APPENDIX F2D

GUN AND AMMUNITION TEST FACILITY, TA C-64

1.0 PURPOSE. The purpose of TA C-64 is to conduct a variety of gun and ammunition and warhead and bomb static tests, including:

1.1. Depleted uranium (DU) ammunition tests.

1.2. Static detonation tests of large bombs and warheads for hazard classification purposes.

1.3. Lethality and vulnerability tests of all types of warheads and directed energy testing.

2.0 GENERAL.

2.1. TA C-64 is a general-purpose static test area located approximately 20 miles north of Eglin main base, reached via SRs 20 and 285 and RR 213. Its location minimizes conflict with airborne testing and air traffic.

2.2. Gun and ammunition tests. TA C-64 is equipped to conduct DU firings from high rate Gatling-type weapons to single round Mann-type barrels (up to 40 mm). Hydraulic power and 400 Hz electrical power are provided in the gun bays to accommodate aircraft-type weapons.

The data system is microcomputer-controlled and measures parameters such as rate of fire, projectile yaw, gun start/stop times, torque, temperature, and hydraulic pressure and flow. The data system provides quick-look on-site data in engineering units.

2.3. Static tests. TA C-64 includes facilities for hazard classification testing of large (up to 3,000 pounds) bombs and high explosive (HE) warheads. Typical missions include:

2.3.1. Fast cook-off tests on HE munitions to provide information for suppression of fires in aircraft loaded with various types of HE stores. These tests include suspending the test item over open flames and recording the item temperature, time to reaction, and type of reaction.

2.3.2. Drop tests to provide information on function of impact fuzes, munitions container structural integrity, and HE sensitivity.

2.3.3. Bullet impact tests to determine the sensitivity of HE munitions to impact of various calibers and types of bullets at various projectile velocities.

2.3.4. Sympathetic detonation tests to determine munitions’ susceptibility to nearby blast. Data includes munitions’ response, blast pressure, and item dispersion.

2.3.5. Booster efficiency tests to determine the optimum detonators and boosters for specific high explosive munitions.

2.3.6. Slow cook-off tests to determine munitions’ susceptibility to temperature rises.

2.4. General mission support. In addition to the above, TA C-64 includes numerous capabilities of both general and specific nature for day-to-day mission support requirements.

Periodically all material must be removed from the target butts and screened for recovery of

Nuclear Regulatory Commission (NRC) source controlled material. Additionally, all contaminated sand from the target butts must be periodically removed and packaged for disposal. To accomplish these tasks, an all-terrain forklift/front-end loader may be utilized. An explosive loading room is provided to accommodate ammunition downloading, and conditioning chambers are provided for temperature conditioning of ammunition. An additional loading room is provided down range allowing a larger explosive limit as well as simultaneous loading and conditioning operations. Due to the facility's remote location, shop facilities are provided for a variety of fabrication and repair functions.

3.0 CAPABILITIES.

3.1. The contractor shall operate and maintain TA C-64 systems and associated equipment, including:

3.1.1. Control room from which all mission control functions are accomplished, a small machine shop, and three gun bays capable of accepting single round barrels, automatic guns, and small arms. (building 9566)

3.1.2. Vehicle parking area (9567).

3.1.3. A fenced Radiation Control Area (RCA) with two total containment-type target butts and a radiation decontamination facility.

3.1.4. One 50-foot steel drop tower

3.1.5. Two revetted detonation areas equipped with hardened camera bunkers.

3.1.6. A fenced compound enclosing a storage building (9565).

3.1.7. A fenced compound enclosing a machine/welding shop building (9568).

3.1.8. One storage igloo (9570). (Building custodian responsibilities only.)

3.1.9. A 125 meter HE and Training Projectile (TP) Gun Range, consisting of one gun bay and one gun butt

3.1.10. A warhead lethality and vulnerability test area that consists of 40 mm to 120 mm gun systems (operate only).

3.1.11. One munitions build-up facility and associated equipment. (E231)

3.1.12. One aircraft test pad.

3.1.13. One X-Y scoring system for projectile dispersion. System includes three target area transducer frames, and one acoustic coupler system including coupler/amplifiers and a power supply packaged in a weather-resistant housing.

3.1.14. One CCTV system including a videocassette recorder, cameras with integrated positioning system, video splitter, position controller, monitors, and signal modulators.

3.1.16. One ballistic velocity system with container.

3.1.17. Two digitizers.

3.1.18. One ballistics pressure transducer calibrator system including a high-pressure hydraulic ram, two digital voltmeters, charge amplifiers, associated cabling, calibration standards, and operational transducers.

3.1.19. One rolling paper target system.

3.1.20. One Gun Range Instrumentation, Mobile (GRIM) data system including:

1. One data acquisition/processing system including a waveform recorder/analyzer, monitor, keyboard and printer.

2. One PA system including an amplifier, speakers, tone generator, and microphone.

3. One gun firing control panel.

4. One firing power supply.

5. Signal-conditioning units.

6. Voltage mode amplifiers and dual mode amplifiers.

7. One portable dehumidifier unit.

8. One uninterruptible power supply (UPS).

9. One twenty-four-foot enclosed trailer equipped with AC power, equipment racks, floor storage bins, overhead cabinets, workbench, equipment desks, and a roof platform.

10. One base radio station and handheld radios.

3.1.21. Temperature conditioning chambers for ammunition up to 40 mm.

3.1.22. Specialized test support equipment including:

1. Various signal controllers, various sensing units including hydraulic flow and pressure sensors, blast transducers, magnetic pickup sensors, and patch panels.

2. One bore sight system.

3. Assorted gun mounts for 0.50 caliber and 20, 25, and 30 mm weapon systems.

4. One 150kV flash X-ray system, one 450kV flash X-ray system, one 1MeV flash X-ray system, and one film processing system. (reduced maintenance, Category B)

5. Two high-pressure hydraulic systems with associated controls and instrumentation.

6. 4x6 utility vehicle

3.1.23. General test support equipment including:

1. One five-bay console with associated mission control panels.

2. Weapons Firing Control System

3. Two radio remote firing systems.

4. One PA system.

5. One 28-VDC power supply.

6. One 60 to 400 Hz inverter.

7. One portable air compressor.

8. One combined distribution frame.

9. Timed firing systems including control units, remote firing modules, and two time-delay units.

3.1.24. Machine shop equipment including:

1. Lathe.

2. Drill press.

3. Band saw.

4. Cut off saw.

5. Hydraulic press.

6. Shear.

7. Brake.

8. Welders.

9. Plasma cutter.

10. Various hand power tools.

11. Machine tool accessories and tools.

3.1.25. Radiation control and monitoring system including:

1. One decontamination center including a shower, washer, dryer, water heater, and personal protection equipment storage.

2. Two high-efficiency particulate air filtration systems on the target butts.

3. Radiation monitoring and sampling equipment.

3.2. The Contractor shall conduct TA C-64 missions IAW tasks and test directives.

3.3. Simultaneous operation requirements for gun facilities are included in Appendix F2A and PWS paragraph 1.7.

3.4. The contractor shall maintain and operate the vehicles identified in Table F2D-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
