APPENDIX D2
JOINT-PREFLIGHT INTEGRATION OF MUNITIONS
AND ELECTRONIC SYSTEMS (J-PRIMES)
1.0 PURPOSE.
2.0
The J-PRIMES provides a secure controlled realistic electromagnetic (EM) environment for testing weapons and electronic systems.
2.1. The J-PRIMES Test Facility, building 68, located on Eglin main base, is an installed system test facility. By simulating the electromagnetic targets and environments in a ground facility, test productivity is increased and program risks are reduced. Highly-dynamic computer-controlled RF signal generation (both targets and background environments) as well as instrumentation for data collection are required. This method of highly-automated testing is the only way sufficient amounts of data are available to verify highly-complex weapon systems functions.
GENERAL.
2.2. Typical systems tested in the J-PRIMES include air-to-air and air-to-ground target acquisition and tracking systems; radar warning receivers (RWRs); jammers; training systems;
and command, control, communications, computer, and intelligence (C4I) systems.
2.3. Test data is gathered to determine specification compliance, system integration, EM susceptibility, EM emissions levels, and flight test readiness. Customer specific test objectives will vary from test to test. Systems and subsystems tests in the various test areas are also supported. These areas include an anechoic chamber, two hangar bay areas, an adjacent ramp area, and several laboratories. In addition, remote sites on the Eglin range complex are occasionally supported by J-PRIMES. The J-PRIMES Facility supports tests in a linked configuration with other facilities such as the Guided Weapons Evaluation Facility (GWEF).
These facilities are linked by commercial data lines and dedicated fiber optic interconnects.
2.4. Test support requirements are identified by test directives. Facility management is governed through the use of Government Operating Instructions and Contractor-generated Eglin Operating Procedures (EOP).
2.5. An average of eight to twelve tests in various stages of the test cycle: planning, pretest preparation, and actual testing. Planning and pretest activities require much of the engineering and programming time. Transition to the field staff must occur smoothly as interface design and software are completed and preparation for testing and actual testing begins.
3.0
3.1. The Contractor shall operate and maintain the J-PRIMES facility, including:
CAPABILITIES.
1. Anechoic chamber (74 feet by 104 feet by 26 feet with anechoic material installed).
2. Shielded control rooms connected by welded conduit to the anechoic chamber.
3. Control room with data collection and display equipment and controllers.
4. Hangar floor space for aircraft support.
5. J-PRIMES Electromagnetic Interference/Electromagnetic Compatibility (EMI/EMC)
Laboratory.

6. J-PRIMES Mode Stir Chamber in either mode stir or EMI lab configuration
7. Laboratory areas for hot-bench testing, including a shielded module with shielded connections to the central computer room.
8. Specialized and general instrumentation and simulation equipment.
9. Links to other facilities on Eglin.
10. Mobile J-PRIMES lab instrumentation trailer and equipment.
3.2. The Contractor shall provide the following general support for the J-PRIMES facility:
3.2.1. Administrative functions, including:
1. Maintaining metrics on missions, facility products, and facility product improvements.
2. Generating and maintaining computer databases.
3. Operating graphics, desktop publishing, spreadsheets, and windows applications
4. Processing and reporting for JOCAS and security clearance status.
5. Producing classified project reports, graphs, and charts.
6. Maintaining anechoic chamber utilization and maintenance and modification logs, aircraft chamber entry checklists, and records and maintenance schedules associated with the O&M of the chamber. This includes inputting and retrieving such information using 46 TW enterprise software and databases such as the CSE and historical databases. (Ref TRD A1)
3.2.2. Security assurance. The Contractor shall ensure proper access control to test areas IAW established procedures. Specific areas to be protected include the north and south wings, hangar floor, anechoic chamber, and the controlled area within the fence on the east end of the building. Provide routine security assurance on a 10-hour basis each workday and non-routine support as required. Security assurance support includes:
1. Maintain security operating procedures to ensure stringent security standards are enforced.
2. Provide continuous monitoring of classified test items in the chamber or on the hangar floor.
3. Perform end-of-the-day lock down.
4. Maintain a fire watch for aircraft in the facility.
5. Escort visitors as required.
6. Provide a central security access point for the hangar door entry.
7. Maintain visitor log and the computer-automated J-PRIMES security access list.
8. Receive classified documentation and equipment during operating hours.
9. Perform emergency procedures in the case of a fire or other hazards.
3.2.3. Generation, management, and use of computer databases, graphics, desktop publishing, spread sheets, and windows applications for general facility support. Classified project reports, graphs, and charts are included in support requirements. This support applies to the accumulation, processing, and reporting of test data, and includes database maintenance. The J-PRIMES Security Clearance database shall be maintained and updated, and computer-generated badges shall be produced and controlled by the Contractor.
3.2.4. Maintenance of a repository of technical information used as the documentation source for all O&M activities specific to the facility. This includes operating manuals, maintenance manuals, operating procedures, and configuration management documents. The Contractor shall maintain documents in electronic form where possible.

3.3. The Contractor shall provide dedicated staffing to meet the J-PRIMES unique technical requirements as follows:
3.3.1. Six FTEs of senior field engineering support to accomplish specified O&M tasks including routine operation of two simultaneous test missions. O&M support includes:
1. Test support activities.
2. O&M of the J-PRIMES systems and equipment listed in paragraph 3.1.
3. Maintenance of the shielded test area shielding integrity.
4. Routine maintenance of fiber optic connections and link equipment.
5. Developmental activities to ensure reliability, maintainability, and interoperability.
3.3.2. Two FTEs of senior field engineering support for operation of the anechoic chamber.
The Contractor shall operate the chamber one shift per day, simultaneously with the operation of two test stations. All J-PRIMES test support and activities involving aircraft, tooling, anechoic material, and AGE shall be accomplished IAW Contractor-developed and Government-approved operating procedures. Contractor must take all necessary actions to maintain RF isolation of J-PRIMES chambers and test stations, to include periodic maintenance and monitoring activities as specified by Government procedures.
3.3.3. Three FTEs of Senior Software Analysis support to develop man/machine software interfaces and program simulation and test equipment in the J-PRIMES Facility. The Contractor shall develop software interfaces to systems and subsystems undergoing test and evaluation in a shielded laboratory, on the hangar floor, or in the anechoic chamber. This support includes:
1. Generation of computer programs to drive test item environment simulation equipment.
2. Developing software to communicate either directionally or bi-directionally with the system under test (SUT).
3. Developing software to collect/display/store/analyze data from the stimulation equipment and SUT.
4. Modifying existing software.
5. Documenting all program changes.
6. Providing operator guidelines for system software IAW established Government procedures.
3.3.4. One FTE of senior RF engineering support to design, fabricate, and test RF systems.
Support includes studies and analyses of all RF test issues related to instrumentation, test configuration, test design, and new test techniques. Support requirements include:
1. Directing all aspects of RF testing in all areas of the J-PRIMES.
2. Providing expertise in anechoic test environments.
3. Providing expertise in performing antenna measurements.
4. Providing expertise in the representation of RF threats, both ground emitters and airborne threats.
3.3.5. One Senior Field Engineer to perform test/technical coordination to coordinate and accomplish test support missions/projects at the J-PRIMES Test Facility. Duties will include test planning, conduct, and execution. The Technical Coordinator will be responsible for the development of test procedures, post data analysis, and final report/data package.
3.4. The dedicated staffing shall perform the following functions in the J-PRIMES:

3.4.1. Performing RF calibration and characterization efforts involving J-PRIMES special-purpose simulators and test setups. Calibration and characterization information such as noise floor measurements, far-field and near-field analyses, simulation verification and validation efforts, and ECM capabilities shall be documented and updated as required. Recurring test issues shall be documented as appropriate.
3.4.2. Developing software and hardware for new facility capabilities or specific test requirements. The Contractor shall design, acquire material for, and develop new capabilities as required to accomplish mission objectives. Projected cost and schedule shall be established as soon as feasible upon receipt of tasking and status shall be tracked and reported as specified by tasking.
3.4.3. Performing verification checkouts of developed and fabricated hardware and software interfaces.
3.4.4. Designing, developing, and verifying hardware and software interfaces prior to the planned test period. Required interfaces include a wide range of industry standards for both hardware and software. Interface requirements involve PC-based hardware with Microsoft Windows-based software environments, DEC MicroVAX systems with custom scenario-based development environments, MIL-STD-1760C weapons with multiple digital and analog signals, and commercial off-the-shelf (COTS) signal-source or detection equipment with vendor-proprietary software.
3.4.5. Preparing hardware and software to stimulate or monitor the system under test.
3.4.6. Collecting, archiving, formatting, processing, and displaying test data. These activities occur throughout the entire test process, either in real-time or post mission, to support test program requirements. In some instances, test scenarios must be developed and entered into a simulation database for execution during testing.
3.4.7. Performing quicklook data analysis during testing, as required, to ensure the test is progressing according to the procedures and no anomalies are occurring.
3.4.8. Performing configuration control and management for test support and facility development activities.
3.4.9. Maintaining procedures necessary for the O&M of the J-PRIMES Facility. These procedures shall be updated and finalized within six months after award of contract. Periodic reviews of the operating procedures shall be accomplished, and revisions shall be incorporated as necessary.
3.4.10. EMI/EMC testing for a wide range of military and commercial customers in accordance with MIL-STD-461E or equivalent procedures.
3.4.11. Supporting customer development including providing technical inputs for brochure and proposal preparation, and participating in meetings and briefings about J-PRIMES capabilities.
3.4.12. Participating in conference and test planning meetings with project engineers, aircraft manufacturers, other developmental system contractors, and instrumentation and maintenance personnel. The purpose of these meetings is to identify test item configurations and special-support requirements.

3.4.13. Participating in accreditation processes for test capabilities. These processes may involve dealing with external organizations.
3.4.14. Operating and maintaining the J-PRIMES LAN. Provide system management including configuration management, routine back up of data, and planning upgrades.
3.4.15. Supporting site tours and briefings.
3.4.16. Operating AGE, signal and systems simulation equipment, computers, other data collection equipment, and communications equipment and systems.
3.4.17. Coordinating test support requirements with test program personnel and other supporting contractors. These requirements include scheduling and operating the test item support equipment, simulators, and instrumentation.
3.4.18. Participating in test plan reviews and preparation of test plan inputs.
3.4.19. Providing comments and recommendations to Government facility engineers on operational hazards or limitations.
3.4.20. Coordinating the use of aircraft maintenance personnel operating in the facility.
3.4.21. Coordinating aircraft and support equipment needs, and determining special requirements necessary to support tests.
3.4.22. Coordinating aircraft and equipment scheduling, and determining special requirements.
3.4.23. Preparing aircraft for entry into the anechoic chamber. This shall be accomplished in coordination with the aircraft crew chief, and IAW the applicable aircraft technical orders and approved J-PRIMES procedures.
3.4.24. Controlling test item entry and positioning using hoist controller.
3.4.25. Maintaining certifications to operate AGE and hoist.
3.4.26. Coordinating installation and removal of test equipment recording and monitoring devices.
3.4.27. Activating aircraft components and subsystems as required during tests and IAW checklists, standard operation procedures, and safety requirements.
3.4.28. Operating aircraft hydraulic support AGE.
3.4.29. Operating aircraft air conditioning AGE systems during tests.
3.4.30. Ensuring proper aircraft handling and safety procedures are used at all times.
3.4.31. Developing and maintaining chamber safety and emergency procedures.
3.4.32. Briefing project personnel on chamber safety and emergency procedures prior to test.

3.4.33. Scheduling, planning, and conducting pretest and posttest characterization surveys to determine shielding effectiveness of the chamber and shielded laboratory areas, as required.
This shall be accomplished IAW a Contractor-developed and Government-approved test plan.
Corrective actions shall be performed as part of the surveys. The results shall be provided to Government facility engineers.
3.4.34. Fabricating mechanical aircraft interface fixtures, systems, and subsystems, as required.
This requires welding to be accomplished as part of the fixture fabrication.
3.4.35. Operating secure encryption equipment to support linked tests.
3.4.36. Provide support to Government on FOD and facility management programs.
3.5. The Contractor shall support two simultaneous J-PRIMES tests, one of which may require work at an area on Eglin remote to the J-PRIMES Facility such as the McKinley Climatic Lab.
