APPENDIX F3

HELLFIRE TEST COMPLEX, TS C-7/7A

1.0 PURPOSE. The purpose of the HELLFIRE Test Complex is to support firing of missiles and other weapons from stationary launcher platforms or from aircraft into instrumented target areas on TA C-72.

2.0 GENERAL.

2.1. TS C-7 is located adjacent to TS C-10, approximately 10 miles northeast of Eglin main base, reached via SRs 20 and 285 and RR 201. TS C-7 includes a secondary location designated TS C-7A. Access to TS C-7A is by RRs 201 and 214. TS C-7A is located on TA C- 72, approximately 6 miles from TS C-7.

2.2. The HELLFIRE Test Complex evaluates performance of various conventional munitions, submunition dispensers, guided weapons, missiles, guns, and hypervelocity projectiles. The HELLFIRE Test Complex collects and reduces TSPI, telemetry, and laser data. The capability to fire missiles which have been environmentally conditioned is also provided.

2.3. The HELLFIRE Test Complex provides complete missile testing capabilities, including:

1. TV coverage of both TS C-7A and target areas on TA C-72.

2. Blast detection to measure the interval between multiple warhead detonations.

3. High-speed motion sensing.

4. Meteorological measurements.

5. Laser designation and laser spot observation.

6. Collection of tracking and TSPI data.

7. Collection and transmission of in-flight weapons data.

8. Data acquisition, recording, and display.

2.4. All instrumentation is normally remotely controlled from TS C-7. Launch or release platforms include vehicles and stationary launchers as well as fixed-wing and rotary-wing aircraft. Missiles normally impact installed targets on TA C-72. Remote control consoles are used to control operations and provide downrange video, instrumentation displays, and communications. Control console functions include:

1. Laser pan/tilt and on/off operations.

2. Data acquisition operations.

3. High-speed motion analyzer operations.

4. Environmental control system operations.

5. Environmental control box operations.

6. Warning beacon operations.

7. Blower operations.

8. Data camera operations (high-speed and standard rate).

9. C-10 data transfer initiation.

10. Fire command initiation/termination.

11. Armpower and fire interlock control circuitry status.

12. Ceilometer displays.

13. Weather system information.

14. Lightning data displays.

2.5. Test items are optically tracked and the encoded video is relayed to the control room in building 9483 for viewing, reduction, and archiving. The video trackers have a capability to be preprogrammed with flight profile information to assist the tracking process. Infrared camera systems are used to track small, distant test items that cannot be resolved by standard visible video systems. A data-reduction computer system reduces TSPI information collected from the video trackers.

2.6. The Hellfire Data Acquisition and Control System (HDACS) is an integrated, high-speed computer-controlled data acquisition and control system. The HDACS includes a Local Area Network (LAN) of PCs to link all mission control functions, safety monitoring, meteorological displays, data acquisition, and instrumentation at TS C-7A. The HDACS generates customized procedures for each test launch. Local test item and target information is displayed for monitoring and control. The HDACS collects missile data, issues commands to open/close environmental boxes, controls blowers and environmental units, starts and stops high-speed cameras, and initiates missile fire commands. The HDACS also controls data acquisition systems.

3.0 CAPABILITIES.

3.1. The Contractor shall operate and maintain the HELLFIRE mission control facility as part of the seven simultaneous operations specified in PWS paragraph 1.7 including:

3.1.1. Mission Control Room (building 9483) and associated equipment, including:

1. 21 instrumented consoles and associated equipment.

2. High Performance Video Tracker consoles and associated data reduction equipment.

3. Conference room remote audio and video equipment.

4. Telemetry ground station.

5. Video production room.

Other instrumented resources to remotely control and monitor mission events.

3.1.2. Support Building (9482) used for mission support, equipment maintenance, target fabrication, and storage. The building has a high bay area.

3.1.3. Helicopter hangar (E294) and pad. The hangar is approximately 12,000 square feet.

The helicopter pad is fully lighted and capable of sustaining flight operations. Hangar equipment includes:

1. Fire Suppression System. (operate only)

2. General purpose forklift.

3.2. The Contractor shall operate and maintain the HELLFIRE Test Complex equipment and instrumentation, as part of the seven simultaneous operations specified in PWS paragraph 1.7 including:

3.2.1. Three remotely controlled high-performance video trackers which provide near-real-time TSPI data, including:

1. PCs with removable disk drives.

2. Computer-Controlled high-resolution videocassette recorders.

3. High-resolution video monitors.

4. Video tracker pedestals and domes.

5. Video cameras.

6. Telescopic lenses.

7. Pedestal control chassis and servo power units.

8. Remote tracking consoles with television tracking panels.

9. Video tracker data reduction systems.

10. IR video systems and associated triple FOV lenses.

3.2.2. HDACS, including:

1. Advanced weather computers.

2. Ceilometers.

3. Blast detection systems.

4. Computer systems and associated peripherals.

5. Hellfire Network.

3.2.3. Telemetry (TM) Ground Station used to receive, decrypt, decommutate, and log test item signals used in post-test analysis. TM equipment includes:

1. 100-foot tower.

2. 60-inch two axis autotracking antenna.

3. Single axis autotracking antenna.

4. Horn antenna.

5. Telemetry receivers.

6. 14-track analog tape recorders with tape dubbing capability.

7. One EMR system 90 series PAM/PCM system.

8. Bit synchronizers.

9. Frame synchronizers.

10. Equipment rack with KG-84A data encryption units.

11. KGR-66 decryption devices with keying equipment.

3.2.4. A Closed Circuit Television (CCTV) system and Video Production System (VPS). The CCTV system includes copper and fiber-optic cable divided into two cable subsystems. In addition to supporting the HDACS, the CCTV system provides wide-band video channels for the remote operations of four cinetheodolites and three video tracker systems located on TA C-72.

The CCTV and VPS systems include:

1. Approximately 42 miles of fiber optic cable.

2. Video time inserters.

3. Time-distribution/buffer unit.

4. Video tuners.

5. Video distribution amplifiers.

6. Video switchers.

7. Video modulators.

8. Video quad systems.

9. Desktop editors.

10. Television monitors.

11. Large-screen television.

12. Video recorders.

13. Remote video control units.

14. Camera control receiver units.

15. Camcorders.

16. Video cameras.

17. Silicon vidicon cameras.

3.2.5. High-Speed Digital Video Systems used to capture impact events during missile testing.

3.2.8. Meteorological systems and weather displays used to provide observations, forecasts, bulletins, and information on cloud coverage height and thickness.

3.2.9. Communications systems, including:

1. Public address system with amplifiers and speakers.

2. Secure-voice radios.

3. Non-secure-voice radios.

4. Hand-held radio battery chargers.

3.2.10. Support trailer.

3.2.11. Machine shop equipment, including:

1. Metal shear.

2. Table saw.

3. Radial arm saw.

4. Metal lathe.

5. Drill press.

6. Metal brake.

7. Power hacksaw.

8. Milling machine.

9. Scroll saw.

10. 20 inch band saw.

11. Belt/disk sander.

12. Bench grinders.

13. Heliarc welder.

14. Gas welder.

3.2.12. Two electric winches.

3.3. The Contractor shall operate and maintain TS C-7A, as part of the seven simultaneous operations specified in PWS paragraph 1.7 including:

3.3.1. Building 9540, used for mission support, equipment maintenance, target fabrication, and storage. The building has a high bay area.

3.3.2. The Grotto (building 9541) and associated equipment instrumentation, including:

1. Measurement and control instrumentation.

2. Temperature recorders.

3. Dehumidifiers.

4. Environmental conditioning systems used to provide conditioned air to the environmental conditioning boxes.

5. Environmental conditioning boxes.

6. Missile launcher platforms.

7. Missile launchers (operate only).

3.4. The Contractor shall conduct ground-to-ground and support air-to-ground missions IAW tasks and test directives as part of the seven simultaneous operations specified in PWS paragraph 1.7.

3.5. The Contractor shall operate the TS C-7 mission control facility, the TS C-7A Grotto, three video tracker systems, three environmental conditioning units, and the missile performance instrumentation at target areas on TA C-72 (including silicon video cameras, video cameras, blast detection equipment, and GLLDs), when required as part of the seven simultaneous operations specified in PWS paragraph 1.7.

3.6. The contractor shall maintain and operate the vehicles identified in Table F3-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
