About this file
Summary: AOI-2026-003 WICS II
This is a draft Announcement of Opportunity (AOI) for the Wing Information and Communications Support (WICS II) program, a 100% Total 8(a) Small Business set-aside. The Government seeks innovative solutions to consolidate and modernize IT service delivery across critical space operations and MILSATCOM systems under the CNECTS initiative. Offerors must address three mandatory Technical Focus Areas: (1) Integrated Mission Operations Center (MOC) unifying monitoring and management of GBS, MILSATCOM, and base-level network services through consolidated tools and personnel; (2) Condition-Based and Predictive Maintenance implementing sensor and data analytics to shift from scheduled to predictive maintenance for MILSATCOM terminals and ground support equipment; and (3) Digital Supply Chain and Logistics proposing an automated platform for asset management, parts ordering, and supply chain visibility across four contract areas. Solutions must demonstrate superior and innovative approaches beyond standard industry practices, with deliverables expected to be production-ready systems that may include prototypes, models, or experimental frameworks.
Phase I submissions shall be Unclassified, with subsequent phases potentially requiring higher classification levels per DD Form 254. Specific submission instructions and evaluation criteria are provided in referenced Attachments 1–2 and Attachment 6. The close date, white paper evaluation date, and Contracting Officer are listed as "TBD." Funding is contingent on availability, with the Government reserving the right to fund all, some, or none of the proposed solutions in whole or in part.

DRAFT AOI-2026-003_WICS II
AOI Title: Wing Information and Communications Support (WICS II) Set-Aside: Total 8(a) Small Business – 100% Close Date: TBD Evaluation of White Papers: TBD
AOI CO: TBD
This AOI aligns with the consolidation effort, under the CNECTS initiative, that aims to break down operational silos, drive significant efficiencies, and establish a proactive, resilient, and secure digital foundation. We are seeking partners who can move beyond legacy management paradigms and introduce modern, data-driven, and automated approaches to IT service delivery, engineering, and mission support:
Background
The support for critical space operations and MILSATCOM systems is siloed from the base's foundational IT infrastructure. This creates a seam in cybersecurity monitoring, limits enterprise-wide situational awareness, and results in redundant support structures for network management and logistics.
Technical Focus Areas (TFAs)
Offerors must propose solutions aligned with each of the TFAs. All submissions should emphasize the technical aspects of their approach, with deliverables expected to provide production-ready systems, but may include prototypes, models, and/or experimental frameworks.
TFA 1: Integrated Mission Operations Center (MOC):
Desired Capabilities:
• Design and operate a consolidated MOC that unifies the monitoring and management of GBS, MILSATCOM, and base-level network services. This center should leverage shared tools and personnel to provide a holistic view of the entire communications enterprise.
TFA 2: Condition-Based and Predictive Maintenance:
Desired Capabilities:
• Implement a sensor and data analytics solution to monitor the health of MILSATCOM terminals and ground support equipment. Use this data to shift from a scheduled maintenance posture to a predictive model that addresses issues before they impact the mission.
TFA 3: Digital Supply Chain and Logistics:
Desired Capabilities:
• Propose a digital logistics platform that automates asset management, parts ordering, and supply chain visibility for all four contract areas, ensuring resources are shared efficiently across the enterprise.
Performance & Integration Considerations Solutions must demonstrate a superior and innovative approach to enterprise IT management beyond standard industry practices. All TFAs are mission-critical focused; the Government seeks to assess feasibility, validate technical approaches, and inform transition paths for future IT capabilities.
Security Requirements Phase I submissions shall be Unclassified. Subsequent phases may require submission and/or performance at higher classification levels, as specified in the AOI and any draft or final DD Form 254.
Submission Instructions & Evaluation Per Attachments 1–2 (submission) and Attachment 6 (evaluation).
Funding Statement The Government may fund all, some, or none of the proposed solutions, in whole or in part, subject to availability of funds.
