Reference Question Response Reference Section L, Paragraph D proposal Instructions, Volume 4, Paragraph k (page 57) states “Continuance of Performance/Mission Essential Services. Submit all information required by DFARS clause 252.237-7024 “Notice of Continuation of Essential Contractor Services (Oct 2010)”. This information is required to be submitted at the time of proposal submission.

Does the Government actually desire that two separate plans be submitted?

We recommend that the earlier plan requirement be revised to require submittal consistent with the schedule in the PWS since access to more detailed information will be available to the successful contractor after award (during phase-in) enabling a more comprehensive and effective plan to be prepared.

DFARS provision 252.237-7024 requires the offeror to provide, with its offer, a written plan describing how it will continue to perform the essential contractor services listed in the PWS during periods of crisis.

The Awardees finalized plan will be required after award. The continuity plan should be a technical approach in case of a crisis.

RFP, Section H, Special Contract Requirements, Page 19, first sentence

The language states, “Failure to perform in accordance with PWS para 1.28.2, will result in the Government removing 2% from the total invoiceable amount of the Operations & Maintenance (O&M) Contract Line Item Numbers (CLINs) of the non-conforming site.

The calculation of the 2% appears to be based on the value of the CLIN which is inclusive of all equipment, parts, labor and associated costs for all maintenance that is foreseeable and forecasted. Also included are:

all consumable items that may be necessary as part of day-to-day site operations.

While the offeror believes contractors should be held accountable for vacant positions, calculating the penalty against the total value of the CLIN (including non-labor) could lead offerors to underbid the non-labor portion of the CLIN.

Therefore, we believe it is in the Government’s best interest to consider a CLIN/Sub-CLIN approach where labor would be Sub- CLIN X001AA and the non-labor is Sub-CLIN X001AB.

See Amendment 1 to the RFP.

RFP, Section B, Schedule, Pages 2 through 13

CLINs X001 and CLINs X002 state “Contractor shall provide non-personal services for all personnel, supervision, transportation, items and services necessary to perform as defined in the Space Fence O&M PWS, inclusive of deliverables. Included are all equipment, parts, labor and associated costs for all maintenance that is foreseeable and can be forecasted. Also included are: all consumable items that may be necessary as part of day-to-day site operations.”

It appears the Government is including labor and non-labor in the FFP CLINs.

To mitigate Government risk in evaluating offers, it is recommended the Government consider a CLIN/Sub-CLIN approach and provide a not-to-exceed (NTE) Firm Fixed Price (FFP) amount for the equipment, parts, labor and associated costs for all maintenance that is foreseeable and can be forecasted as well as all consumable items that may be necessary as part of day-to-day site operations.

Providing a FFP NTE for non-labor will ensure offerors do not under-estimate the non-labor costs to reduce their overall price. In the event a FFP NTE for non-labor is provided, the offeror recommends CLINs X001 and X002 be segregated by Sub- CLIN to ensure the 2% penalty is calculated on labor only.

See amendment 1 to the RFP.

Section L.D.4.o Can the government please provide the final version of the Proposal Compliance Checklist? A draft was released on October 22, but a final version was not included with the November 12 RFP release.

The final Proposal Compliance Checklist will be posted to beta.SAM.gov.

Section L.D.4.o requests offerors to provide a “Completed Proposal Compliance Checklist.”

Does the Government require offerors to use the Proposal Compliance Checklist provided with the Draft RFP, or is a different checklist format required? If the Government requires a different format, would the Government please provide offerors a detailed list of what is to be provided?

The final Proposal Compliance Checklist will be posted to beta.SAM.gov.

RFP L.D.4.o Volume 4 – Contract Documents

Completed Proposal Compliance Checklist is to be included in Volume 4.

The solicitation documents did not include the Proposal Compliance Checklist. Shall offerors use the draft version posted on 10/23?

The final Proposal Compliance Checklist will be posted to beta.SAM.gov.

RFP Section M Section M.C.Factor 2.c - The Government is soliciting the requirement which includes GFP. Offerors proposing GFP from other contracts would constitute alternate proposals. Why is the Government applying this factor?

Section M.C.Factor 2.c states that its purpose is to "minimize any potential competitive advantage".

RFP Section M Section M.C.Factor 2.c - How will the Government know when a contractor is or is not proposing GFP from another contract?

Offerors are expected to be in compliance with FAR clause 52.245-1.

Reference Section I, The RFP includes FAR Clause 52.228-5 Insurance – Work on a Government Installation which requires the Contractor to obtain the kinds and minimum amounts of insurance required in the Schedule or elsewhere in the contract. Will the Government be adding these requirements to the solicitation?

The requirement is included in the solicitation by the inclusion of the clause. Certificate of insurance will be required from the Awardee prior to start of performance. See FAR part 28.306.

Section L.B.2.a.3 The Volume 1 page limit does not include Overall Space Fence Staffing, Subfactor 4, utilizing the RFP Attachment 3 format provided.

We recommend that both the Subfactor 1 monthly Operations crew schedule and the Subfactor 3 monthly Maintenance crew schedule should also be outside the Volume 1 30-page limit. This would enable offerors to provide a more comprehensive approach to exceeding the PWS requirements

See Section L. Page limit will not be increased.

Section L.D.1 Will the government allow offerors to include a two-page Executive Summary inside Volume 1, outside of the 3-page limit?

See Section L. Page limit will not be increased.

Section L.B.2.a.4 Can the government please confirm that both portrait and landscape pages are allowed in Volume 1?

Yes, both portrait and landscape orientations are allowed provided the margins and image area parameters as defined in Section L are observed.

RFP Section L Would the Government allow offerors to use 11 x 17 paper for the crew schedule? This will allow offerors to use a standard-sized paper using the required 1-inch margins, while still providing enough room to legibly display the crew schedule. In addition, since all offerors are required to provide these crew schedules, will the Government allow the schedule pages to count as 1 page each?

See Section L for instructions. The Crew Schedule should be completed as a MS Excel spreadsheet per Section L instructions.

RFP Section L Would the Government please consider allowing for the use of 11x17-inch pages for large tables, graphics, and illustrations? Can these 11x17 pages be counted as one page (per side)?

See Section L for instructions. No changes will be made to these instructions.

Section L.B.5 states that “Reproduced sections of the document (SF33/SF30, DD254, and Sections A through K, etc.) and preexisting documentation (such as DCAA approval letters, CAS Disclosure Statement, signed teaming agreements, etc.) are exempt from the stated font requirement.”

Would the Government please confirm that these documents are also exempt from the Margin requirements?

The preformatted documents referenced in this portion of Section L are exempt from margin requirements.

Section L.B.2.a.3 Table 1 requires offerors to submit files in Microsoft Excel and PDF

Does the Government require offerors to also submit a Microsoft Word file (containing the required completed Section B, reps and certs, summary page, and other price narrative information) or does the Government only require this information to be provided in

PDF?

See Section L. para B.2.a.2. A MS Office document (Word or Excel) and a PDF are both required.

Reference Section L, Paragraph D Proposal Instructions, Volume 3. Small Business Participation Commitment Document (Factor 3) (Page 55).

The RFP states “The offeror shall submit a “Small Business Commitment Participation Document” which specifies the offeror’s level of commitment to small business utilization in performance of this requirement. The SBCD will be incorporated into the apparent successful offeror’s Small Business Subcontracting Plan prior to award.” Is there a requirement to submit a Small Business Subcontracting Plan as part of the proposal?

Contractor Small Business Subcontracting Plan is not required as part of the proposal but will be required from the Awardee and approved by the Contracting Officer prior to start of performance.

RFP, Section L, Paragraph D, Volume 3 – Small Business Participation Commitment Document (Factor 3), First two sentences PAGE 55

The language states, “The offeror shall submit a “Small Business Participation Commitment Document” which specifies the offeror’s level of commitment to small business utilization in performance of this requirement. The SBCD will be incorporated into the apparent successful offeror’s Small Business Subcontracting Plan prior to award.

The offeror assumes a Small Business Subcontracting Plan is not required as a Volume has not been provided for inclusion.

Further, Government responses to questions dated 10/21/2020 infers the Government is not looking for a segregation of subcontracting goals by socio-economic status.

Based on the above, the offeror recommends removal of the FAR Clauses 52.219-8 Utilization of Small Business Concerns and 52.219-9 Small Business Subcontracting Plan--Alternate II and 52.219- 16 Liquidated Damages Subcontracting Plan as well as DFARS Clause 252.219- 7003 Small Business Subcontracting Plan (DoD Contracts)-Alternate 1.

Contractor Small Business Subcontracting Plan is not required as part of the proposal but will be required from the Awardee prior to start of performance.

RFP L.D.3

VOLUME 3 – Small Business Participation Commitment Document (SBCD)

The SBCD will be incorporated into the apparent successful offeror’s Small Business Subcontracting Plan prior to award.

Is the Small Business Subcontracting Plan due at time of proposal submission?

If so, what volume would the SB Subcontracting Plan go in?

SB Subcontracting Plan should be submitted with the proposal and included in Volume 4 – Contract Documents?

Contractor Small Business Subcontracting Plan is not required as part of the proposal but will be required from the Awardee prior to start of performance.

RFP, Section L, Paragraph D, Volume 3 – Small Business Participation Commitment Document (Factor 3)

The language states, “A minimum quantitative requirement (MQR) of 20% of the total value for site specific Operations and Maintenance (O&M) FFP CLINs for small business concern participation is required. (Site specific O&M FFP CLINs are defined as those CLINs including a site location and O&M in the description.) The cumulative total value of all O&M site specific FFP CLINS applies in the calculation for all the exercised options

The offeror requests the Government consider the MQR 20% calculation be calculated against total site-specific labor costs excluding non-labor costs such as equipment, etc. as most subcontractors will provide labor services.

See Amendment 1 to the RFP.

RFP Section I The Government has incorproated FAR 52.222-41 Service Contract Labor Standards; however, no wage determination was provided.

Can the Government please provide the appropriate wage determination for performance at ROC-H?

The Service Contract Act does not apply to the O&M functions on this contract. The clause was included in case an IJO required it.

Reference Section I, Page 22. The RFP includes FAR Clause 52.222-41 Service Contract Labor Standards.

In response to a previous question, the Government advised this clause would be removed from the final RFP.

Has the Government reconsidered its previous answer and will it be incorporating a wage determination into the solicitation?

The Service Contract Act does not apply to the O&M functions on this contract. The clause was included in case an IJO required it.

Reference Section I. Since the RFP currently includes FAR Clause 52.222- 41, Service Contract Labor Standards, will the RFP be amended to include FAR Clause 52.222-42, Statement of Equivalent Rates for Federal Hires and FAR Clause

The Service Contract Act does not apply to the O&M functions on this contract. The clause was included in case an IJO required it.

52.222-43, Fair Labor Standards Act and Service Contract Labor Standards – Price Adjustment (Multiple Year and Option Contracts)?

RFP Sec I Clauses and Provisions

Clause 52.222-41 “Service Contract Labor Standards” is listed in this section. There are no WDs that accompany the solicitation

Q&A Round 2 Page 21 stated that this clause was going to be removed.

Request that the clause be removed or applicable WDs be provided with the RFP.

The Service Contract Act does not apply to the O&M functions on this contract. The clause was included in case an IJO required it.

RFP Attachment 4 Schedule worksheet

Row 1 of the form requires offerors to fill-in the highlighted cells. Can the Government please verify that the cells highlighted in green with Government plug numbers are not to be filled in by the offeror?

Green cell values should not be changed.

RFP Attachment 4 Are offerors authorized to change the colors on this form to ensure it is legible to all readers?

Yes, color changes are allowed, however, ensure submitted documents are IAW with Section L and document's original formatting.

RFP Attachment 4 Row 2 and Section L.D.2.c.4 require whole dollar amounts. Are offerors authorized to change the number formatting in Columns E and G to reflect whole dollar amounts vs.

whole cent amounts to ensure compliance?

Yes, provided the underlying calculations are still able to be viewed.

RFP Attachment 4 Cell B46 appears to have a typo. Can the Government please verify that the Government intended B46 to state "Option Period 5 - Local Purchases/Apprvd Travel & Apprvd Labor Surges"?

See Amendment 1. Cell value has been corrected.

RFP Attachment 4 Cell E11 appears to have a typo. Based on $350,000 for 12 months and whole dollar amount values, can the Government please verify that they intended for the value in E11 to be $145,833?

The Cost CLIN numbers are correct and represent an estimated NTE which will depend on fiscal constraints.

RFP Attachment 4 Cell E52 appears to have a typo. Based on $350,000 for 12 months, can the Government please verify that the Government intended for the value in E52 to be $175,000?

The Cost CLIN numbers are correct and represent an estimated NTE which will depend on fiscal constraints.

RFP Sec H Special Contract Requirements

Calculation of CLIN reduction penalty after a vacancy of 60 days. Section H states, “The proration will begin on the 61st day and will be based on 2% of the total CLIN value divided by the number of days vacant in that month and then multiplied by the number of days vacant in that month.”

The total CLIN value is the value for the entire contract period (5 months for BY or 12 months for OY). Multiplying that total amount by the fraction of one month that a position is vacant results in an excessive penalty. For example, if the total CLIN for the non-conforming site is $1M and there is a vacancy for an entire month past the 60 day period, then the fraction is 1.0 and 2% x $1M x 1 is $20,000, which is generally much more than the monthly value of the missing staff member.

Recommend changing the wording in the first sentence in Section H to, “removing 2% from the prorated total amount of the Operations & Maintenance (O&M) Contract Line Item Number (CLIN) of the non-conforming site.”

Also recommend changing the wording in the fourth sentence to, “Each month will be calculated based on the total awarde

See Amendment 1 to the RFP.

RFP Attachment 3 Can the Government provide the current O&M staffing levels from the outgoing contractor for the SOC site and the Sensor Site 1?

This information will not be provided by the Government. The Government will evaluate the staffing plan IAW Section M.

RFP Attachment 3 On Tab 1, row 6 the Government requires offerors to list number of personnel. Does the Government require full-time equivalents (FTE) for every position?

The Government will evaluate the staffing plan IAW Section M.

Section L, D Can the bidder use resources (including staff) that is shared with another collocated contract?

The Government will evaluate the staffing plan IAW Section M.

Section L.C.2 provides the following naming convention: Company Name_Vol#_VolTitle The example uses the following naming convention, using the Factor number vs. the Volume Title ABC LLC_Vol1_Factor 1

Would the Government please clarify whether offerors are to use the Volume Title as provided in Table 1, or the Factor number, as used in the example?

The Government will accept the naming convention including either the Volume Title or the Factor.

RFP, Section L, Paragraph D. Volume 2 – Price (Factor 2)Page 54 Subparagraph a., Section A – Completed Standard Form 33, and Subparagraph b.

Completed Section K, Offerors Representations (Prime)

The requirements stated in Subparagraphs a.

and b. are also required in Volume 4 – Contract Documents (page 56).

Is the customer requiring these documents be included in both Volumes? Please advise

Yes.

Section L.D.2.a-b and Section L.D.4.a-b The RFP instructions require offerors to submit completed Sections A and K in both Volume 2 and Volume 4. Can the government please clarify in which Volume offerors should submit these elements?

Submit in both.

Questions from Industry Day Vol. 2, dated 21 Oct 2020, First Question on Page 7 of 22

The question states: “Identification of all equipment that will be under warranty at the start of the PoP and for what duration.” The customer response: “No facilities equipment will be under warranty 26 Dec 21. Everything except the generators run out of warranty OOA 09 Sec

20. The generators have a LM-purchased Caterpillar warranty that runs out 3/6/21 (Gold Level)”

Will the new contractor be required to purchase any warranties and if so, are we to assume these costs will be reimbursed using the CR

NTE?

No warranty purchases are anticipated under this contract.

Section 4.3 What work or level of effort for RP and RPIE is considered in scope of the contract fixed price? What work is considered outside of PWS requirements?

PWS Real Property (RP) and RP Installed Equipment (RPIE) requirements relate to work within the perimeter fence line of the Space Fence Radar site, including the perimeter fence. Also inclusive is the transformer and distribution to transformer outside the perimeter fence. For Power, the demarcation is as follows: USAG-KA Host maintains the Power Plant Annex (PPA), medium voltage transformers and electrical distribution lines up to, but not including the Sensor Site switchgear. Contractor is responsible to maintain the Sensor Site 1 switch gear and facility power and systems. See IAA. The Space Fence Contractor will not be a party to the IAA. The “Supplier” is the Army Garrison and the “Receiver” is 20 SPCS.

4.3.15 Will the Government define

the scope of PCCIE repair required within the Space Fence contract - what is the higher level repair/maintenance performed by the PCCIE contractor?

Higher level maintenance is anything but user-level maintenance. See Appendix E for PWS definitions.

Section B – Schedule, CLINs X004 Is it the government’s intention that travel in these CLINs should only cover directed surges and special trips, all other employee trips and travel will be part of our FFP CLINs, such as origination trip to the island, end of tour trips back home, and R&R Trips?

CLIN descriptions indicate what the Government will provide payment for; each offeror will be required to decide what the FFP CLINs will be comprised of in their proposals.

5.3.3 - Exchange Privileges The PWS states use of AAFES is not authorized for employees on the Space Fence contract. The Welcome to Kwajalein briefing indicates residents may use the AAFES PX, Shoppette, Subway, Food court, and sunrise bakery. Which is correct?

See Amendment 1 to the RFP. PWS revision to paragraph 5.3.3, "The Government host at Kwajalein Atoll authorizes use of Army and Air Force Exchange Service (AAFES) facilities at the current time. Use of AAFES is authorized per AAFES regulations and local directives.

Performance Work Statement (PWS), Paragraph

5.1 Government Furnished Property (GFP) and

Government-Furnished Equipment (GFE), Page

The paragraph states the Government shall provide adequate facilities; utilities; official telephone service; supplies; systems and associated software and desktop computers to perform the services described in the PWS

RFP, Section B, CLINs X001 and X002 includes the costs associated with consumables required for the day-to-day operations. Please clarify what supplies the Government will provide that are different from the consumables required for the day-to-day operations.

See Amendment 1 to the RFP. PWS revision to para 5.1 to state:

"Government-Furnished Property (GFP) and Government-Furnished Equipment (GFE). The Government shall provide adequate facilities;

utilities; official telephone service;

mission parts available through ILS- S; systems and associated software and desktop computers to perform the services described in the PWS."

Also see PWS paragraph 1.2.

RFP, Section L, Paragraph D, Volume 2 – Price (Factor 2), Subparagraph c.5) Price Information

The language states, “The Government is providing to offerors the Government Furnished Property (GFP) listed in the Bidders’ Library. If the offeror is proposing to use GFP currently in its possession, it shall identify such GFP IAW FAR 45.201(c).”

The offeror assumes this requirement is applicable to the incumbent contractor.

We also assume, any GFP required by the O&M contractor currently in the possession of the incumbent contractor will either be transferred or provided at no cost to the incoming O&M contractor. Please advise.

Offerors are expected to be in compliance with FAR clause 52.245-1.

Volume 2 – Price

This section of the RFP states, “The offeror’s proposal shall include a signed copy of the SF- 33, and Sections A through K, completed as required, and will be evaluated in accordance with Section M and shall be included within Volume 4.”

We are still a little confused why SF33 and Section K instructions are included in the Price Volume if they are also included in Volume 4 – Contract Documents.

Delete SF33 and Section K content from L.D.2 unless the Government intends to require them in both volumes?

Submit in both.

Phase-in period

Q&A Round 2 stated that the ICS contractor will provide over the shoulder training during the Phase-in period.

What is the duration and location(s) of the over-the-shoulder training?

Q&A Round 2 stated that the ICS contractor will provide over the shoulder training during the Phase-in period.

Knowing how many weeks the training will be available and whether it can occur in Huntsville and Kwajalein will help bidders plan the phase-in period activities and costs.

See Pre-Proposal slide 37; Contract Start Date minus Phase In date equals number of days for training.

Per the ICS Transition Support Plan (TSP) the ICS contractor will be available the entire Phase-in period for over-the-shoulder observation and in-place training. Training materials will be provided after contract award.

In Q&A Volume 2 dated 21 Oct 2020, the Government’s answer to question 6 on page 11 states “Reference PWS 1.24.1 reference Appendix F

We do not see this training listed in PWS Appendix F.

Would the Government please confirm that the IOC contractor is to provide Operator and Maintainer training for the O&M contractor personnel during transition? Can the Government provide a specific list of the training that will be provided and a list of the training curriculum materials that will be provided?

See Pre-Proposal slide 37; Contract Start Date minus Phase In date equals number of days for training.

Per the ICS Transition Support Plan (TSP) the ICS contractor will be available the entire Phase-in period for over-the-shoulder observation and in-place training. Training materials will be provided after contract award.

It there a dedicated Operations Training Suite at the SOC and Sensor Site 1?

There is no dedicated training suite at either site.

Reference PWS 2.1.1.1 Sensor Site 1 Dual-Role Operator/Maintainers.

Is there any limit on the duration that site personnel may be required to operate the radar due the loss of the SOC? For example, the site must be able to perform the limited operations for at least 3 days, or 3 weeks, or 1 month?

No way to predict future COMM issues, however the intent is it would be short durations of a day or two while connectivity to the SOC is restored (anticipate less than a week at any one time). The intent is not for extended periods of time.

RFP Attachment 1 Is there a CE-SATCOM maintenance requirement at

ROC-H?

No

RFP Attachment 1 Are there any workstations or operator stations in the SOC that run any version of VMWare?

No

RFP Attachment 1 Is the Space Force Mission Design Series (MDS) currently loaded in IMDS?

If there are modifications to the IAA in the future, how will this affect the Contractor?

Unknown at this time.

5.2.2 Comply with host

requirements indicated by “the receiver will” and IAW support agreements listed in Appendix C

The Space Fence Contractor will not be a party to the IAA. The “Supplier” is the Army Garrison and the “Receiver” is 20 SPCS.

Service 2-14 Can the Contractor assume that sufficient vehicle support to meet the requirements of the PWS – administrative, logistical, and transportation – so that no contractor-provided vehicles will be necessary? Will the use of Government-provided vehicles by the contractor require any reimbursement by the Contractor?

Review the PWS (para 5.1) for the requirements; the IAA is provided for information only. The Space Fence Contractor will not be a party to the IAA. The “Supplier” is the Army Garrison and the “Receiver” is 20 SPCS. Currently, no KTR vehicles are required at Sensor Site 1 for contract performance.

The Draft IAA in the Bidder's Library identifies vehicle support. Most people either walk or use bicycles for personal transport. Golf Carts are also used.

Service: 2-23 The IAA implies that the responsibility for maintenance of the Sensor Site 1 facilities and infrastructure will be performed by the host base (the Provider). However, Section 4.3 in the PWS states that the contractor must operate, maintain, and repair real property and real property installed equipment.

PWS requirements supercede the

IAA.

Information System Security Officer (ISSO)

Reference document AFMAN 17-1301 Refers to AFMAN 17-303 for ISSO qualification requirements. AFMAN 17-303 para 3.2.9 qualifies two different IAT Levels for ISSOs depending on the type of system supported. The text states: “For Information Systems and PIT Systems providing enterprise capabilities or services to AF end users worldwide, the ISSO will obtain and maintain an IAT Level III DoD approved cybersecurity baseline certification.

Otherwise, the ISSO position will obtain and maintain, at a minimum, an IAT Level II DoD approved cybersecurity baseline certification.”

Is the Space Fence system considered an Information System or PIT System providing enterprise capabilities or services to AF end users worldwide?

Yes or no answer will clarify which category Space Fence falls into so bidders can consistently propose the skill and certification level required for the ISSO.

For Cybersecurity purposes, Space Fence is considered a Platform Information Technology (PIT) System.

Only Level II certification for the ISSO is required.
