The intent of following is to provide E-OMS Offerors additional information to better understand the mission of Air Force Test Center (AFTC), the mission, vision, and priorities of the 96th Test Wing (96TW), and the High Level Objectives (HLOs) of the E-OMS program.
The Air Force Test Center (AFTC), headquartered at Edwards Air Force Base, CA, conducts developmental test and evaluation of air, space and cyber systems to provide timely, objective and accurate information to decision makers. The AFTC has oversight of work carried out at three primary locations across Air Force Materiel Command, including 96th Test Wing headquartered at Eglin Air Force Base, FL, Arnold Engineering and Development Complex headquartered at Arnold Air Force Base, TN, and 412th Test Wing headquartered at Edwards Air Force Base, CA. AFTC Commander Major General Arnold Bunch’s vision is for AFTC to be the “Tester of Choice…Today and Tomorrow” for all of our Development, Test, and Evaluation (DT&E) customers.
The 96th Test Wing (96TW) is the test and evaluation center for Air Force air-delivered weapons, navigation and guidance systems, Command and Control systems, and Air Force Special Operations Command systems. The wing provides expert evaluation and validation of the performance of systems throughout the design, development, acquisition, and sustainment process to ensure the warfighter has technologically superior, reliable, maintainable, sustainable and safe systems. The 96TW performs developmental test and evaluation across the complete system life cycle for a wide variety of customers including: Air Force Systems Program Offices, the Air Force Research Laboratory, logistics and product centers; major commands; other DoD services and U.S. Government agencies (Department of Transportation, NASA, etc.); foreign military sales; and private industry. Testing capabilities are at Eglin AFB, FL and Holloman AFB, NM as well as other operating locations.
Additionally the wing commander serves as the installation commander, supporting Team Eglin with traditional military services as well as all the services of a small city, to include civil engineering, personnel, logistics, communications, computer, medical, security, and all other host services. Critical to the success of Eglin's mission, the 96TW provides a myriad of base operating support functions like material resources, mobility requirements, and meeting the needs of Eglin personnel.
The mission of 96TW is to support development and acquisition of war-winning weapons in all battlespace media, to test and evaluate state-of-the-art weapons for the warfighter, and to provide superior installation support and serve as responsible stewards of our resources.
The vision of the 96TW is to be the most agile, responsive, and cost effective test & support organization.
The priorities of the 96TW wing commander are: Throughput, Care, Relevance. Throughput means constantly looking for ways to improve or increase the services we provide to our customers. Care means exercising proper care for everything that is entrusted to us whether it is people, money, equipment, or property. Relevance means striving to maintain relevance to our assigned mission; pursue cutting-edge technologies to enable future advanced weapons testing; always meet or exceed customer’s needs.
The E-OMS HLOs are as follows:
• Meet all customer requirements o Operations and Maintenance (O&M)
• Meet contract management requirements o Reporting and cost accounting
• Implement continuous improvement o Throughput, relevancy, efficiency, cost, innovation
These three (3) HLOs were the foundation of the requirements definition process. The first two objectives are operation and maintenance of systems and facilities, this is job #1. The continual improvement objective is to encourage industry involvement to strive to continuously improve to increase throughput and help meet future budget challenges. The E-OMS team wants to decrease the reliance on the Direct Budget Authority (DBA).
The E-OMS team is looking to partner with Industry and increase Industry participation in the Government strategic investment planning process and execution, leverage Industry best practices, and leverage performance based contracting.
