APPENDIX B9A
TEST AREAS B-70/71/75/82
1.0 PURPOSE. The purpose of TA B-70 and TA B-75 is to conduct munitions tests and to collect data for computation of ballistics, munitions function heights, munitions flight characteristics, impact patterns, and munitions effectiveness. The purpose of TA B-71 is to accommodate ground tests to determine the functional characteristics of munitions, Target Activated Munitions (TAM), and Sympathetic Insensitive High Explosives (IHE). TA B-82 is used to collect data to determine the ballistic characteristics of aerially-dispensed submunitions and for long-term observation of munitions with delayed function times.
2.0 GENERAL.
2.1. TA B-70 is a multipurpose bombing range located approximately 15 miles northwest of Eglin main base, reached via SR 189 and RR 236. TA B-70 is typically used for air-to-ground, ground-to-air, air-to-air, and static ground tests. TA B-70 is 13 miles by 1¼ miles in size. The test area can accommodate high-performance aircraft including supersonic missions.
2.2. TA B-71 is used primarily for static ground tests. TA B-71 is located approximately 8 miles west of Eglin main base, reached via SR 189 and RRs 234 and 250. A motion platform table operated and maintained by the Government is located on this range.
2.3. TA B-75 is a general purpose air and ground munitions test area, located approximately 16 miles northwest of Eglin main base, reached via SR 189 and RRs 236 and 213. TA B-75 is 3½ miles by 1½ miles in size. A gunnery range with both stationary and moving targets operated and maintained by the Alabama Army National Guard is located on this range.
2.4. TA B-82 is primarily used for aerial delivery of submunitions, long-delay fused munitions, and static ground tests. TA B-82 is located approximately 10 miles west of Eglin main base, reached via SR 189 and RRs 234, 239, and 250. It includes a fenced 4,000-foot by 6,000-foot submunitions target area, a fenced control area, and two cleared surveillance areas.
2.5. Missions requiring cinetheodolite coverage can be conducted concurrently on TA B-70 and TA B-75 with proper coordination of airspace and personnel. Each Contraves cinetheodolite site is linked with the TA B-75 range control center by a VHF radio network. The mobile communications van personnel coordinate with the TA B-75 range control center using VHF-FM transceivers. An air-to-ground UHF network is used to coordinate with mission aircraft.
Aircraft vectoring and control may be directed from the CCF (Appendix C9) or one of the radar sites (Appendix C1).
2.6. Due to airspace conflicts, TA B-71 and TA B-82 are not normally operated concurrently.
TA B-71 and TA B-82 are normally unmanned and TA B-75 personnel provide mission support IAW test directives. The Contraves cinetheodolite tracking stations on TA B-71 are used to provide aircraft TSPI coverage for TA B-82, TA B-70, and other test areas as required. TA B-70 Contraves cinetheodolite tracking station TS B-105 is normally utilized in support of TA B-82 missions requiring TSPI.
3.0 CAPABILITIES.

3.1. The Contractor shall operate and maintain TA B-70 and associated systems and equipment, including:
1. 3,000-foot by 6,000-foot grass grid for submunition testing.
2. Shallow Water Mine Test Pond (SWMTP) facility with one 300-foot by 600-foot test pond, one holding pond, and four pumps with associated equipment.
3. Contraves cinetheodolite tracking camera stations. (Appendix C8)
4. Mobile communications vehicles.
5. Theodolite range finders, bomblet scoring systems, and survey transits.
6. Sound level recording instrumentation including portable sound level meters and precision calibrators.
7. Various types of ground-to-air and ground-to-ground UHF and VHF radios.
8. Voice communications combined distribution frame.
9. Two-story control station and maintenance shop building (9300). This is currently being used by the Global Year-round Positioning Survey Instrumentation (GYPSI) program.
10. Buildings 9311 for range equipment storage.
3.2. The Contractor shall operate and maintain TA B-71 and associated systems and equipment, including:
1. Several special purpose target areas including a 2,000-foot by 4,500-foot asphalt-surfaced submunitions target area equipped with grid markers to facilitate impact point scoring.
2. Contraves cinetheodolite tracking camera stations. (Appendix C8)
3. Two-story control building (9615).
4. 20-foot by 40-foot storage building (9608).
5. Camera control station.
6. Control console.
7. Voice tape recorder.
8. Mobile communications vehicle.
9. Combined distribution frame.
10. Survey transit.
11. Communication racks.
12. Various types of ground-to-air and ground-to-ground UHF and VHF radios.
3.3. The Contractor shall operate and maintain TA B-75 and associated systems and equipment, including:
1. Concrete range control building (9400) and two storage buildings (9408, 9405).
2. An 80-foot by 100-foot fenced compound including a building (E151) and a Mogas pump station.
3. Contraves Cinetheodolite tracking camera stations. (Appendix C8)
4. Gunnery range with both stationary and moving targets. (NOTE: Normally operated and maintained by the Alabama Army National Guard).
5. Control center intercom system with audio amplifier.
6. Voice magnetic tape recorder.
7. Various types of ground-to-air and ground-to-ground UHF and VHF radios.
8. Communications racks and associated equipment.
3.3.1 The Contractor will relinquish to the Alabama Army National Guard, the responsibility for all aspects of range operations and safety for TA B-75 during the weekends (1600 on Friday to 0600 the following Monday). Additionally, the Guard may assume responsibility during normal working hours on Fridays and Mondays on a non-interference basis thru

Page B9A-2 coordination with B-75 control. The Alabama Army National Guard conducts scheduled training on the range including:
1. Clearing the range.
2. Closing range gates.
3. Obtaining airspace clearance from the Range Operation Control Center
(ROCC/WOLFCALL).
4. Maintaining communications with the ROCC.
3.3.2. The Contractor will remain responsible for range operations and safety at all other times.
3.4. The Contractor shall operate and maintain TA B-82 and associated systems and equipment, including:
1. Fenced compound around building 9604 for storage.
2. Fenced 4,000-foot by 6,000-foot cleared drop zone with a 1,000-foot by 6,000-foot target area.
3. Combined distribution frame.
3.5. The Contractor shall provide mission support common to all test areas IAW tasks and test directives, including:
3.5.1. Fabrication, installation, and maintenance of temporary, fixed, and test targets (TT). These targets may include cloth gunnery/impact-point markings, wood/metal structures, or other expendable target structures.
3.5.2. Range surveillance and control, including closing range gates, installing portable barriers or manning control points during missions, and opening gates/barriers on primary roads when no missions are in progress.
3.5.3. Mission execution including:
1. Providing fixed and mobile range instrumentation/communication systems.
2. Assessing and recording target damage, assisting project personnel, and annotating mission data.
3. Providing communications including air-to-ground and ground-to-ground communications, aircraft vectoring, and aircraft drop point determination.
4. Launching ground-to-air rockets (including transporting the rocket launcher to the test site, loading, firing, and launcher storage).
5. Operating instrumentation installed on the test areas, mobile instrumentation temporarily located on the test areas, and specialized instrumentation as required for mission support. This support includes pre-mission and post-mission setup/teardown and instrumentation calibration/checkout, and operation in accordance with existing range operating procedures.
3.5.4. Post mission support typically includes munitions impact scoring, range control until cleared by EOD, equipment tear-down, and removal of range debris.
3.6. The Contractor shall provide mission support for TA B-70, IAW test and task directives, including:

3.6.1. Range control from Building 9400 on TA B-75 or other remote sites. Tests with large safety footprints are controlled from Building 9615 on TA B-71. During missions, the range controller shall maintain communication with the Range Operations Control Center (ROCC), instrumentation operators on the range, and test personnel.
3.6.2. Set-up, operation, and teardown of:
1. Fixed communications equipment at TA B-75 control or TA B-71 control (for large safety footprints).
2. Portable communications equipment on the range.
3. Specialized instrumentation unique to each test project.
4. Two fixed weather stations (reference Appendix C6).
3.7. The Contractor shall provide mission support for TA B-71, IAW test and task directives, including set-up, operation, and teardown of:
1. Fixed communications equipment.
2. Portable communications equipment.
3. Specialized instrumentation unique to each test project.
3.8. The Contractor shall provide mission support for TA B-75, IAW test and task directives, including set-up, operation, and teardown of:
1. Fixed communications equipment.
2. Portable communications equipment.
3. Specialized instrumentation unique to each test project.
3.9. The Contractor shall provide mission support for TA B-82, IAW test and task directives, including pre-mission set-up and post-mission teardown.
3.10. The contractor shall maintain and operate the vehicles identified in Table B9A-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
