APPENDIX C2
DESIGN AND DEVELOPMENT FACILITY (DDF)
1.0 PURPOSE. The purpose of the DDF is to provide unique instrumentation, not available commercially, that is needed for the success of developmental and operational testing of air armament and C2I systems.

2.1. The DDF is located on Eglin main base and is operated by the 46
GENERAL.

2.2. The DDF supports the armament development and C2I systems development program offices with specialized electronics involved in developmental and operational testing and in “proof-of-concept” developmental programs. Specific areas of development include airborne telemetry systems, GPS based Time-Space-Position-Information (TSPI) systems, avionics data bus monitoring and control, drone and remote controlled target control systems, RF data links, and data acquisition systems. These programs include all aspects of the development— systems engineering; circuit design; procurement; fabrication; documentation; configuration management; laboratory and installed system testing; initial operation and training.
Test Support Squadron (46 TSS). The DDF is primarily a Government operated facility with specialized support from the Contractor. The DDF support will be part of an integrated, co-located, Government and contractor team. Significant workload variations can occur due to high priority or high emphases efforts with short lead times. Interim operational support of newly developed systems may require quick-reaction mission support capability to other DoD Test ranges and commercial sites.
2.3. The DDF is responsible for the operations and maintenance of three GPS based TSPI systems, the Advanced Range Data System (ARDS) and ARDS Lite, Airborne Carrier Phase
TSPI (ACAPT).
2.4. The DDF supports Tyndall AFB and the Aerial Targets Program Office in the technical operations and maintenance of Gulf Range Drone Control System (GRDCS) when requested.
2.5. The DDF is involved in 15 to 20 instrumentation development programs at any one time.
A program can last from one month to five years. In addition, typically one weapon concept development program per year is underway.
3.0
3.1. The Contractor shall operate and maintain the GPS systems, including:
CAPABILITIES.
3.1.1. The Advanced Range Data System (ARDS), including:
1. Eight ARDS ground stations located at TSs A-20, B-1, D-3, D-1B, Control Tower (building 2300), Field 1, and building 380 (CCF). These ground stations include an Enhanced Ground Station (EGS), antenna, battery backup power and a high-speed communications line interface.
2. Three ARDS-Lite portable and four fixed ground stations located at building 380 (CCF), B1, Field 1, A-20 and 43 additional participant units.

3. ARDS Operational Level Test Sets located in building 22. The systems are used in the checkout of ARDS data link transponders.
3.1.2. The Airborne Carrier Phase TSPI (ACAPT) including: GPS differential reference receiver systems and data recording equipment located at building 22 and TA B-75. Data are collected from these reference receivers and from airborne GPS receivers after each mission for post processing.
3.1.3. The Contractor shall maintain Gulf Range Drone Control System (GRDCS) components as required by tasking. The components include data link systems, control consoles, ground stations and test sets.
3.2. The Contractor shall provide surge assembly/fabrication support for the DDF’s 15 to 20 development projects per year. (Nominal level of support is 3,000 hours per year.) Assembly of high density printed circuit boards, cable harnesses, and electronic packages for airborne and ground applications expertise is required. Certification in high reliability soldering is required.
3.3. In addition to the above support requirements, the Contractor shall provide dedicated specialized staffing to meet the DDF’s unique technical requirements as follows:
3.3.1. One full time equivalent (FTE) of Mechanical Field Engineering support to provide mechanical systems design and fabrication of assemblies for land, sea and airborne vehicles.
Provide documentation of all designed instrumentation packages and mounting fixtures.
Expertise in SolidWorks and AutoCAD is required. Provide a limited amount of machine work, lathe, milling machine, etc., to prototype equipment fixtures and enclosures.
3.3.2. Four FTEs of Electronic Field Engineering support with extensive knowledge of electronic system fabrication, integration, and installation of complex instrumentation systems associated with the DDF’s mission. Advanced technical knowledge is required to solve unusually complex problems associated with the development and integration of unique (one-of-a-kind) electronic systems that typically cannot be solved solely by referencing manufacturers' manuals or similar documents.
