APPENDIX D4
SANTA ROSA ISLAND (SRI) TOWER FACILITY
1.0 PURPOSE. The SRI tower facility provides the ability to support a wide variety of mission requirements. The SRI tower is an excellent platform for seeker/sensor evaluation and for observation, command, control, and communication during many types of littoral test and training missions using real world targets against an air, land, or sea background. The SRI tower provides Telemetry data linking for SRI and Eglin Range western sector support. The SRI tower camera systems provide visual feedback of on-site supporting equipment, as well as provide safety monitoring for SRI missions. The Range Instrumentation and Control System (RICS) console provides video, voice, and data delivery and transmission to provide the user interaction with other facilities on the Eglin.
2.0 GENERAL.
2.1. The SRI Tower Facility is located at TS A-13B on Santa Rosa Island, approximately 14 miles west of the Destin Bridge. The tower includes a free standing instrumented 300-foot platform with associated elevated utility building for commercial and emergency power, fire suppression, and communications. Principle features of the tower are:
2.1.1. Open Air Platform (OAP): A stable instrumentation and observation platform 300 feet above ground level and approximately 40 feet in diameter, with retractable cover for temporary weather protection. The 300’ elevation provides line of sight coverage for land and/or sea surface targets up to 24 miles. A Malibu telemetry tracking antenna exists with support air/sea/land coverage of offshore, onshore, or inshore mission requirements.
2.1.2. Control Area (CA): Just beneath the OAP, this conditioned space is used for observation, instrumentation, and command and control of test and training exercises. This area houses the Range Instrumentation Control System (RICS) console, the nucleus for mission control operations. The telemetry control, receivers, and data distribution console is also on this level.
2.1.3. Equipment Area (EA): Just beneath the CA, the EA is a conditioned space that houses the communications hub and Hydraulic Power Unit (HPU) for future support of a Flight Motion Simulator (FMS). The EA has space for up to 8 five-foot diameter antennas. The EA is configured with two four-foot parabolic antennas. One provides fixed based Telemetry receive support on a full time basis, the other provides Microwave linking on a temporary basis.
2.1.4. Maintenance Area (MA): Conditioned space, just beneath the EA, used for maintenance and test item storage.
2.1.5. Fixed Exterior Test Platform (FETP): Additional open-air platform at the 150 foot level, used for test and training support.
2.1.6. Moveable Exterior Test Platform: (METP): Riding on one of the tower legs, this 8-foot by 8-foot platform provides test item selectable look down angle for inland, onshore, or offshore targets. Inoperative at this time.

2.1.7. Freight Elevator: A 17,000 pound capacity elevator with a cab to transport personnel or equipment.
2.2. The SRI tower provides the ability to stimulate seekers and sensors using real world targets against a sky, land, or sea background. In addition to providing OA-HITL capabilities, the tower provides a stable elevated platform from which to support a variety of other test and training events.
2.3. Telemetry: The Santa Rosa Island Telemetry system (SRITM), installed in the tower, provides fixed-based TM receive support for inshore, onshore, and offshore mission requirements. The wide-band antenna system provides fixed target support and is deployable for fixed ground support. The tracking telemetry system (A13BTM1) provides both moving target or fixed support with real time data distribution. These systems are also addressed in Appendix C5.
2.4. Range Instrumentation Control Systems (RICS): The RICS provides a central control station for mission operation. This station supports range communications, UHF/VHF radios, video distribution and display, plus RICS Instrumentation Software. One of the features of the RICS software is provision of a moving range map display of all Eglin airspace and test ranges.
The map displays all targets with IFF squawks, RICS instrumented radar tracks, and any other asset producing RICS packets, such as ARDS pods.
3.0 CAPABILITIES.
3.1. The Contractor shall operate and maintain the SRI Tower and associated systems and equipment, including:
1. Retractable cover, drive mechanism, and control systems.
2. Obstruction lighting.
3. Tower Movement Measurement System (operate only).
4. METP (currently Inoperative ).
5. Freight elevator (operate only).
6. Intra-facility fiber optic lines.
7. Fiber optic transceiver equipment.
8. Miscellaneous support equipment.
9. Telemetry Systems.
10. Range Instrumentation and Control System
11. Communication systems, UHF/Air Ground, and Marine Band radios
12. Multiple cameras and Video Distribution Systems
3.2. The Contractor shall support test and training missions at the SRI Tower Facility as directed by task and test directives.
3.3. The Contractor shall support installation and removal of equipment and instrumentation on the SRI Tower.
3.4. The Contractor shall support simultaneous operations as described in Appendix C12.
3.5. The contractor shall maintain and operate the vehicles identified in Table D4-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
