APPENDIX C5
TELEMETRY (TM)
1.0 PURPOSE.
1.1. The purpose of the ETTC telemetry systems is to receive RF transmitted data during test missions for recording or retransmission to other sites. The fixed TM sites support test missions on and over the land areas and northern portion of the Gulf of Mexico. The mobile TM systems are capable of extending support beyond the limits of the fixed sites.
2.0 GENERAL.
2.1 TM data are received from test items, processed, and recorded on-site and/or relayed to other sites as mission requirements direct. The range telemetry system includes antennas at TS (Test Site) B-4A, TS B-4B, TS D-3, TS C-12, TS D-1C, Flightline TM Facility, SRI Tower, and the mobile TM systems. Each of these sites contains a single or multiple autotracking antennas.
Autotracking antennas are antennas that can be slaved to any RICS TSPI source or automatically maintain alignment with an RF telemetry source. These facilities can record and play back data for post-mission analysis or can connect to building 44 on Eglin AFB through fiber optics or microwave links, where they can be routed to CCF and other customers for the purpose of transmitting TM data in real time. All of the telemetry antennas and systems can be locally or remotely operated from any workstation that has access to the RIG network and the appropriate software.
2.1.1. TS B-4A and B-4B include three high gain autotrack antenna systems each that can be operated locally, or if necessary, from any remote location where access to the RIG network is available. Remote operation is normally done from building 129 Timing Facility.
2.1.2. Three high gain autotrack antenna systems are also located at TS D-3. The Ground Telemetry Facility at TS D-3 is located in building 9980. Principle features of the facility are three high-gain autotrack antennas mounted on 35, 40, and 60-foot steel towers, associated equipment and maintenance areas. This system is also addressed in Appendix C11.
2.1.3. The Flight Line TM Facility functions as a self-contained receiving and processing system. The Flight Line TM Facility’s primary function is to receive and track TM signals from runways, taxiways, and hangars in support of pre and post-flight missions but also has the capability to support airborne missions with two low-gain autotrack antennas.
2.1.4. A TM station is located on top of the SRI Tower at TS A-13B with a low-gain autotrack antenna and a steerable tripod antenna. This system is also addressed in Appendix D4.
2.1.5. TS C-12 and D-1C both include one high gain autotrack antenna system that is operated remotely, from any location consisting of a TM workstation and RIG access. These facilities have the full capability and house similar equipment to any of the other telemetry sites. Data transport from this site is accomplished using an IP based solution. These sites give greater spatial diversity and allow for frequency deconfliction through physical separation.

2.1.6. The mobile TM capability is used when TM signals may be shielded from or out of range of the fixed TM sites. This capability consists of two components: the Gulf Range Mobile Instrumentation Capability (GR-MIC) and the Pallet TM (PTM) system. The appropriate unit is chosen based on the mission requirements. The GR-MIC unit includes an 8’ autotracking antenna and associated receive, record, and data transport equipment. The GR-MIC system can be operated locally or remotely through the RIG network. The PTM is a small telemetry system that does not contain an autotracking antenna but has the capability to receive, record, and transport data from a low gain omni or horn antenna. This system can be remotely operated, once positioned on the range, and is used to provide near impact support, when the full GR-MIC TM capability is not needed.
3.0 CAPABILITIES.
3.1. The Contractor shall operate and maintain telemetry and associated support equipment at TS B-4A, B-4B, D-3, C-12, D-1C, SRI Tower, Flightline TM facility (Building 130 Penthouse), and the mobile TM systems. Various types of equipment at the sites are listed below and Table C5-1 identifies capabilities at each TM site.
3.1.1. High-gain autotrack antennas are mounted on steel towers and are typically 15 or 23 feet in diameter. Associated equipment for the high gain antennas includes pedestals, electrical drive motors, rotary joints, feed assemblies, servo systems, and slip rings.
3.1.2. Low-gain autotrack antennas are smaller antennas typically 4, 6, or 8 foot in diameter and are mounted on fixed mounts at Flightline TM and on the TM trailer. The 6 foot antenna at SRI tower is on a scissor lift. The SRI Tower also has a steerable 4 foot tripod mounted low gain antenna. Low gain antennas have the same associated equipment as the high gain antennas.
3.1.3. A widebeam antenna is a low gain horn antenna with dual polarization used for close range support on impact areas with the mobile TM units.
3.1.4. Collimation antennas are used to boresight the TM tracking antennas.
3.1.5. TM RF equipment refers to the electronic systems that receive, process, and retransmit TM signals. It includes equipment such as TM receivers, diversity combiners, RF test and calibration equipment, and RF multicouplers. All TM systems have TM RF equipment to perform their mission.
3.1.6. Range slaving systems provided the capability for TM antennas to point at a target based on information from dedicated range data lines or the Range Information Grid (RIG). Although autotracking antennas can track the TM signal, the slaving capability helps the operator with target acquisition and identification and reduces track break from fading signals.
3.1.7. TM data handling equipment includes TM digital recorders, voltage-controlled oscillator/ mixer groups, TM data and IF patch subsystems, bit synchronizers, tape, digital or DVD recorders, time code readers, amplifiers, and Terawave/IPtec data transmission equipment.

3.1.8. Support equipment includes voice communication systems, public address (PA) systems, TM video distribution systems, TM data selectors, time code generator/readers, synchronized generator/video time inserters, GPS receivers, and UHF/VHF/LMR radios.
3.2. The Contractor shall operate and maintain a remote TM control facility with the capability to simultaneously operate any seven telemetry systems. This facility will be used when safety footprints require the evacuation of telemetry sites.
3.3. The Contractor shall support test and training missions IAW tasks and test directives.
3.4. The Contractor shall provide data in the form of digital or analog tapes, CD’s, DVD’s, Blu-ray discs, floppy discs, mission logs, etc., as established by test directives.
3.5. The Contractor shall simultaneously operate up to a total of 12 telemetry antenna systems across the ETTC (not including the antenna at TS C-7). This includes any combination of the antennas at any of the fixed telemetry sites (B-4A, B-4B, D-3, Flight Line, C-12, D-1C, SRI Tower). When the GR-MIC unit is deployed, the Contractor shall simultaneously operate 10 antennas across the ETTC. When the PTM system is deployed, the Contractor shall simultaneously operate 11 antennas across the ETTC. When the GR-MIC and PTM system are both deployed, the Contractor shall simultaneously operate 9 antennas across the ETTC.
3.6. The contractor shall maintain and operate the vehicles identified in Table C5-2 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
