1.8 PERFORMANCE: The below are the minimum performance requirements for Contractor:
1.8.1 Basic Services: The Contractor shall provide non-personal services including all management, supervision, transportation, tools, freight, rentals, and labor necessary to maintain Giant Voice / Public Address for the below systems:
PSFB Systems: The PSFB Giant Voice System includes the Whelen E-2010 Central Control Station, CentrAlert EOS controller with the Guardian user interface and radio located in building 845 Colorado Springs Regional Command Post (CSRCP) and in building 1158 (alternate CSRCP), one Giant Voice UHF omni-directional antenna located on each respective rooftop and the Whelen WPS-2905 voice & siren warning system located on five emergency broadcast towers. Notwithstanding the above, radios and controllers might be moved to new locations TBD.
SSFB Systems: The SSFB Giant Voice System includes Federal Signal modular Speaker arrays, Omni- directional and Directional Speaker Array (DSA) high power voice and siren systems. These systems are located on nine (9) emergency towers, the Federal Central Computer Unit (CCU), the SS2000+ terminal and ADHOC system located in Building 400, Mod-2A, so the system operates within manufactured specifications and broadcasts the emergency tones/warning, voice announcements and the rest that occurs throughout the base at 1200 local time on Fridays.
The SSFB Public Address System (PA) enables the base population to receive emergency announcements and base messages inside buildings on base, this includes the base housing. The base paging system head-end is a Valcom VCS unit located in Building 400 Mod-2A. A six (6) digit dial code is used to direct a page. The dial code uses a two (2) digit prefix to access the PA computer via the base telephone switch. The remaining four (4) digits are assigned to each paging circuit. When the number is dialed, the base phone switch routes the call to the Valcom system and a configuration table setting directs the page to individual rooms/buildings, or an “all-call” for the entire base. Group numbers can be created to allow multiple dial codes to be paged at the same time. Changes to the PA computer databases are accomplished by using a laptop computer with Valcom proprietary interface program and commercial off the shelf software programs. Tied to the Valcom unit is a BIAMP AudiaFLEX digital processor that distributes audio to external speakers on Buildings. The AudiaFLEX output goes to a Crown AMP in each building. The external speakers use 70- volt signal levels. All interior speakers are individually powered with negative 24 VDC, and volume levels are adjusted at each speaker in combination with Valcom 1094A master preamps.
1.8.2 The Contractor shall maintain Giant Voice System so that it operates within manufacturer specifications and broadcasts the emergency tones/warnings, voice announcements, noon test and music (Reveille/To The Colors, Retreat/National Anthem, Taps) throughout Peterson and Schriever Space Force Bases.
1.8.3 Parts: The Government will provide spare parts to the Contractor when available and suitable to effect repairs. The Government will send notification of available parts to the Contractor prior to approval of quotes for repairs. The government may task the maintenance contractor to assist in conducting inventory of existing spares / equipment. This is to benefit both the government and the maintenance contractor in understanding the location, quantity, and availability of spare parts / equipment to effect immediate repairs on GV/PA systems.
Parts: The Government will provide spare parts to the Contractor when available and suitable to effect repairs. The Government will send notification of available parts to the Contractor prior to approval in paragraph 1.6.11 of this PWS.
1.8.4 Music shall be programmed to automatically play at the following days/times:
PSFB:
Reveille & To The Colors Retreat & National Anthem Taps

In the event multiple quotes cannot be received the Contractor needs to supply the fair and reasonable price analysis. The cost estimate shall include model and serial number of equipment worked on, nomenclature, location, specific repairs accomplished, itemization of all parts replaced and unit price(s). The Contractor shall get written approval from the CO or the COR before ordering any parts or initiating repair of any parts. Written approval may be in the form of email body correspondence or approval status indicated via ticketing systems / task trackers. All parts and/or materials purchased shall be new and if purchased as a replacement shall be equal. Installed parts shall become the property of the Government. The Contractor shall determine if any defective part is under warranty. The Contractor shall remove and return to the original manufacturer any parts under warranty for repair or replacement once approval is given by the COR. The Contractor shall remove any part not under warranty that can be repaired and return to the original manufacturer (or suitable substitute as deemed by the manufacturer) for repair once approval is given by the COR. Parts which have been removed that are not under warranty and cannot be repaired shall become the property of the Contractor and must be removed from the installation at the expense of the Contractor.

The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the CO and in the event the CO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the CO may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
