APPENDIX C1
REFERENCE RADARS
1.0 PURPOSE. The primary purpose of the reference radar systems associated with the Eglin Test and Training Complex (ETTC) is to produce electronic tracking data for generating Time Space Position Information (TSPI) of airborne objects. The secondary purpose is to provide slaving data and tracking information to range equipment throughout the ETTC. The purpose of X-Band transportable Doppler radars is to provide data for ballistics testing and additional TSPI support as required by task directives or mission requirements.
2.0 GENERAL. Primary TSPI coverage of the ETTC land and water ranges is provided by reference radars located at three fixed land sites (A-20, C-10, and D-3). Fixed radars at these sites may be augmented with mobile TSPI radars operating from land based trailers or sea based vessels or barges.
Each tracking radar generates range, azimuth, and elevation data for the object being tracked and outputs this data to the Range Slaving System (RSS), the Universal Data System (UDS)/RICS and the Centralized Control Facility (CCF). Transportable Doppler radars on trailers or tripods can also augment the TSPI requirements, but are primarily used to provide ballistic projectile tracking data. Mobile radar systems can be located nearly anywhere on the land ranges or on sea based vessels or barges.
2.1 Test Site (TS) A-20 is an instrumentation site used to collect TSPI data on airborne objects and provide data transmission and communication. The primary facility at TS A-20 is a two-story building containing five roof mounted pads for up to five radar systems. TS A-20 is the most sophisticated site regarding the degree of integration with other ETTC instrumentation systems and sites. Radar systems at this site can operate independently or can be integrated with other range systems as the mission dictates. This site has the capability of recording TSPI data on-site and transmitting or relaying real-time data to the CCF and other sites. It has the capability of transmitting or receiving slaving data to or from other sites. TS A-20 serves as the radar master site for target tracking and TSPI data in a complex composed of TS A-3, A-20, C-10, and D-3.
The radar generating the highest quality data is remotely selected by TS A-20 to deliver TSPI data to the intersite data bus. This integrated system provides continuous precision tracking data during extended flight profiles. Additionally, A-20 radars have been modified to accept inputs from a beacon encoder while providing simultaneous transmission of command functions.
2.2 TS C-10 is another site that is part of the primary ETTC TSPI radar tracking system, and can be integrated with other instrumentation systems or operated independently. The primary facility at TS C-10 is a two-story building containing one roof mounted pad. Similar to TS A-20, this site has the capability of recording TSPI data on-site, transmitting real-time data to the CCF and other sites, relaying data to other sites, and has the capability of transmitting or receiving slaving data. Through the data and communications networks, this site can support missions controlled from other sites. TS C-10 also has been integrated into the HELLFIRE Test Complex at TS C-7.
The data generated by the TS C-10 radar is compiled by computer and transmitted real-time via a modem to TS C-7 connected through the CATV cable system to provide normal target video and forward looking infrared (FLIR).

2.3 TS A-3 is a radar and instrumentation site located on Santa Rosa Island approximately 7 miles south-southwest of Eglin main base. The primary facility is a single story building with four light weight radar pads located on its roof. No permanent radars are installed at TS A-3 but the portable RIR 980 may be operated from this site and connected to the Range Information Grid..
2.4 TS D-3 is a control, radar, and instrumentation site located approximately 92 miles east southeast of Eglin main base at Cape San Blas, Florida. This site is composed of several buildings, one of which can support three TSPI radars. Due to its unique location, TS D-3 operates as a standalone facility. The radar systems at TS D-3 are addressed in Appendix C11.
2.5 Transportable TSPI and Doppler radar systems provided additional coverage for reference radar missions on and off the ETTC ranges. These radar systems can be staged from various locations based on mission requirements and task directives. They can be deployed to pre-positioned or remote areas throughout the ETTC ranges, can be placed on sea based vessels or barges for extended over water support, and can be transported to distant locations beyond the ETTC complex to support unique mission requirements.
2.6 Fixed and transportable radar systems have numerous subsystems that provide additional capability to support the primary radar mission. Table C1-1 lists some of these subsystems and identifies resources located at each site. Although task directives can add or remove equipment, this list is typical of the additional resources and duties required to fulfill mission requirements.
3.0 CAPABILITIES. The Contractor shall operate, maintain, and calibrate radar systems throughout the ETTC in support of the Eglin mission. Mission activity outside the confines of the ETTC using transportable radar systems will be accomplished via tasking as required.
Manning shall be sufficient to support operation and maintenance of the radar equipment shown in Table C1-2.
3.1 The Contractor shall support TSPI radar missions according to test or task directives.
Mission support normally includes producing, transmitting, receiving, and recording primary and secondary data, mission reports and logs, countdown service, external and internal communications support, and video monitoring, recording, and playback.

3.4 The contractor shall maintain and operate the vehicles identified in Table C1-3 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other

Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
