MGTF Labor Category Requirements
Title General Requirements
GWEF/MCL/J-RPIMES
Engineer/Analyst As used in this document, engineers are usually responsible for hardware oriented designs and tasks whereas analysts develop simulation, analysis and control software, models and algorithms and perform analysis of test results. Both positions often require interdisciplinary skills requiring a wide span of knowledge. Duties between analysts and engineers often overlap. Four levels of experience and expertise are described below to characterize the degree of complexity of task associated with a particular position or area of responsibility. Although formal education and experience play a significant role in the degree of complexity and difficulty of assignments an individual is expected to perform, having specific educational credentials and years of related experience alone may not qualify an individual to tackle a specific degree of complexity in tasking.
Specific expertise will be required based on the task types specified in the staffing appendices.
Junior Engineer/Analyst Entry level to 5 years experience and a minimum of a BS from an accredited school in Aeronautical/Aerospace, Mechanical, Civil, or Electrical Engineering, physics, mathematics or a closely related technical field as appropriate to the position. Generally works under the close supervision of senior level personnel who guide the junior engineer to tackle basic tasks.
Journeyman Engineer/Analyst 5-10 yrs experience and a minimum of a BS from an accredited school in Aeronautical/Aerospace, Mechanical, Civil, or Electrical Engineering, physics, mathematics or a closely related technical field as appropriate to the position. Graduate level training is highly desired. Expected to be fully proficient in the area of expertise. Works independently to tackle routine and moderately difficult tasks with occasional support and consultation with senior level personnel.
Senior Engineer/Analyst 10+ years experience and a minimum of a MS from an accredited school in Aeronautical/Aerospace, Mechanical, Civil, or Electrical Engineering, physics, mathematics or a closely related technical field as appropriate to the position. Additional experience may be substituted in lieu of a Masters degree. Provides senior level expertise to tackle moderately to very challenging problems in the area of responsibility. Works independently in nearly all cases with rare need to consult with principal level expertise on problems of exceptional difficulty.
Principal Engineer/Analyst Normally 15+ yrs experience and a minimum of a MS from an accredited school in Aeronautical/Aerospace, Mechanical, Civil, or Electrical Engineering, physics, mathematics or a closely related technical field as appropriate to the position. PhD in engineering or related technical discipline desired. Provides expertise to tackle the most challenging and unique problems in the area of responsibility. Expected to work independently to solve exceptionally difficult or unique problems for which little, if any, precedence exists.
Field Engineer As used in this document, field engineers accomplish work at a level of difficulty often associated with degreed engineers and usually possess an associates or equivalent degree or certification from a technical training facility. May have additional formal training up to and including bachelor’s degree in a technical discipline. Four levels of experience and expertise are described below to characterize the degree of complexity of task associated with a particular position or area of responsibility. Although formal training and experience play a significant role in the degree of complexity and difficulty of assignments an individual is expected to perform, having specific training and years of related experience alone may not qualify an individual to tackle a specific degree of complexity in tasking.

Works independently to tackle routine and moderately difficult tasks with occasional support and consultation with senior level personnel.
Senior Field Engineer 10+ years experience in specialized area of expertise. Field engineers accomplish work at a level of difficulty often associated with degreed engineers and at the senior level have completed significant formal training (normally an associates or equivalent degree from a technical training facility). May have additional formal training up to and including bachelor’s degree in engineering or related technical discipline. Additional years of experience may be substituted for training in some cases. Works independently in nearly all cases with rare need to consult with expert or principal level personnel on problems of exceptional difficulty.
Expert Field Engineer Normally 15+ years experience in specialized area of expertise. Field engineers accomplish work at a level of difficulty often associated with degreed engineers and at the expert level at least have completed significant formal training (normally an associates or equivalent degree from a technical training facility). May have additional formal training up to and including bachelor’s degree in engineering or related technical discipline. Expert level field engineers work independently to solve the most challenging and unique problems which have little precedence for solutions. Provides expertise, often in highly specialized or focused areas, for which there may be a scarcity of expertise across the nation.
Test advisor Able to perform duties normally associated with heavy equipment mechanics or operators in addition to specialized skills associated with operating, installing and maintaining specialized equipment to simulate a wide variety of environmental conditions on a large scale.
Knowledge of specialized environmental simulation test operations and specialized simulation equipment that may only be found at the McKinley Climatic laboratory. Specialized knowledge required to position, refuel and restrain aircraft and other common test items.
Plant Operation and Maintenance Specialist
Position requires the ability to understand, operate, and maintain large, complex, industrial scale systems including HVAC systems, specialized climatic simulation systems, boiler systems, airflow systems, dust and salt-fog systems, etc. Requires HVAC certification and specialized skills normally learned through on-the-job training or a formal apprentice program.
Senior Plant Operation and Maintenance Specialist
Position requires the ability to understand, operate, and maintain large, complex, industrial scale systems including HVAC systems, specialized climatic simulation systems, boiler systems, airflow systems, dust and salt-fog systems, etc. Requires HVAC certification and specialized skills normally learned through on-the-job training or a formal apprentice program. At the senior level, must be able to understand large plant at a depth to oversee complex operation and maintenance procedures.
Must be able to troubleshoot and resolve problems in unique, one-of-a-kind, industrial scale plant systems.
Fabrication Specialist Performs duties associated with fabricating and assembling components and assemblies. Must have the knowledge, skills, and abilities to analyze, design, layout, cut, drill, tap, weld, etc., a variety of materials, including ferrite and aluminum based materials. Must have completed welding training, normally through a formal training program, have a welding certification, and typically have 4 or more years of fabrication related experience.
Logistics/Supply Specialist Must possess knowledge of Government logistical and supply operations including acquisition of supplies, equipment and products, logistical support including property management and accountability, hazardous material procedures, precision measurement electrical laboratory (PMEL) tracking and material and equipment disposal. Formal education beyond high school not required but may be advantageous. Familiarity with Government/military logistic systems is often acquired through experience in a logistical supply organization of the DoD.
Information Technology Specialist
Must possess expertise in computer hardware, computer administration, programming, LAN administration, or other related information systems. Must be fully competent in managing operating systems for Windows and Linux in both standalone and server based applications. Works independently in nearly all cases with rare need to consult with principal level personnel on problems of significant difficulty. This position is required to maintain CompTIA Security + or higher certification.
Security/Receptionist Support Requires knowledge of security operating procedures, instructions, policies, and processes.
Must possess computer skills sufficient to operate security systems programs as well as standard office software (Word, Excel, Powerpoint) products used in the logging and tracking of visitors and other information as required within the assigned area of responsibility. Required to access JPAS or other security information systems to verify clearance information.
Maintenance Management/Data Analyst
Must possess computer skills sufficient to operate maintenance scheduling and tracking software programs as well as standard office software (Word, Excel, Powerpoint) products used in the logging and tracking of visitors and other information as required within the assigned area of responsibility.
LGTF & AVSF
Sr. Manager +10 yrs experience and a minimum BS from an accredited school in Aeronautical/Aerospace, Mechanical, Civil, or Electrical Engineering with background in program/technical management or +10 yrs experience and a minimum of AS degrees in both Engineering Technology and Management with background in program/technical management
Sr. Engineer + 15 yrs experience and a minimum of a BS from an accredited school in in Aeronautical/Aerospace, Mechanical, Civil, or Electrical Engineering
Journeyman Engineer +10 yrs experience and a minimum of a BS from an accredited school in Aeronautical/Aerospace, Mechanical, Civil, or Electrical Engineering
Junior Engineer 2-10 yrs experience and a minimum of a BS from an accredited school in Aeronautical/Aerospace, Mechanical, Civil, or Electrical Engineering
Sr Mech Specialist Associate Degree or Training certificates from trade schools, colleges, U.S Dept. of Labor and/or equivalent military training and/or +15 years’ experience in mechanical systems; Must be proficient with CAD/CAM; Proficient reading blueprints; Can operate and program various CNC machines
Journeyman Mech Specialist Training certificates from trade schools, colleges, U.S Dept. of Labor and/or equivalent military training and or +8years experience; Must possess a high degree of mechanical knowledge involving fasteners, shop equipment, experience with hydraulics, hoses, pumps and fittings and safe handling of fuels and various chemicals. Welding experience is a plus and should be current in metal forming using shop equipment. Must be proficient with CAD/CAM and proficient reading blueprints; Must be proficient on manual machines, lathes & mills.
Junior Mech Specialist Training certificates from trade schools, colleges, U.S Dept. of Labor and/or equivalent military training and or +3 years’ experience; Machining background is a plus; Must be proficient with CAD/CAM and proficient reading blueprints; Must be proficient on manual machines, lathes & mills; welding experience is a plus.
Senior Instrumentation Specialist Associate Degree or Training certificates from trade schools, colleges, U.S Dept. of Labor and/or equivalent military training and/or +15 years experience in electronics, electrical systems, high/low power systems and test instrumentation
Journeyman Instrumentation Specialist
Minimum of an Associate Degree in electronics/ instrumenation from an accredited trade school/college/university; training certificates from trade schools, colleges, U.S Dept. of Labor and/or equivalent military training and/or 7-15 years experience in electronics, electrical systems, high/low power systems and test instrumentation.
Junior Instrumentation Specialist Minimum of an Associate Degree in electronics/ instrumentation from an accredited trade school/college/university; training certificates from trade schools, colleges, U.S Dept. of Labor and/or equivalent military training and/or 4-8 years experience in electronics, electrical systems, high/low power systems and test instrumentation.
Shipping and Receiving Associate Degree or Training certificates Hazardous Materials and Safety Associate Degree or Training certificates from trade schools, colleges, U.S Dept. of Labor and/or equivalent military training and/or +15 years’ experience in mechanical systems;
Secretary Associate Degree or Training certificates
