1 DESCRIPTION OF SERVICES.

The Contractor’s mission is to provide operation and maintenance (O&M) of the Eglin test and training areas and technical facilities, test and training mission support, engineering support for range system design/modification/range configuration, and range support services required to accomplish authorized range activities. The mission oriented capabilities of the Eglin Test and Training Complex (ETTC) are provided by general purpose sites/systems, the Armament Systems Test and Training Environment Land Range Test Complex, Multi-Spectral Test and Training Environment (MSTTE), Eglin Gulf Test Range, ground test facilities and various miscellaneous range support instrumentation systems. Test and training activities are not limited to Eglin AFB (EAFB) and may include efforts at other locations both inside and outside the continental United States. The following paragraphs define the performance requirements for this contract. Detailed technical requirements are included in the attached Technical Requirements Document (TRD) along with a description of the many resources and capabilities of the Eglin Test and Training Complex.

1.1 Test and Training Mission Support.

The Government requires engineering and technical services in support of the research and development, test and evaluation, and training missions. The management and technical support of these missions include planning, provisioning, execution, analysis, and reporting.

Workload can vary significantly among test and training programs because they range widely in type, size, and complexity. Normal range operating hours are 0700 to 1500 during normal duty days, however, missions are routinely scheduled outside these hours.

1.1.1 Planning.

The Contractor shall work closely with Government project managers during planning and execution of all test and training projects. The Government project manager is the primary customer interface on all programmatic issues (schedule commitments, financial planning and commitment, status reporting, etc.). The Contractor shall keep the Government project manager fully informed of any project issues. The Contractor shall assist the Government in conducting detailed planning to ensure successful execution of all test and training missions, including:

1.1.1.1 Reviewing a customer’s initial needs and interests to determine project feasibility, identify requirements, and recommend actions to achieve customer objectives. The Contractor shall assist with determining the most effective and efficient approach to execute the proposed test or training effort. The Contractor shall ensure compliance with JTR requirements, to include the requirements stated in this contract, Part I, Section H, Subsection EGLIN-H012 TRAVEL (OCT 2004), paragraphs 4 and 5.

1.1.1.2 Coordinating customer requirements with resource availability and capabilities.

1.1.1.3 Reviewing test methods to determine executability.

1.1.1.4 Determining instrumentation and control requirements.

1.1.1.5 Assessing data acquisition and processing methods, data quality requirements, and test data analysis needs.

1.1.1.6 Assisting with development of executable cost and schedule estimates to help satisfy customer expectations and avoid unexpected cost and schedule variances.

1.1.1.7 Defining requirements for test article and target buildup, installation, modification, and removal.

1.1.2 Scheduling.

The Contractor shall effectively and efficiently coordinate and schedule all Eglin range resources and airspace IAW EAFBI 13-204, Mission Scheduling and Control, to produce the 96 TW Daily Operations Order and the Daily Aircraft Operational/Mission/Ground Support Requirements Report. The Contractor shall process all mission requests submitted through the Center Scheduling Enterprise (CSE) and produce daily mission schedules that optimize and balance the use of all range resources based on established priorities, safety requirements, and resource availability. The Contractor shall conduct all required mission coordination, accomplish resource de-confliction, and provide notifications necessary to mission requesters and support agencies to ensure appropriate support is available for all scheduled missions to meet Government objectives. 1.1.2.1 The Contractor shall operate the Eglin Range Operations Control Center (ROCC) 24 hours per day to conduct the real-time coordination required to safely and efficiently execute the AAC Operations Order without any major incident occurring. A major incident is any break in communications or failure to apply ROCC procedures that results in a safety mishap, while a minor incident is one that does not result in a safety mishap but was disruptive to mission execution. The ROCC shall exercise positive access control to the Eglin Range Complex IAW AACI 13-205, Eglin Reservation Access Procedures. In addition, the Contractor shall operate the ROCC to function as the 46th Test Wing Unit Control Center. The ROCC shall implement procedures for wing alerting and emergency actions IAW 46 TW Instruction (46 TWI) 10-201, 46 TW Alerting and Emergency Actions.

1.1.2.2 The Contractor shall manage the scheduling, coordination, and follow-up reporting of the land test area maintenance program, monitor the conditions of all land test areas, and administer a monthly range maintenance and cleanup schedule to ensure continued test area functionality of the Eglin Range Complex. The monthly range maintenance schedule shall be IAW AACI 13-206, Maintenance of Land Test Areas, paragraph 3.4. (OT-96-39623)

1.1.2.3 The Contractor shall schedule all planned system outages and report all unplanned system outages, using the CSE.

1.1.2.4

1.1.3 Execution.

The Contractor shall support the conduct of test and training missions IAW tasks and test directives, including:

1.1.3.1 Providing services and technical expertise for site preparation, resource deployment, on-site integration, checkout, and configuration to achieve operational ready status. The Contractor shall install, wire, plumb, and otherwise interconnect instrumentation systems, subsystems and components with related test articles and testing devices IAW specifications, drawings and associated lists, and test plans.

1.1.3.2 Ensuring availability of equipment and resources required to successfully conduct requested test and training missions.

1.1.3.3 Ensuring security of test areas, preventing access by unauthorized personnel. The Contractor shall provide range surveillance and control, including closing range gates, installing portable barriers or manning control points during missions, and opening gates and removing barriers on roads when no missions are in progress.

1.1.3.4 Conducting test and training missions at the direction of the responsible Government project manager IAW tasks and test directives.

1.1.3.5 Operating installed, mobile, and specialized equipment and instrumentation as required for mission support. The Contractor shall collect and record data as specified in test plans or tasks. The Contractor shall check and verify all data and identify measurement and data uncertainties before submitting to the Government.

1.1.3.6 Providing post-mission support including delivery of test data, tear-down of equipment and instrumentation, and removal of range debris. The Contractor shall report any mission failures, problems, or discrepancies. (OT-96-39619, DI-MCCR-80700)

1.2 General Support Services.

These general support services cover the basic requirements for safe, effective, and efficient operations necessary under an operations and maintenance contract. Additionally, this section provides for Government insight into financial and safety processes. (DI-MCCR-80700)

1.2.1 Logistics.

The Contractor shall purchase, account for, and manage supplies, equipment, and services for all authorized test/training O&M support. The Contractor shall establish and operate a logistics management program that provides:

1.2.1.1 Property Management Plan. (DI-MCCR-80700)

1.2.1.2 An effective interface with:

1.2.1.2.1 Base Supply System.

1.2.1.2.2 Contractor Operated Civil Engineering Supply Store.

1.2.1.2.3 Defense Reutilization & Marketing Office.

1.2.1.2.4 Instrumentation Radar Support Program.

1.2.1.3 Coordination with the Range Group’s O&M Contract Management Flight, 96 TSSQ/RNXC, on all requisitions for equipment items, machinery, tools, vehicles, and furniture.

1.2.1.4 Temporary storage at Government furnished facilities, loading, unloading, transporting, and handling of test items, instrumentation, targets, and related support items.

1.2.1.5 Warehousing at Government furnished facilities, and supply activities to maintain and manage material required to support the O&M effort including office furnishings for mission support.

1.2.1.6 A Test, Measurement, and Diagnostic Equipment (TMDE) management program that implements the scope and intent of Technical Order (T.O.) 00-20-14-WA-1, Air Force (AF)

Metrology and Calibration Program, and includes procedures to maintain and update a Contractor generated Table of Allowance for TMDE. Changes to the TMDE shall be approved by 96 TSSQ/RNXC. The Contractor shall identify TMDE to the Test, Measurement, and Diagnostic Equipment Laboratory the number and type of items requiring support.

1.2.1.7 Fuel support to missions and routine O&M of the Eglin Range, from service points located at the specified sites around the Eglin Reservation and from fuel service trailers. The Contractor shall operate and maintain the following fuel sites:

1.2.1.7.1 Gasoline – Test Area (TA) B-70, TA B-75, Test Site (TS) C-1, TA C-52A, TA C-74, TA C-80W, TS D-3, Building (Bldg) 444, and Bldg 536.

1.2.1.7.2 Diesel Fuel -- TA C-80W, TS C-1, TA C-74, Bldg 444, and Bldg 536.

1.2.1.8 Establish, implement and manage a comprehensive tool control system in accordance with best commercial practices.

1.2.2 Safety.

The Contractor shall establish, document, and enforce a safety program applicable to all functions and facilities pertinent to this Performance Work Statement (PWS). The program shall comply with safety requirements contained in all applicable Occupational Safety and Health Administration (OSHA) Standards, Department of Defense (DoD) Manuals, Air Force Instructions, Standards, and Manuals and AAC Instructions and Policy, and safety requirements contained in the current US Army Corps of Engineers Safety and Health Requirements Manual EM 385-1-1. Additionally, the safety program shall provide for:

1.2.2.1 Notification as soon as practical to the 96 Test Wing Safety Office (96 TW/SE)of reportable incidents and mishaps that cause injury or property damage.

1.2.2.2 Prompt notification and reporting to the AAC Safety Office for all mishaps resulting in USAF property damage or personal injury reportable under AFI 91-204, Safety Investigations and Reports, Chapter 5. (OT-96-39616)

1.2.2.3 Specific operating instructions and checklists approved by the 96 TW Safety Office (96 TW/SE) prior to conduct of hazardous operations. The Contractor shall provide written operating instructions and check lists, approved by the Base Radiation Safety Officer (BRSO), prior to commencing operations that involve the use of radiation devices and radioactive materials.

1.2.2.4 Reproduction of range safety charts IAW instructions provided by the96 TW Safety Office (96 TW/SE).

1.2.2.5 Controlled access at all test areas where hazardous operations may be performed.

1.2.2.6 Documented safety training for Contractor employees on a continuing basis.

1.2.2.7 Assistance to Mishap Investigation Boards/Teams, as required.

1.2.2.8 Support to the Eglin Bird Aircraft Strike Hazard program by observing bird activity during pre-mission setup and during aircraft supported missions and reporting bird activity to the

Page PWS-5 range controller. The range controller shall report bird activity to aircrews or the 96 TW Supervisor of Flying.

1.2.2.9 Only properly trained and licensed personnel to operate Government furnished vehicles IAW Air Force Instruction (AFI) 24-301, paragraph 8.10., Vehicle Operations, Air Force Joint Manual (AFJMAN) 24-306, Manual for the Wheeled Vehicle Driver.

1.2.2.10 The safe execution of missions on the ETTC ranges by performance of the range surveillance and control function. The General Manager of the O&M contract is designated the responsible individual to provide required training and certification of range controllers IAW the following definitions:

1.2.2.10.1 Range Control Officer (RCO) - The test area O&M contractor individual responsible for safe range operations on ETTC ranges particularly for air-to-ground test and training missions. The RCO is assigned by O&M Contractor management to direct missions on the test area via voice communications with mission principals. An RCO must be qualified IAW AFI 13- 212, Volume 1 and AACI 11-201. The RCO is the appropriate authority for expenditure of ordnance on the range.

1.2.2.10.2 Test Area Controller (TAC) - The test area O&M contractor individual responsible for safe range operations on ETTC ranges for all missions except for air-to-ground test and training missions. The TAC is assigned by O&M Contractor management to direct missions on the test area via voice communications with mission principals. The TAC must be qualified IAW AFI 13- 212, Volume 1 and AACI 11-201 except for meeting the requirements of controlling air-to-ground ordnance delivery.

1.2.3 Occupational Health.

The Contractor shall establish, document and enforce an occupational health and medical program consisting of occupational medicine, industrial hygiene, and environmental health elements to ensure the occupational health of the work force meets the requirements of the OSHA, Environmental Protection Agency (EPA), and Nuclear Regulatory Commission (NRC), as well as applicable state equivalents. The Contractor shall comply with all provisions of Eglin’s USAF radioactive materials permits. The Contractor shall follow applicable portions of AACIs, including, AACI 48-103, Ionizing Radiation Control Program, and AACI 48-102, Non-ionizing Radiation Control Program. The program shall include: (DI-MGMT-80555)

1.2.3.1 Assessing the physical compatibility of individuals with the work and provide for:

1.2.3.1.1 Placement, periodic, and termination examinations.

1.2.3.1.2 Fetal protection evaluation.

1.2.3.1.3 Respiratory protection program.

1.2.3.1.4 Radiological monitoring in conjunction with USAF Master Materials License FL- 00497-02/00.

1.2.3.1.5 Bio-assays.

1.2.3.1.6 Special examinations for hazardous assignments.

1.2.3.1.7 Medical surveillance required by OSHA standards.

1.2.3.2 Training based on applicable OSHA standards, EPA and NRC regulations. General training shall include, but not be limited to, cardiopulmonary resuscitation and first aid.

1.2.3.3 Frequent, periodic comprehensive industrial hygiene surveys of all work places, operations, locations, and sites at which actual or potential hazards to health exist due to the nature and type of activities being conducted, the materials being used, or accidental release or spill of noxious and toxic compounds.

1.2.3.4 Participation in or conduct of investigations of medical incidents.

1.2.3.5 Protection of the health and well being of employees against the stresses and hazards of the work environment through training and education of employees and through surveillance of workplace environmental conditions to identify, evaluate, and control potential health hazards and stressful conditions.

1.2.3.6 Establishment of an ionizing and non-ionizing radiation program IAW OSHA standards, NRC regulations, and AACIs 48-102 and 48-103. The Contractor shall appoint, in writing, a unit Radiation Safety Officer and Laser Safety Officer for Contractor operations. The Contractor shall coordinate with the Base Radiation Safety Officer (BRSO) all Contractor activities covered by the USAF Radioactive Material Permit. The Contractor shall ensure equipment involving ionizing and non-ionizing radiation sources undergoes initial hazard evaluation by the BRSO.

The Contractor shall perform required surveillance monitoring for such equipment IAW applicable regulation standards. The Contractor shall conduct radiological monitoring IAW USAF Radioactive Material Permits. The Contractor shall ensure assigned personnel comply with urinalysis and other health tests as required by the radiological health officer.

1.2.3.7 Contractor reimbursement to the Government, at current rates, for emergency medical treatment IAW AFI 41-115, Authorized Health Care and Health Care Benefits in the Military Health Services System. Emergency medical care is defined as initial treatment for job incurred diseases or injuries.

1.2.4 Security.

The Contractor shall possess or obtain a facility clearance at the classification level of Top Secret prior to commencement of work.

1.2.4.1 The Contractor shall establish, document and enforce adequate procedures for the safeguarding of classified, sensitive and privacy information under the Contractor's control and shall protect Government provided facilities and equipment from loss, theft, or unauthorized use under normal and emergency conditions. Documented procedures shall at the minimum:

1.2.4.1.1 Comply with the provisions of the National Industrial Security Program Operating Manual, DoD Manual 5220.22-M, as supplemented and/or amended.

1.2.4.1.2 Comply with AFI 31-101/EAFB Plan 10-245, Installation Antiterrorism Plan; AFI 10- 245, Air Force Antiterrorism Standards; EAFB Comprehensive Emergency Management Plan (CEMP) 10-2; AFI 33-200, Information Assurance Management; AFI 33-201, Volume 2, Communications Security (COMSEC) User Requirements; AFI 33-201, Volume 4, Cryptographic Access Program; AFI 33-203, Volume 1, Emissions Security; AFSSI 7703

Communications Security: Protected Distribution System (PDS); and AFI 33-201, Volume 5, Controlled Cryptographic Items.

1.2.4.1.3 Provide for security and accountability of munitions items stored at TA C-74A, TA A- 24 STEM Facility, McKinley Climatic Laboratory, or any other approved facility IAW AFI 31-101, Integrated Defense, and Air Force Manual (AFMAN) 91-201, Explosives Safety Standards.

1.2.4.2 The Contractor shall provide armed and unarmed guard personnel. Uniformed guards generally provide access control, provide unarmed motorized roving patrols, and support ground movements of munitions IAW AFI 31-101, Integrated Defense, and AACI 31-101, Installation Security Instruction. Personnel performing armed guard duties shall have qualifications listed in and comply with AFI 36-2226, Combat Arms Training and Maintenance Program, AFI 31-207, Arming and Use of Force by Air Force Personnel, and AFI 36-2225, Security Forces Training & Standardization Evaluation Programs. Armed guard qualification and training certification shall be provided to the Commander, 96th Security Forces Squadron (96 SFS/CC), for authorization to carry firearms on EAFB and associated ranges. Additional details are provided in TRD B2A, B7, C3, and C11.

1.2.4.3 The Contractor shall ensure all employees requiring access to the installation, including main base and range areas, have obtained Common Access Cards (CACs) through the designated Trusted Agent in the 96TW96TW. Vehicles shall be operated in accordance with base traffic rules and regulations. The Government reserves the right to limit or deny installation accesses to any individual or company, as, at its sole discretion, it deems necessary.

The Contractor shall ensure employees turn in identification media when access has been restricted or employment terminated.

1.2.5 Test Wing Enterprise System Support.

The Contractor shall provide support to the Test Wing Enterprise System applications for various databases, reports, and cost tracking (reference PWS paragraph 1.2.7) necessary for the effective management of this contract. Required support includes data entry, data retrieval, report generation, and developing and maintaining software applications required for database management, data manipulation, and data analysis. Specific capabilities and data are described in TRD A1. The Contractor shall support Government requests for other-than-routine information or software application development. The Contractor shall also provide support to the Range Group applications for the various databases, reports, and task tracking. (DI-MISC-

1.2.6 Environmental Protection.

The Contractor shall establish, document, and enforce an environmental program to ensure compliance with all EPA, OSHA, federal, state, and local laws, rules, regulations, ordinances, and standards; Executive Orders; and DoD, Air Force, and EAFB or WPAFB instructions, plans, procedures, permits, and permitting processes in all aspects of their work. Additional details are provided in TRD A5. (OT-96-39618, DI-MCCR-80700)

1.2.7 Cost Tracking System.

The Contractor shall maintain an integrated financial system that will provide data on an accrual, cash, and Government appropriated basis for budgeting, general accounting, payroll accounting, cost accounting, cost estimating, unbilled items ordered, customer billing, workload planning, analysis and reporting, contract management, and contract vouchering. 1.2.7.1 Financial Data: The Contractor shall provide accurate and timely financial management data and reports consistent with Generally Accepted Accounting Principles. The Contractor shall provide system uploads using the JOCAS II format.

1.2.7.2 Financial Reports: The Contractor's reports shall consist of management reports that assist in the management of funds and the mission assigned to 96 TW. At a minimum, the reports should consist of the following:

1.2.7.2.1 Financial Timeliness: The Contractor shall maintain open on-line access to all financial data for authorized Government representatives; update reports on a daily basis; and, during the annual closeout period, provide updated reports as required to assist the Government in managing funds appropriated to AAC.

1.2.7.2.2 Financial Data Accuracy: The Contractor shall submit for approval to the Government the basis of all cost allocations and rate development.

1.2.8 Maintenance Management.

The Contractor shall ensure that Government Furnished Property is protected, serviceable, safely operable, and properly configured to meet mission needs. Additional information is available in TRD A-3. The Contractor shall establish, document and enforce a maintenance management program that as a minimum:

1.2.8.1 Provides an automated maintenance data collection system specifically oriented to the needs of the Government and Contractor management levels requiring the data. (DI-MCCR- 80700)

1.2.8.2 Provides equipment management control to monitor the transportation, location, and configuration status of equipment maintained and/or operated by the Contractor.

1.2.8.3 Prepares and distributes range operating instructions for range resources.

1.2.8.4 Prepares and distributes local Preventive Maintenance Instructions (PMI) for equipment of non-standard configuration and for equipment that does not have established Air Force work card sets. Schedules maintenance of all equipment IAW PMI or Air Force work card sets.

1.2.8.5 Provides O&M of vehicles of various types provided by 96th Logistics Readiness Squadron (96 LRS) Transportation Flight, Aerospace Ground Equipment (AGE) and grounds maintenance equipment items consistent with Air Force Policy and Standards, including but not limited to those listed in Appendix A-3 Paragraph 3.1.2.

1.2.8.5.1 Identifies and documents the assignment of a Vehicle Control Officer and Vehicle Control Officer Alternate responsible for the accomplishment of duties described in AFI 24-302, Vehicle Management Para 10.1.

1.2.8.5.2 Maintains records for the Government furnished Contractor vehicle fleet IAW AFI 24- 302, Vehicle Management. Utilizes Government furnished facilities for vehicle fleet maintenance. (DI-MCCR-80700)

1.2.8.5.3 Acquires parts and materials required for the maintenance and repair of the Government furnished Contractor vehicle fleet, and AGE.

1.2.8.6 Provides a corrosion control program for the Government furnished Contractor vehicle fleet IAW T.O. 36-1-191-WA-1, Technical & Managerial Reference for Motor Vehicle Maintenance, and AGE equipment IAW AFI 21-105, Equipment Structural Maintenance, Paragraph 2.3, and lawn maintenance equipment, and other miscellaneous items, including communications-electronics equipment. This corrosion control program will frequently support other Eglin organizations such as Navy Explosive Ordnance Disposal (EOD) School.

1.2.8.7 ProvidesDepot Level Maintenance and required support to perform ongoing depot level overhauls of equipment listed in Table A3-1 in the TRD.

1.2.8.8 Provides an Inspect and Repair as Necessary (IRAN) program required to support equipment listed in Table A3-2 of the TRD.

1.2.8.9 Provides procedures for storage, care, inspection, inventory, and maintenance of equipment in reduced maintenance levels as described in Table A3-3 in the TRD. (DI-MCCR- 80700)

1.2.9 Civil Engineering.

The Contractor shall establish and document a civil engineering program. Additional technical details are provided in TRD A4. The Contractor shall ensure this program: (DI-MISC-80215, OT-96-39626)

1.2.9.1 Identifies building managers responsible for the care, custody, and protection of assigned real property (reference paragraph 3) IAW Air Armament Center Instruction (AACI) 32- 1002, Building Manager’s Guide.

1.2.9.2 Provides an effective interface with 96th Civil Engineer Group (96 CEG).

1.2.9.3 Initiates an AF Form 332, Work Request, through the web CE Portal or O&M 332 when alteration, modification, new construction, or real property maintenance (routine maintenance and repair requirements beyond the capability of the Contractor or outside the scope of this contract) are required. In no case will the Contractor proceed with self-help alteration, modification, or new construction until approval is obtained from 96 TSSQ/RNXC for both self generated AF Forms 332 and those submitted by Government agencies for Contractor efforts.

1.2.9.4 Executes maintenance self-help initiatives to accomplish Government approved work.

1.2.9.5 Establishes an automated database of all maintenance and repair, emergency service calls, and complaint-call work including all AF Form 332, Work Requests. (DI-MCCR-80700)

1.2.9.6 Establishes a corrosion prevention and control program (AFI 32-1054, Corrosion Control) that provides corrosion control and inspection procedures for all sites for which the Contractor has maintenance responsibility.

1.2.9.7 Provides structural, electrical, plumbing and other maintenance necessary to accomplish Government approved self-help projects on Real Property.

1.2.9.8 Establishes a grounds maintenance activity to maintain a 30 foot wide wildfire fuel break perimeter around all assigned buildings.Vegetation within the fence line of assigned compounds shall be managed to a level to ensure safety, security and wildlife control.

1.2.9.9 Provides custodial services for facilities for which the Contractor has been assigned building manager responsibility. The following buildings and areas of buildings are exempt from this requirement:

1.2.9.9.1 Buildings 44, 410, and 430.

1.2.9.9.2 Office areas and restrooms of buildings 432, 434, 440, 453, 536, 604, 946, 954, 955, and 956.

1.2.9.9.3 Restrooms only in building 959.

1.2.9.9.4 6626 square feet of building 963.

1.2.9.9.5 Reference the WPAFB Host Tenant Agreement - Janitorial service is provided for lavatories, halls, and general “public” areas. WPAFB provides dumpsters for trash pickup.

1.2.9.10 Ensures that all work is performed IAW applicable building codes, including National Electric Code, AFI 32-1063, Electric Power Systems, AFI 32-1066, Backflow Prevention Program, AFI 32-1067, Water Systems, and AFI 32-7041 Water Quality Compliance.

1.3 Technical Support Services.

These services cover the specialized technical support services required for 96 TW to successfully accomplish its missions and day-to-day functions. The Contractor shall operate and/or maintain equipment and provide capability as described in the B series TRDs.

1.3.1 Range Unexploded Ordnance and Residue (RUXOR).

The Contractor shall manage and conduct Range Unexploded Ordnance and Residue (RUXOR) removal on the Eglin Complex IAW AACI 13-206 (Maintenance of Land Test Areas), paragraph 3.4 and AFI 13-212, Volumes I (Weapons Ranges), II (Weapons Range Management), and III (Hazard Methodology and Weapon Safety Footprints). This shall include the recovery, handling, and removal of RUXOR materials; certification and verification the material is free from explosives and radioactive contaminants; necessary demilitarization;

preparation of material for disposal or recycling; and submission of an annual report of types and quantities of materials removed. Additional details are located in TRD B1. (DI-MGMT- 80368)

1.3.2 Munitions Support.

1.3.2.1 Munitions Operations. The Contractor shall provide qualified personnel for support of munitions operations. The Contractor shall handle, modify, assemble, checkout, disassemble, arm, fire, receive, check for damage, load, down-load, and deliver munitions items, ammunition, or related equipment IAW Test Directives and approved procedures. This function must operate in concert with DoD EOD personnel and weapons safety personnel to ensure compliance with applicable regulations, instructions, etc. Additional details, including the relative responsibilities

1.3.2.2 Munitions Analysis Facility. The Contractor shall analyze the internal condition of munitions items by nondestructive (X-ray) or destructive (sectioning) test techniques. Additional details are located in TRD B2B.

1.3.3 Ground Mobile Asset Support Team (GMAST).

The Contractor shall provide O&M support for a large fleet of foreign systems, both operational and non-operational, at the Western Test Range (WTR). GMAST support shall include providing maintenance, maintenance management, tactically correct operations, repair, modification, status tracking, acquisition, security during transportation, exploitation, environmental procedures, and deployments to support testing, training, and related activities.

1.3.4 Engineering Support.

The Contractor shall provide an engineering support pool consisting of electronic, mechanical, network and software engineers. This support shall be flexible and fully responsive to changing requirements. Additionally, the Contractor shall provide a separate level-of-effort engineering support to the range sites. Further information on the engineering support pool and the range site level-of-effort is available in TRD B4. (DI-MCCR-80700)

1.3.5 Range Support.

The Contractor shall provide fabrication, installation, drafting, surveying, scoring, craft, and documentation support to plan, supplement, delete, update, prepare, modify, or otherwise change the capability of the Eglin test environment, including alteration of facilities for instrumentation or test items. The Contractor shall provide range control and safety, including closing and opening of range and surveillance of range during mission conduct. Range support must be adaptable to significant variations in workload due to high priority, or high emphasis efforts with short lead times. Additional details, including historical workload distribution and skill mix, are provided in TRD B5. Note: For real property, requirements in paragraph 1.2.9 also apply.

1.3.6 Mobile Target Support (MTS).

The Contractor shall provide O&M support for a large fleet of domestic and foreign systems, both operational and non-operational. Mobile Target Support (MTS) shall include maintenance, maintenance management, tactically correct operations, repair, modification, status tracking, acquisition, security during transportation, exploitation, environmental procedures and deployments to support testing, training, and related activities. Additional details are located in

1.3.7 Remote Control Targets (RCT).

The Contractor shall operate and maintain the remote control target systems, including vehicle time-space-position information systems at EAFB or at deployed locations in support of test and training missions, as well as in support of specialized tasks such as range clearing in hazardous areas. The Contractor shall operate systems simultaneously at different locations, including water ranges. Additional details are located in TRD B8.

1.3.8 Open Air Ranges.

The Contractor shall operate and maintain the Open Air Ranges to support testing, training, and related activities. The Open Air Range and test areas are described in TRD B9. Support shall include maintenance of range specific systems, range infrastructure, range security and safety, pre-mission support, mission support, and post-mission support as described in the TRD B9 series.

1.3.9 Reserved.

1.3.10 Marine Operations.

The Contractor shall support marine testing operations utilizing Eglin’s water ranges in the Gulf of Mexico and adjacent inland waters. The Contractor shall operate and maintain all seaborne targets, support vessels, instrumentation platforms, and associated equipment and systems.

Additional information is available in TRD B7 and TRD B11.

1.3.11 Range Information Grid (RIG).

The Range Information Grid (RIG) consists of communications, Range Instrumentation and Control Systems (RICS), and information technology systems. The Contractor shall operate and maintain the range communications systems. This includes providing a mobile communications capability for mission support at areas/sites where fixed communications are not available. The Contractor shall manage and operate an Air Force Contractor Communications Security (COMSEC) account and an Air Force Electronic Key Management System, and conduct Emissions Security reviews. The Contractor shall plan, design, test, integrate, and conduct configuration management and systems administration, and provide O&M support for Information Technology Automated Data Processing Equipment and for RICS hardware and software. This includes the range local area network system and stand-alone computers at facilities and sites. Additionally, the Contractor shall identify, document, and track radio frequency spectrum allocation issues. Additional information is available in TRD B12.

1.3.12 Eglin Test and Training Complex (ETTC) US Army Training Range (USATR).

The contractor shall operate and maintain the ETTC 7th SFG (A) USATR in accordance with Army Regulation (AR) 385-63, AR 350-19, and EAFBI 13-212, perform range maintenance and operational clearance (clearing soldiers on and off ranges), real-time footprint control, automated target operation and maintenance, and Range Facility Management Support System (RFMSS) maintenance in accordance with AR 385-63 and AR 350-19. The contractor shall provide USATR operations support 16 hours per day 5 days a week as scheduled in RFMSS and CSE. The contractor shall provide 24 hour USATR operations support for up to 10 days per month when provided a 2 week notice through RFMSS. Non-scheduled occurrences of extended hours shall count toward the 10 days/month of 24 hour USATR operations support.

1.4 Range Instrumentation Systems.

These instrumentation systems provide the capability to conduct and control missions and to collect and relay data necessary for successful test and training activities. The Contractor shall operate and/or maintain equipment, provide capability as described in the C series TRDs, and coordinate with other support activities. Additionally, where applicable, the individual TRD describes required data formats.

1.4.1 Instrumentation Radars.

The Contractor shall operate and maintain instrumentation radars. This includes all associated subsystems and related ancillary equipment as specified in TRD C1.

1.4.2 Design and Development Facility.

The Contractor shall operate and maintain Advance Range Data System ground stations, Airborne Carrier-Phased Time Space Position Information differential Global Positioning Systems, Gulf Range Drone Control System data link systems, and all other ancillary/support equipment required. Additionally, the Contractor shall provide support for the design, development, integration, installation, and interim operation of instrumentation used in armament testing and development of new concept weapons. Specific system capabilities and mission data requirements are described in TRD C2.

1.4.3 Multi-Spectral Test and Training Environment (MSTTE).

The Contractor shall operate and maintain threat radar systems, threat simulators and signal sources, threat hybrid systems located at various Eglin test areas. These include US and foreign manufactured systems. In addition, the Contractor shall operate and maintain the Electronic Systems Test Facility at the TA A-73 complex. The Contractor shall site, install, and set up permanent and transient systems, integrate equipment and systems into a test facility, and schedule radiation periods. Additional information is located in TRD C3.

1.4.4 Frequency Control and Analysis (FCA).

The Contractor shall operate and maintain frequency control and analysis (FCA) equipment, associated instrumentation, and communications equipment located at fixed sites, TS A-6 and TS D-3, and installed in a mobile vehicle. The Contractor shall provide mission data services or packages as specified in the TRD. For additional information, see TRD C4. (OT-96-39622)

1.4.5 Telemetry (TM).

The Contractor shall operate and maintain the auto track antenna systems, associated recording/display and miscellaneous equipment at the primary telemetry locations TS B-4A, TS B-4B, and TS D-3 and the secondary telemetry locations at Flightline TM Facility and Santa Rosa Island Tower at TS A-13B. The Contractor shall also operate and maintain the mobile telemetry van. The Contractor shall provide mission data services or packages as specified in the TRD. For additional information, see TRD C5.

1.4.6 Electro-Optical Evaluation Complex.

The Contractor shall operate and maintain the Electro-Optical Evaluation Complex (EOEC) that consists of both fixed and mobile assets that provide range support of laser, infrared (IR) and millimeter wave tests. The Contractor shall calibrate and repair IR signature simulation kits and meteorological equipment, and to support test mission checkout and operation in accordance with test direction. The Contractor shall test, adjust, troubleshoot, calibrate, and repair electro-optical and associated instrumentation. The Contractor shall also provide support to Government personnel during test item checkout, STV set-up, teardown, calibration, troubleshooting, and operation for mission support. Additional details are located in TRD C6.

1.4.7 Central Video Facility.

The Contractor shall operate and maintain video and film cameras to record imagery in support of test missions and data analysis operations. The Contractor shall operate mobile closed circuit television (CCTV) systems including mobile vans, CCTV cameras and associated support

Page PWS-14 equipment, and specialized high speed film cameras. Support provided will utilize standard 30fps video cameras, high speed digital video cameras and film cameras capable of operating up to 2000 fps and includes normal shop maintenance, repair of TV equipment and video recorders; repair of film cameras; temporary storage in Bldg 963 for classified media; and pickup and delivery services for media between Bldg 963 and Bldgs 380 and 55. Additional details are located in TRD C7.

1.4.8 Photo-Optics.

The Contractor shall operate and maintain optical tracking instruments, cinetheodolites, and other related equipment, and provide support for the data requirements of the test mission. The Contractor shall perform equipment checkout and acceptance tests on Government-owned photo-optic and associated equipment. Additionally, the Contractor shall maintain all Sequential Electronic Systems, cinetheodolite shaft angle encoders and support equipment at all times.

This maintenance will include manufacturer-level repair, hardware analysis, and testing services. Additional details are located in TRD C8. (OT-96-39617)

1.4.9 Central Control Facility.

The Contractor shall operate and maintain systems, maintain systems only, and provide support services for test, training, and related mission activities in the Central Control Facility and Classified Computing Center at Bldg 380, EAFB. Additional details are located in TRD C9.

1.4.10 Range Timing and Data Relay Facility (RTDRF).

The Contractor shall operate and maintain the Range Timing and Data Relay Facility (RTDRF).

The RTDRF provides accurate Interrange Instrumentation Group (IRIG) B time code for mission data correlation and time displays at sites that cannot generate accurate IRIG B code; provides remote operation using the control function portions of the IRIG B word; and retransmits Range Slaving System data. Additional details are located in TRD C10.

1.4.11 Test Sites D-3/D-3A.

The Contractor shall operate and maintain the two AN/FPS-16 radars (reference 1.4.1), three telemetry auto tracking antenna systems and associated subsystems (reference 1.4.5), one subset of fixed FCA equipment (reference 1.4.4), the UHF command guidance system (reference 1.4.13), and miscellaneous support and communications equipment. Due to its unique location, TS D-3 operates as a stand-alone facility that requires all systems to be operated simultaneously. Additionally the Contractor shall operate and maintain temporary staging and operating capabilities of TS D-3A. For additional information see TRD C11.

1.4.12 Santa Rosa Island (SRI) Test Instrumentation Sites.

The Contractor shall operate and maintain the instrumentation and test support capabilities at the Santa Rosa Island sites . The Contractor shall support test and training missions utilizing SRI sites. For additional information see TRD C12.

1.4.13 UHF Command Guidance Systems.

The Contractor shall operate and maintain the UHF Command Guidance Systems at fixed sites TS A-3 and TS D-3, the mobile system and associated subsystems. For additional information see TRD C13.

1.4.14 Global Year-round Positioning Survey Instrumentation (GYPSI).

The Contractor shall operate and maintain the Global Year-round Positioning Survey Instrumentation (GYPSI) manned target positioning and control system. The Contractor shall operate systems simultaneously at different locations, including ranges outside the Eglin Test and Training Complex. Additional details are located in TRD C14.

1.4.15 Missile Warning and Defense System Operations (MWDSO).

The Contractor shall operate and maintain MWDSO equipment. The Contractor shall support test operations on the Eglin range and remote TDY locations. The Contractor shall conduct tests and collect data IAW test directives and tasks. Additional details are provided in TRD C15.

1.5 Stimulation Facilities.

The primary function of these facilities is to stimulate smart weapons or instrumentation, via simulation or real materiel, to collect data on weapon fly-out, engagement, seeker/sensor performance, and to characterize target signatures.

1.5.1 Guided Weapons Evaluation Facility (GWEF).

The Contractor shall provide Guided Weapons Evaluation Facility (GWEF) support to evaluate weapon seekers and sensors. The Contractor shall provide procurement support, computer operations support, facility technician support, fabrication of complex test fixtures, technical support to provide assembly and construction of standard and custom equipment. Details on these requirements are found in TRD D1. Additionally, TRD D1 describes a labor-year-equivalent level of staffing to meet the GWEF’s unique technical requirements. This manning shall be devoted to the GWEF and shall not be diverted to other requirements in this PWS.

1.5.2 Joint Pre-flight Integration of Munitions and Electronic Systems (J-PRIMES).

The Contractor shall provide Joint Pre-flight Integration of Munitions and Electronic Systems (J- PRIMES) O&M IAW the TRD and Government-furnished operating and maintenance procedures. To provide the flexibility for assignments involving all technical areas assigned to the J-PRIMES, a labor-year-equivalent level of staffing is required as specified in the TRD. All equipment listed in TRD D2 shall be operated and maintained within this level of staffing. This manning shall be devoted to the broad scope of specified technical requirements in J-PRIMES and shall not be diverted to other requirements. For additional information, see TRD D2.

1.5.3 Seeker Test and Evaluation Facility (STEF).

The Contractor shall operate and maintain the Seeker Test and Evaluation Facility (STEF), located at TA C-52A, as described in TRD D3. The Contractor shall support the Government and external agencies conducting missions at the STEF.

1.5.4 Santa Rosa Island (SRI) Tower Facility.

The Contractor shall operate and maintain the Santa Rosa Island Tower Facility, located at TS A-13B, as described in TRD D4. The Contractor shall support the Government and external agencies conducting missions at the Santa Rosa Island Tower Facility.

1.5.5 Data Link Test Facility (DTF).

The Contractor shall operate and maintain the Data Link Test Facility (DTF) as described in TRD D5. The Contractor shall support the Government conducting test and training missions at the DTF. The Contractor shall provide operational installation and support of data link

Page PWS-16 systems and associated equipment throughout the Continental United States and Outside Continental United States, as directed by the Government.

1.6 Environmental Test Facilities.

The primary function of these facilities is to simulate potential environmental conditions weapon systems and their components may experience during operational employment, transportation, or storage. The Contractor shall operate and maintain equipment and systems and provide support services and capabilities as described in the E series TRDs. Additionally, the TRD describes required data formats.

1.6.1 McKinley Climatic Laboratory (MCL).

1.6.1.1 McKinley Climatic Laboratory Normal Operations. The Contractor shall operate and maintain McKinley Climatic Laboratory (MCL) and associated equipment IAW TRD E1 and Government-furnished operating and maintenance procedures.

1.6.1.2 MCL Emergency Tasking. The Contractor shall allocate space and store aircraft and other high dollar value/sensitive equipment in the McKinley Climatic Laboratory in emergency conditions as declared by the 96 TW Commander. In addition, when requested by the AAC Commander, provide temperature-controlled (37 degrees Fahrenheit (F) to 40 degrees F) space for a temporary morgue.

1.6.2 Simulated Test Environment for Munitions (STEM).

The Contractor shall operate and maintain data equipment, test chamber equipment, specialized test support equipment, general test support equipment, and machine shop equipment and systems IAW TRD E2. The Contractor shall support test operations for a wide range of controlled environmental and performance testing. The Contractor shall set up and conduct tests and collect data IAW test directives and tasks. The Contractor shall provide ordnance support to handle and assemble test munitions and other explosive devices at the Simulated Test Environment for Munitions facility (reference PWS 1.2.2 and TRD B2A).

1.6.3 Integrated Base Defense Security Systems (IBDSS).

The Contractor shall operate, install, and maintain security sensors and associated equipment, as well as instrumentation and data acquisition equipment to conduct Integrated Base Defense Security Systems (IBDSS) tests. These tests include excitation and performance monitoring of IBDSS devices, and collecting reliability and maintainability data. The Contractor shall conduct fixed site tests and remote tests using the IBDSS Mobile test facility. Manning for this task shall be devoted to specified IBDSS testing activity, and shall not be diverted to other requirements.

Additional details are provided in TRD E3.

1.7 Explosive Test Facilities.

The primary function of these facilities is to test explosive items, either developmental or production, for their effectiveness and reliability. These facilities support a wide variety of tests and research, including arena, high-speed kinetic energy, aeroballistics, explosives research, gun and ammunition, missile, and operational ground testing. The Contractor shall operate and maintain equipment and systems and provide support services and capabilities as described in the TRD.
