% Close Date: TBD Evaluation of White Papers: TBD
AOI CO: TBD
This AOI aligns with the consolidation effort, under the CNECTS initiative, that aims to break down operational silos, drive significant efficiencies, and establish a proactive, resilient, and secure digital foundation. We are seeking partners who can move beyond legacy management paradigms and introduce modern, data-driven, and automated approaches to IT service delivery, engineering, and mission support:
Background
Sustaining the highly specialized systems for ITW/AA and strategic C2 is a niche capability that operates in isolation from enterprise IT services. This creates cybersecurity vulnerabilities at the network boundary and misses opportunities to leverage modern, scalable commercial technologies for data processing, analysis, and system sustainment.
Technical Focus Areas (TFAs)
Offerors must propose solutions aligned with each of the TFAs. All submissions should emphasize the technical aspects of their approach, with deliverables expected to provide production-ready systems, but may include prototypes, models, and/or experimental frameworks.
TFA 1: Zero Trust Architecture (ZTA) for Mission Systems:
Desired Capabilities:
• Architect and implement a ZTA framework for the ITW/AA and C2 systems. The solution must demonstrate how to secure critical legacy systems while enabling secure data sharing with authorized users and external partners on a “need-to-know” basis.
TFA 2: Secure DevOps (DevSecOps) for Legacy Systems:
Desired Capabilities:
• Introduce a DevSecOps pipeline and methodology to automate the testing, security scanning, and deployment of software patches and upgrades to legacy mission systems, reducing sustainment timelines and human errors.
TFA 3: Hybrid Cloud Environment for Data Processing:
Desired Capabilities:
• Develop a secure hybrid cloud environment that allows non-critical data processing, analytics, and software development to occur in a scalable commercial cloud while keeping the most sensitive operational functions and data on premises.
Performance & Integration Considerations Solutions must demonstrate a superior and innovative approach to enterprise IT management beyond standard industry practices. All TFAs are mission-critical focused; the Government seeks to assess feasibility, validate technical approaches, and inform transition paths for future IT capabilities.
Security Requirements Phase I submissions shall be Unclassified. Subsequent phases may require submission and/or performance at higher classification levels, as specified in the AOI and any draft or final DD Form 254.
Submission Instructions & Evaluation Per Attachments 1–2 (submission) and Attachment 6 (evaluation).
Funding Statement The Government may fund all, some, or none of the proposed solutions, in whole or in part, subject to availability of funds.
