About this file
This document is a Request for Information (RFI) issued by the Space Acquisition and Integration Office (SAIO) exploring the consolidation of four communications and information technology contracts across Peterson Space Force Base, Schriever Space Force Base, and Cheyenne Mountain Space Force Station. The four contracts to be potentially consolidated include: Base Operating Support-Information Technology (BOS-IT), Cheyenne Mountain SFS 21 CS Communications Contract, Wing Information & Communications Support (WICS), and Plans and Programs Engineering Design Support (PEDS).
The RFI seeks market research on the feasibility of combining these requirements under a single contract for Communications, Network, Engineering, Cybersecurity, and Information Technology Services (CNECTS). Interested vendors are asked to provide detailed feedback on potential efficiencies, challenges, and impacts of consolidation, with specific questions about business size, service capabilities, and proposed teaming structures. Responses are due by 1400 MT on August 20, 2025, to be submitted via email to Mr. Austin Frindt, with the NAICS code 517810 (All Other Telecommunications) proposed for the potential solicitation. The RFI emphasizes that this is a research effort only and does not constitute a formal solicitation.

Building #350, Ste 2225, Peterson SFB, CO, 80914-1385.
General Information:
The Space Acquisition and Integration Office (SAIO), on behalf of the 21st Communications Squadron (21 CS) under Space Operations Command (SpOC) at Peterson SFB (PSFB), CO, is currently exploring the feasibility of consolidating several communications contracts across PSFB, Schriever SFB (SSFB), and Cheyenne Mountain Space Force Station (CMSFS).
This is a Request for Information (RFI) only. It DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or solicitation, nor does it represent any commitment by the Government. No reimbursement will be made for any costs associated with providing information in response to this announcement.
Information submitted in response to this RFI will be held in strict confidentiality and will not be released outside the Government, nor used for any purpose other than market research.
Purpose:
In accordance with FAR 7.107 and 10.001(a)(2)(iv), the Government is conducting market research to explore the feasibility of potentially consolidating four requirements under a single contract:
· FA2517-24-F-0034, Base Operating Support-Information Technology (BOS-IT) The scope of this contract encompasses all services required to support the operation, maintenance, and logistics of the PSFB and SSFB Installation Base Operating Support Information Technology (BOS-IT) systems. This effort includes the ability to provide support to various PSFB and SSFB Installation information and communications systems and associated tenant organizations. Services under this contract support operations, maintenance, logistics management, and testing, including potential future requirements, emerging technologies, system growth, and new/upgraded equipment as needed.
· Note, the BOS-IT contract also includes the Giant Voice PWS
· FA8723-25-R-0007, Cheyenne Mountain SFS 21 CS Communications Contract This contract supports requirements for operations and maintenance of the CMSFS Information Systems Infrastructure, including the ministration and specialized security, communications, computing, and network systems that make up the CMSFS base information systems. The systems consist of commercial-off-the-shelf (COTS), Government-Off- The-Shelf (GOTS), Free and Open Source Software (FOSS), and specialized hardware and software. Major components to 21 CS covered systems are application servers, database servers, workstations, communication equipment, switches and virtual machines.
· FA2550-21-C-0005, Wing Information & Communications Support (WICS) The scope of this contract encompasses all services required to support the operation, maintenance, and logistics of the SSFB Installation information and communications systems. This effort includes the ability to provide support to various SSFB Installation information and communications systems and associated tenant organizations. Services under this contract support operations, mission systems maintenance and maintenance management, logistics management, communication support, security and emergency notification systems, and testing, including potential future requirements, emerging technologies, system growth, and new/upgraded equipment as needed.
· Note, the attached PWS is not for the full WICS requirement. Only the 21 CS-related portion is considered for consolidation and the attached PWS reflects only those requirements. The remainder of the WICS requirements will carry on under a separate contract, unrelated to the CMSCC effort.
· FA2550-22-C-0003, Plans and Programs Engineering Design Support (PEDS) The scope of this contract is to provide systems engineering, design, installation, testing (transport only), and documentation of secure/non-secure telephone, video, data, transport, and computer network systems for SSFB organizations, tenant units, and any off-site organization which requires connection to the Defense Information Systems Agency (DISA) and Base Operational Support (BOS) point-of-presence (POP).
The Performance Work Statements (PWS) for each requirement are attached to this RFI for your review and comment.
Questions/Information Requested. Please be detailed and specific in your responses:
1. Please provide the following information:
· Company Name:
· CAGE Code & UEI:
· Address:
· Point of Contact (Phone & Email):
2. Does your firm currently provide any of these services under any existing contract, including Task Orders under an Indefinite Delivery Indefinite Quantity (IDIQ) or Government-Wide Acquisition Contract?
If so, please provide the contract number, point of contact name/number, and managing agency (e.g., Air Force, DoD, GSA).
3. Please specify your business type under NAICS 517810. Specify all that apply:
__ Large Business __ Small Business __ Small Disadvantaged Business (SDB) __ 8(a) __ HUBZone __ Woman Owned Small Business (WOSB) __ Veteran-Owned Small Business (VOSB) __ Service-Disabled Veteran-Owned Small Business (SDVOSB)
4. The Government is contemplating NAICS code 517810, All Other Telecommunications, with a small business size standard of $40M. Based on the description below and the attached Performance Work Statements, is this NAICS code appropriate for the scope of work? If not, please recommend an alternative and provide detailed justification:
This industry comprises establishments primarily engaged in providing specialized telecommunications services, such as satellite tracking, communications telemetry, and radar station operation. This industry also includes establishments primarily engaged in providing satellite terminal stations and associated facilities connected with one or more terrestrial systems and capable of transmitting telecommunications to, and receiving telecommunications from, satellite systems. Establishments providing Internet services or Voice over Internet protocol (VoIP) services via client-supplied telecommunications connections are also included in this industry. Establishments in this industry do not operate as telecommunications carriers.
5. Do you believe these requirements can be effectively combined into one contract? Why or why not?
6. What efficiencies and potential cost savings do you foresee by combining these requirements?
7. What challenges do you anticipate by combining these requirements, and what solutions would you propose to mitigate them?
8. How would combining these requirements affect schedule, performance and customer satisfaction?
9. Can a small business effectively perform all four requirements if they are combined?
Please explain your reasoning.
10. If you believe small businesses cannot effectively perform the combined requirement, how can the Government make it more suitable for small business?
11. If the Government decides to combine these requirements, would your firm propose as a prime contractor?
If so, please provide your anticipated teaming structure (e.g. would you propose with subcontractor(s), team member(s), or as part of a joint venture?). Please also specify the business size and socio-economic status of any proposed team members or joint venture partners.
12. If your firm will not propose as a prime contractor, please provide a detailed explanation of why not.
Is there anything the Government can do to make it more likely that you would propose as a prime contractor?
13. Can you provide examples of successful implementations where similar requirements were combined under a single contract?
What were the critical success factors in those cases?
14. Please describe the potential impact (positive or negative) of this consolidation on the competitive landscape and the industrial base for these types of services at Peterson, Schriever, and Cheyenne Mountain?
15. Are there any alternative approaches that would involve a lesser degree of consolidation that you believe the Government should consider?
16. Is there anything else you would like to say pertaining to this matter, or anything you would like the Government to know or consider?
17. Please feel free to provide any comments, questions or other feedback on the attached PWSs or on anything else related to this RFI. Thank you very much!
