APPENDIX B13
Eglin Test and Training Complex (ETTC) US Army Training Ranges (USATR)
1.0 PURPOSE. The purpose of the Eglin Test and Training Complex (ETTC) US Army Training Ranges (USATR) is to provide the 7th SFG (A) with active ranges and training lands to support training requirements to meet their National defense mission.
2.0 GENERAL.
2.1 ETTC USATR is a support function to operate and maintain range and training lands for US Army training operations on the Eglin Test and Training Complex in accordance with AR 385-63, AR 350-19, and EAFBI 13-212.
2.2 The ranges are geographically dispersed and are located adjacent to and inside the 7th SFG (A) cantonment (B-88), C-52C, C-72, and C-53A. The Indoor Baffle range (IBR) is located inside the 7th SFG(A) cantonment area. The B-88 ranges include a hand grenade assault course (non live-fire), shotgun assault course, breach facility, shoot house, 25-meter flat range, urban assault course, and 100-meter flat range. The C-52C ranges include a grenade launcher range, mortar range, qualification training range, and 25-meter flat range. The C-72 range includes an anti-armor tracking and live-fire range.
The C-53A range includes a light demolition range.

2.3 A ground maneuver area may be used for training across the entire ETTC when scheduled in the Center Scheduling Enterprise (CSE).
3.0 CAPABILITIES.
3.1 The O&M Contractor shall operate and maintain the ETTC USATR.
3.2 The Contractor shall support ETTC USATR training missions IAW tasks and test directives.

3.3 The Contractor shall provide support for simultaneous operation of seven training ranges.
3.4 The Contractor shall establish and comply with documented processes and procedures for accomplishing range management IAW:
Army Regulation 350–19 Paragraphs 4-5.c.(1)(2)., 4–8. c. thru f., 4–9. , 4-11.a., 4-11.b.(1)(2)(4), 4-12.a , 4-12 b.(1)(2), 4-17;
DA PAM 385-63 Paragraphs 1-6.a.(4)(8), 1-6.c.(4) (5) (6)(8)(9)(10)(14)(16);
Army Regulation 385–63 Paragraphs1-4.r.(3)(a)(g)(j)(l)(n)(t);
Which include but are not limited to:
3.4.1 Providing range certification briefings.
3.4.2 Establishing and maintaining positive communications with all training elements on USATRs and to the 7th SFG(A) while on ETTC Ranges, to ensure safety, range and training land operability, and mishap response.
3.4.3 Providing real-time mission coordination.
3.4.4 Distribution of range procedures and range flags.
3.4.5 Dissemination of pertinent information to units as appropriate (i.e. AINs and hazard information).
3.4.6 Obtaining range hot and cold clearance through WOLFCALL.
3.4.7 Collecting ammunition expenditure data from each training component after each training event.
3.4.8 Providing real-time range footprint control.
3.4.9 Establishing and maintaining range usage records.
3.4.10 Providing a net control station capable of relaying MEDEVAC information to the Eglin ROCC and assisting in coordination of emergency evacuations as required.
3.5 The contractor shall use the Range Facility Management Support Systems (RFMSS) (provided by the Government) to provide situational awareness and for monitoring of range operational conditions.
3.6 The contractor shall provide and maintain an effective interface with US Army Training and Doctrine Command (TRADOC) to ensure RFMSS systems are updated and maintained in accordance with US Army policy.
3.7 The contractor shall operate and maintain RFMSS.

3.7.1 The contractor shall update RFMSS database to ensure facilities are properly reflected and reported.
3.7.2 The contractor shall be responsible for functional administration of RFMSS to include issuance and maintenance of passwords to authorized users as required.
3.7.3 The contractor shall provide RFMSS operation demonstrations to new users.
3.7.4 The contractor shall maintain a technical interface between RFMSS and RFMSS users.
3.7.5 The contractor shall provide RFMSS maintenance and upgrade support that includes the installation of US Army provided RFMSS upgrades on RFMSS terminals located on the ETTC USATR.
3.8 The contractor shall enter ammunition expenditure data from each training component into RFMSS.
3.9 The contractor shall conduct range inspections for ranges operated as described in table 2.1 that include:
3.9.1 A “pre-inspection”; conducted with the unit to ensure that the range is to be occupied and that the unit is briefed of specific concerns of the facility.
3.9.2 A “during-inspection”; to verify training is being conducted safely and in accordance with the approved training plan.
3.9.3 A “closing inspection”; accomplished prior to a training component leaving the range which shall include but is not limited to:
a. Checking the police b.General range condition
c. Ensuring the removal of ammunition residue
NOTE: Anomalies identified shall be reported immediately to Eglin Army Support Team Range Officer.
3.10. The contractor shall accomplish requirements as described in the paragraphs below.
3.10.1 The contractor shall operate the Automated Target Systems (ATS) installed in the Qualification Training Range (QTR). The ATS consist of the targets, a control computer and a communications link used to control the targets.
3.10.2 The contractor shall maintain five ATSs. One ATS is installed in the QTR, one in the Anti-armor Tracking Range, one in the Urban Assault Course, one in the Indoor Baffle Range and one in the Shoot House. Each ATS consist of the targets, a control

Page B13-3 computer and a communications link used to control the targets. The contractor shall not maintain the ATS control computer for the Indoor Baffle Range.
3.10.3 The contractor shall operate the QTR ATS during range operations.
3.10.3.1 The contractor shall maintain the communication links between the computer and targets, and ensure targets are functioning correctly.
3.10.4 The contractor shall perform preventive and unscheduled maintenance of ETTC USATR targets and training apparatus.
3.10.5 The contractor shall ensure all ETTC USATR target positions are visible from the tower and firing line. The contractor shall maintain a clear line of sight between the tower and down range area.
3.10.6 The contractor shall ensure ETTC USATR vegetation height is maintained to no longer than 6 inches within a 30 foot perimeter of all buildings and training apparatus located in non-duded areas.
3.11 The contractor shall assume Facility Manager (FM) responsibility for all ETTC USATR facilities and support buildings outside Army Cantonment. Additional facility manager information is available in TRD A4.
3.11.1 The contractor shall provide ETTC USATR users access to buildings identified for temporary user storage, relinquishing all responsibility for the interior of the building.
The O&M Contractor shall not be responsible for any ETTC USATR user equipment stored in the building.
3.11.2 The contractor shall establish procedures to manage the assignment of storage buildings assigned to ETTC USATR users. Procedures shall include but is not limited to documenting the assignment of the building to a user, and pre/post inspection of the building being assigned. NOTE: Exterior of storage buildings remain the facility manager’s responsibility.
3.12 Indoor Baffle Range: The contractor shall maintain indoor targetry.
3.13 Shoot House: The contractor shall maintain the Shoot House, including but not limited to:
3.13.1Maintaining all associated instrumentation systems.
3.13.2 Periodically inspecting live fire area for ballistic hazards below the 7' height.
Replacing damaged and worn durapannels as needed. Coordinating the exchange of durablock with suppliers as necessary
3.14 The contractor shall maintain and operate the vehicles identified in Table B13-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and

Page B13-4 to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
