APPENDIX A3
MAINTENANCE MANAGEMENT
1.0 PURPOSE. The purpose of the Contractors maintenance management program is to ensure the Government property and vehicles remain in a serviceable, safely operable and properly configured condition to meet mission needs.
2.0 GENERAL.
2.1. Equipment maintenance and related functions such as servicing, repairing, testing, overhaul, preservation, modification, calibration, conversion, and inspection are performed at three levels: organizational, intermediate, and depot.
2.1.1. Organizational level maintenance is the responsibility of, and is performed by, a using organization on its assigned equipment. It normally consists of inspecting, servicing, lubricating, adjusting, and replacing parts, minor assemblies, and subassemblies.
2.1.2. Intermediate level maintenance is normally the responsibility of, and is performed by, designated maintenance activities for direct support of using organizations. It normally consists of calibrating, repairing or replacing damaged or unserviceable parts, components or assemblies, modification of material, and providing technical assistance to using organizations. Intermediate level maintenance may be accomplished in fixed or mobile shops, or by dispatch of specialists from the shops to the using organization.
2.1.3. Depot level maintenance is the responsibility of, and is performed by, designated maintenance activities to support organizational and intermediate maintenance activities by more extensive shop facilities and equipment, and personnel of higher technical skill than are normally available at the lower levels of maintenance. It normally consists of repairing, modifying, overhauling, reclaiming, or rebuilding parts, assemblies, subassemblies, components, and end items, the emergency manufacturing of unavailable parts, and providing technical assistance to using activities and intermediate maintenance organizations.
2.2. The vehicles provided as GFP operate over the entire 728-square-mile Eglin reservation and travel an average of 200,000 miles per month to support the Eglin mission. Vehicles are assigned by type and quantity necessary for requirements described in each TRD. A major portion of travel is over rough and sandy terrain (causing extensive wear on vehicle gear, gear train assemblies, and alignment). A transportation compound located on Eglin main base is provided in support of vehicle maintenance and repair, as well as corrosion control of vehicles and other equipment.
1. Building 536 (6500 square feet) is a vehicular repair shop to repair the assigned vehicles.
2. Building 539 is a covered structure equipped with automotive equipment needed for the maintenance and repair of heavy equipment.

3. Building 520 is a blast cleaning facility with a 20 ft by 50 ft blasting chamber, a 12 ft by 18 ft mechanical room containing blast support and recycling equipment, and a 20 ft by 20 ft storage room.
4. Building 540 consists of two 20 ft by 48 ft metal stall, one 20 ft by 20 ft small paint both and one 20 ft by 20 ft preparation and storage room. One side of the 20 ft by 48 ft bay is installed on an 8-ft concrete block wall, to allow overhead clearance for preparation of large vans.
5. Building 547 consists of a 26 ft by 50 ft metal paint booth.
6. Two wash racks with oil separators are provided to accomplish vehicle washing within the transportation compound.
2.3 Vehicles at the AVSF & LGTF at Wright-Patterson AFB are provided for the contractor’s use but are not GFE to the contract. The contractor is responsible to operate the vehicles IAW AF/GSA policy.
2.4 Vehicle types and quantities assigned to PWS functions that are not identified in a TRD are listed in Table A3-5, which include transportation, safety, supply, and other administrative functions.
3.0 CAPABILITIES.
3.1. The Contractor shall provide a maintenance program, including:
3.1.1. A maintenance data collection and analysis system to aid Government and Contractor management in making decisions pertaining to the best use of maintenance resources (equipment, facilities, personnel, and time).
3.1.2. A vehicle maintenance program that complies with base, state and federal requirements and is consistent with Air Force Instructions, HQ AFMC Supplements, Technical Orders and DoD regulations listed below (except as waived by HQ AFMC or HQ AF):
1. AFCSM 24-1, On-Line Vehicle Interactive Management System (OLVIMS)
2. AFI 24-301, Vehicle Operations paragraph 8.10. only.
3. AFI 24-302, Vehicle Management; applicable paragraphs identified in Table 3-4 only.
4. TO 36-1-191, Technical and Managerial Reference for Motor Vehicle Maintenance
5. TO 36-1-121, Standardization of Lunettes and Pintles
3.1.3. Direct all vehicle related communications, to include vehicle authorization changes, through the 96 TSSQ/RNXC Contracts Management Flight for coordination with outside agencies. LIMS-EV uploads are exempt from this requirement.
3.1.4. Mobile vehicle maintenance to facilitate minor vehicle repairs in the field.
3.1.5. Corrosion control of vehicles, aerospace ground equipment (AGE), and other equipment in support of the Eglin Test and Training Complex mission.
3.1.6. Organizational and intermediate maintenance for GFP.

3.1.7. Provide a process for determining the scheduling time intervals (usually every five years) for Depot Level Maintenance (DLM) and accomplishment of and/or support to Depot Level Maintenance as specified in Table A3-1. This process shall incorporate an inspection procedure to identify the need for DLM and allow slippage in scheduling based on condition of the item, mission support and maintenance funding available.Establishment and conduct of an “Inspect and Repair as Necessary” (IRAN) program as specified in Table A3-2.
3.2. Maintenance of GFP classified in a reduced maintenance category IAW Table A3-3.The contractor shall maintain and operate the vehicles identified in Table A3-5 in accordance with requirements established in paragraph 3.0. of this TRD. Vehicles identified in Table A3-5 are assigned to support PWS requirements that are not included in a TRD. Co-utilization of vehicles, from and to other Contractor operated and maintained facilities, is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.

CLASSIFICATION OF ITEMS IN REDUCED MAINTENANCE STATUS

Perform maintenance on these end items only when task directed.
Visually inspect property at regular intervals to assure its presence and general condition. Notify the Government of damage or significant deterioration. Retain tag (B) numbers. Delete scheduled preventive maintenance instructions (PMIs) and identification (ID) numbers.
Annually recommend disposition of each item
B
LIMITED
MAINTENANCE
Perform, on an unscheduled basis, limited mechanical maintenance, minor corrosion control and cleaning on these test systems and system support items. The test systems must be identified in the PWS/TRD. A minimum 60-day advance notice will be given prior to call-up for operation unless otherwise specified. Notify the Government of any condition that would preclude operation within 60 days. Retain assigned equipment ID numbers and delete scheduled PMIs. Annually recommend disposition of each item.
C
LIMITED
MAINTENANCE
Subsystems of schedulable resources which have no programmed test support use but must remain on site to maintain the integrity of the total system. Retain any previously assigned ID numbers and delete scheduled PMIs. Limited mechanical maintenance, minor corrosion control and cleaning are performed on an unscheduled basis.
D
LIMITED
MAINTENANCE
Unserviceable end items that are considered obsolete; however, some quantity must be retained as spares for cannibalization while like items remain operational. Delete assigned equipment ID numbers and scheduled PMIs. Parts of the end item with no cannibalization value may be removed for disposal. Parts retained may be controlled as miscellaneous spares and tag numbers removed. Sub-sections, that are normally considered complete end items, may retain or be assigned tag
(B) numbers for control purposes. Very limited mechanical maintenance, minor corrosion control and cleaning will be performed on an unscheduled basis.
E
LIMITED
MAINTENANCE
Perform, on an unscheduled basis, limited mechanical maintenance, minor corrosion control and cleaning. These end items or components are being retained on site for future conversion or incorporation into a specific test system (should be identified by formal task letter against a future engineering action). Retain any previously assigned equipment ID numbers and delete scheduled PMIs.
F
OPERATIONAL
MAINTENANCE
Preventive maintenance will be performed on a modified schedule to assure the equipment is in operational condition and ready for short notice call-up. These schedulable test resources are not manned for daily operation but, unless otherwise specified, are used on an either/or basis with active test systems and must be maintained for ready call-up.
The test system must be identified in the PWS/TRD. Retain assigned ID number and modify preventive maintenance routines to accomplish required maintenance. PMI will remain scheduled.

OPERATOR
MAINTENANCE
User maintenance as required. These are items that have been determined not to be cost effective to provide routine/corrective maintenance and will be “run to failure”.
