APPENDIX B2A

MUNITIONS OPERATIONS

1.0 PURPOSE. The purpose of Munitions Operations is to provide munitions handling support to accomplish test and training activities.

2.0 GENERAL.

2.1. Eglin test activities may involve live or inert munitions and explosives. A wide variety of experimental, developmental, and inventory munitions or components are evaluated on Eglin test areas.

2.2. The relative responsibilities of Air Force Munitions and Explosive Ordnance Disposal (EOD) personnel and Contractor munitions handlers must be well defined. There must be close coordination among all personnel involved in the munitions handling operations, including Government safety, munitions, and EOD personnel, test engineers, Contractor munitions handlers, and other contractors.

2.3. At Eglin, the responsibility for preparation, storage, assembly, arming and firing/detonating munitions on ranges is established during the planning phase of a test program and assigned through tasks or test directives. Munitions handling operations may be joint (Contractor and Government), Contractor only, or may involve the Contractor and other personnel such as a development contractor. For each such operation, a determination of the distribution of responsibility is normally made during the Risk Management Board (RMB) conducted by the 96 TW Safety Office and confirmed in the test directive safety appendix, the approved written procedures required for all munitions operations, or both.

2.4. At Eglin, munitions and explosives are stored by the Contractor in a secure fenced storage facility on the Eglin range to provide greater flexibility and responsiveness to support rapidly changing test and training requirements. At the AVSP & AEN, WPAFB, no munitions are stored by the contractor.

2.5. At Eglin, bunkers 9517, 9518, 9519, 9520, 9521, and metal buildings E-176, E-177, and E-205 at TA C-74A are sited by DoD for storage of munitions. Bunkers 431, 457, 458 and 459 at TA A-24 are normally used for storage of munitions, for up to 90 days.

2.6. At Eglin, flight line munitions operations are performed by Government personnel. The 96th Maintenance Squadron (96 MXS) personnel maintain, store, and deliver allocated munitions from the Eglin munitions storage area.

2.7. Disposal of expended, dud, or residue munitions is the responsibility of the Government.

2.8. At the AVSF & AEN WPAFB, munitions are stored, handled, and prepared by the RSO personnel only.

2.9. At the AVSF & AEN WPAFB, working stock munitions less than 50lbs net explosive weight “NEW” are stored and prepared for test in Building 100, Area B, WPAFB, OH. Building 100 is also an indoor test facility.

2.10. The Munitions Storage Area (MSA), Area A, WPAFB, OH is where the AVSF stores munitions and explosives for tests, with the exception of 50lbs NEW in Building 100.

3.0 CAPABILITIES.

3.1. At Eglin, the Contractor shall provide munitions operations support. Contractor-generated operating procedures shall be IAW established federal, state, local, DoD, and AF procedures. Support will be limited to four simultaneous operations to include TDY and local Eglin operations.

3.2. At Eglin, the Contractor shall load, download, check for damage, configure, assemble, store, receive, account for, and deliver munitions to and from the TA C-74A munitions storage facility, TA A-24, and the McKinley Climatic Laboratory for mission operations. The Contractor shall deliver munitions anywhere on the Eglin complex with the exception of 96 MXS munitions storage area.

3.3. At Eglin, the Contractor shall support static detonations of munitions IAW test directives, including transporting munitions from Government delivery points to test areas, setting up/loading munitions, placing sensors, and conducting firing procedures.

3.4. At Eglin, the munitions operations shall be conducted only by qualified munitions handlers. The Contractor munitions handlers shall be graduates of the Navy EOD School or equivalent (as determined by the Contracting Officer) and each shall have a minimum of six years experience in explosive disciplines.

3.5. At Eglin, the Contractor shall provide qualified personnel to operate and maintain munitions handling equipment, including two pallet jacks, forklifts (8,000-15,000 pound capacity), truck-mounted personnel lifts (high reach), platform scales (0-500 pound capacity), and crane scales (0-2,000 pound capacity). The Contractor shall also provide qualified personnel to operate Government-owned munitions handling equipment, MJ1 and MHU4 lifts.

3.6. At Eglin, the Contractor shall provide armed uniformed guard service at TA C-74A, 24 hours per day, 7 days a week.

3.7. For the AVSF & AEN WPAFB, the contractor shall transport munitions across stateliness and interstate highways. All applicable state, federal, and local laws, regulations, policies shall be followed.

3.8. At the AVSF & AEN WPAFB, all AVSF RSOs shall comply with 780 TS/OL-AC Range OI and WPAFB OI for transport in/around the local WPAFB area.

3.9. The contractor shall maintain and operate the vehicles identified in Table B2A-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
