– Attachment 6: Award Fee /
Term Plan
The draft RFP requires a proposed award fee amount for the basic five year contract period, a single amount for the one year Option One, a single amount for the two year Award Term Option One and a single amount for the two year Award Term Option Two.
How will the maximum available award fee amounts be defined for the various evaluation periods during the course of the contract?
It is anticipated the Government will mandate a 5% minimum award fee. This 5% minimum fee will contribute to the available award fee pool. The minimum fee will be calculated from the range labor CLINs (Award fee CLINs). The award fee pools will be calculated from the proposed value of the labor CLINs annually. Award fee will be paid twice annually.

Regarding the provided hours by category and period. Do the hours provided in the draft RFP include paid leave such as vacation and holidays? Do the provided anticipated hours include overtime?
Hours were calculated using 2080

Government expect the apparent successful Offeror to provide this information prior to contract award or will it allow the data to be provided at a later date?
The provision mandates submitting the table prior to award.
PWS, Paragraph 4.1.5.1.8, Who will be the certifying authority for RCOs and TACs?
The Range Operating Officer (ROO) will approve the contractor's process to certify RCOs and TACs in accordance with AFI 13-212. The contractor will be required to train and certify TACs and RCOs according to the
ROO approved process.
Section B Please confirm that the DRFP-provided value for materials
(X003) and travel (X004) is a fully-burdened value.
Yes, all plug numbers are fully burdened.
Section I-252.219-7003 No specific Small Business subcontracting goals were observed in this draft. Please confirm there are no subcontracting goals for this acquisition or that the information in question will be provided very soon to allow Offerors adequate time to form teams.
The small business subcontracting goal is 25% of total contract value.
Socioeconomic goals will be included in the final RFP. The requirement is captured in the
PWS will be incentivized through the award fee plan.
Section M.2.0 Section M makes no mention of how the Innovation Scenario required in Section L.2.3.1 (p) will be evaluated. We anticipate Offeror responses to differ substantially and thus evaluation may be extremely difficult for the
Government. Would the Government please provide the criteria for how the Innovation
Scenario will be evaluated to ease this process for the Government?
Industry inputs have clearly identified the difficulty of evaluating the innovation scenario as posted in the draft RFP. The E- OMS team is working to revise the innovation scenario, and it will be posted for additional industry comments prior to the release of the final RFP.
Eglin HO13, Key Personnel, Section L requires that the Offeror identify its key and critical personnel, their roles and responsibilities, and a resume for each. The solicitation, as referenced, identifies 40 key, critical personnel for three facilities: GWEF 25 personnel; J- Primes 5 personnel and MCL 9 personnel. Unless the Offeror is the incumbent there is no ability to provide resumes for these facility-specific personnel. Please clarify
Industry has clearly identified the difficulty in providing resumes, letters of intent, and security questionnaires for a large number of key technical personnel. The E-
OMS team is working to reduce the number of key technical personnel required in proposals, and is developing criteria to address the Offeror’s ability to recruit, retain, hire and train the required skills. This information will be posted prior to release of the final RFP to capture additional industry perspectives.
PWS 4.1.9.2. The Contractor shall maintain an integrated financial system that will provide data on an accrual, cash, and Government appropriated basis for budgeting, general accounting, payroll accounting, cost accounting, cost estimating, unbilled items ordered, customer billing, workload planning, analysis and reporting, contract management, and contract vouchering resulting in financial management data and reports that assist in the timeliness and accuracy of management of funds including:
[CDRL]. Is this a contractor provide system or an existing system? If it's a contractor provided system is the expectation that it's up and running fully at the end of transition?
An integrated management information system (MIS) is currently available at Eglin. If an Offeror has a MIS that has an authority to operate on Eglin or is not required an authority to operate, the E-OMS team would evaluate this system as an innovative approach.
PWS 4.2.10.2.8. Provide survival gear for Government and contractor mission personnel. Is there a list of equipment to be provided?
A comprehensive equipment, real property, non-real property, tool, and COMSEC list will be provided prior to final RFP release.
Section J, Attachment 6, Award Fee/Term Plan 3.3.1.4
It is unclear how the performance ratings of -3 to +3 in the areas identified in 3.3.1.2 and 3.3.1.3 will be used to calculate the results in the table presented in this section. Would the Government please clarify this process?
The E-OMS award fee plan is under revision to ensure performance ratings are clearly identified. The award fee plan will be posted to capture additional industry comments prior to the final RFP release.
PWS 4.2.5.2.8. Providing procedures for storage, care, inspection, inventory, and maintenance of equipment in reduced maintenance, IAW the following Classification of Items In
Reduced Maintenance Status table: [CDRL]. Will work load data be provided for this area of responsibilty, or is it considered
IDIQ work?
Items placed in reduced maintenance status are directed by the Government using the electronic tasking system. A listing of equipment and their status is contained in the government furnished property listing. The listing will be posted prior to the release of the final
RFP.
Section L, Paragraph 1.2.7, Page L-7 Would the Government consider using email vs fax for communicating source selection information?
No. The Source Selection Facility does not have e-mail
Section M, Paragraph 2.0, Page M-3
Please clarify whether Mission Capability Subfactors will be evaluated and rated individually, or if only an integrated Mission
Capability/Mission Capability Risk evaluation will be performed. The second sentence of this section says that the “Government will evaluate each factor and then assign factor ratings consistent with Table 1. Should the sentence have said that the Government will evaluate each
“Subfactor” and then assign factor ratings?
The Government will evaluate each subfactor, but will not assign ratings to the subfactors. We will adjust the language in Section M to be more clear.
PWS, Paragraph 4.1.5.1.2, Regarding compliance with US Army Corps of Engineers Safety and Health Requirements Manual, does this apply to the entire contract or USATR sections of the
PWS?

Section J Attachment 1 Draft
PWS 4.2.10 &
Section 4.2.10 “Water Ranges” of the PWS does not have any associated manpower in the
Government Staffing Estimate.
Would the government clarify if the manpower for Section 4.2.10 is covered elsewhere or was it mistakenly omitted? If the manning is covered under Section 4.2.9, then we suggest combining these two sections to avoid confusion.
The Government Staffing Estimate contains support for the water ranges under section 4.2.9.
Additional resources required to support the water ranges are contained in other PWS paragraphs as required by the specific mission. For example, telemetry, flight termination, reference RADARs, frequency control, etc are routinely required to support over-water missions.
These resources are scheduled as required and installed on platforms that support specific over-water missions.

Will the referenced documents in this section be made available in the Bidder’s Library or through other means?
The referenced documents are available to the public on Army sites on the internet

PWS 4.4.2-4.4.6
Sections 4.4.2, 4.4.3, 4.4.4, 4.4.5, and 4.4.6 of the PWS all contain the phase “Support six simultaneous operations across all explosive test ranges including the C-80 Complex, the Gun and
Ammunition Test Facilities, HELLFIRE (C-7, C-7A), and KEMTF C-74.” Would the government clarify which of two possible meanings this might have: a) each site must independently be capable of accomplishing this or b) the pool of people from these sites as represented in Sections 4.4.2, 4.4.3, 4.4.4, 4.4.5, and 4.4.6 jointly must be such that this can be accomplished.
The Government intends that a pool of people would be available to accomplish this requirement.
Section J Attachment 1 Draft
PWS 4.4.6 &
Section 4.4.6 “OGT” of the PWS does not have associated manpower in the Government Staffing Estimate. Would the government clarify if the manpower for Section 4.4.6 is covered elsewhere or was it mistakenly omitted and, if covered elsewhere, what other section in the Staffing Estimate contains the manpower and how are they to be shared?
Staffing for OGT is very diverse given the simulation mission of the facility, and the Government Staffing Estimate does not contain specific manning requirements for
OGT support. The Staffing Estimate is only the Government's estimate of personnel required in specific PWS requirements.
Required skills could be provided from the explosive test facilities, range instrumentation systems, GWEF, and J-PRIMES as required by the scheduled mission.
Section J, Attachment 6, Award Fee/Term Plan 3.3.1.5
The weighting factors defined in this section are equivalent to a
Government priority ranking and will be an essential element in the contractor’s ability to respond to the dynamic E-OMS workload.
Will the Government provide the weighting factors to the E-OMS contractor sufficiently far in advance of the work to allow priority decisions to be made jointly by the Government and
Yes. Task priorities are established at the time the task is written. Mission priorities are assigned at the time the program is accepted by 96 TW contractor with regard to contractor support?
Section L.3.5 The Government has specified that past performance information is required from each teaming arrangement member. We have interpreted this to not include all of our subcontractors, all of whom we consider to be our “teammates”. Would the
Government please verify this interpretation?
Industry has clearly identified issues with our past performance criteria identified in our draft RFP.
The criteria are under revision and will be posted prior to final RFP release in order to capture additional industry comments.
