APPENDIX F4

KINETIC ENERGY MUNITIONS TEST FACILITY (KEMTF), TA C-74

1.0 PURPOSE. The purpose of the KEMTF is to evaluate the performance of conventional munitions in a dynamic environment.

2.0 GENERAL.

2.1. TA C-74, Kinetic Energy Munitions Test Facility (KEMTF), is located approximately 24 miles northeast of Eglin main base, reached via SRs 20 and 285 and RR 213.

2.2. The KEMTF enables the Air Force to test weapons and related equipment in a dynamic environment similar to that produced by carriage or release from aircraft. The dual-rail 2000-foot sled track is normally used to accelerate weapons or components to representative velocities before impact with a target.

2.3. Operations are usually directed from the two-story control building that houses communications, instrumentation, and control equipment. Occasionally missions are controlled remotely from TA C-74L (reference F2C). A wide variety of instrumentation is used to gather data; such as sled test item velocity and acceleration, test item temperature during conditioning, blast pressure, and high-speed photography.

2.3.1. In a typical test, the test article is fastened to a carrier sled. A propulsion sled (normally a separate unit) uses solid propellant rocket motors to accelerate the test article to desired velocities. As the sled approaches the target area, the test article is separated from the sleds and impacts the target. Instrumentation concentrated in the target area records the required data.

2.3.2. Other sled concepts may be tailored to specialized requirements. For instance:

1. Moving target tests in which a stationary weapon fires at a sled-borne moving target.

2. Aero-ballistics tests to evaluate the aerodynamic characteristics of an item launched from a moving platform.

3. Dispenser and submunition separation tests.

4. Reverse ballistics tests in which a target is propelled into a stationary instrumented test item.

5. Recoverable sled tests using water braking or retro-firing rockets.

6. Tests requiring temperature conditioning of the test item.

3.0 CAPABILITIES.

3.1. The contractor shall operate and maintain the KEMTF and associated equipment as part of the seven simultaneous operations specified in PWS 1.7, including:

3.1.1. One 2,000-foot dual rail track inclined 0.6 percent, including:

1. 20-foot deflector rails.

2. 40-foot deflector rails.

3. Sled barriers.

3.1.2. A two-story hardened control building (9354).

3.1.3. Two sled warehouse/shop building (9371& 9375).

3.1.4. An office building (9357).

3.1.5. Three ribbon frame camera bunkers (9363, 9364, 9367).

3.1.6. A 103-foot-tall steel instrumentation tower (9374).

3.1.7. Eight instrumentation bunkers.

3.1.8. A 200,000-square-foot construction and demolition target area.

3.1.9. A metal storage building (9350).

3.1.10. Reusable Urban Target structure with 5 associated test chambers.

3.1.11. Control, firing, and communication systems including:

1. A four-bay control console with control for CCTV system, rocket firing systems, communications, high-speed cameras, arming functions, and mission controls.

2. Charge firing systems including squib firing trigger units and 300 VDC screen power supplies.

3. A computer-controlled programmable sequencer.

4. 0-40 VAC variable power supplies with rectifier.

5. Screen voltage systems for rocket staging or test item signaling.

6. 0-300 VDC rocket firing systems.

7. 28 VDC power supplies.

8. 0-3, 0-40, 0-60 and 0-300 VDC variable power supplies.

9. High voltage power supplies, 0-4000 VDC.

10. Video cameras and recorders.

11. One permanent camera/instrumentation tower and portable camera towers.

12. Communication system with power amplifiers, speakers, and microphone.

13. Remote-controlled gate system.

14. Fiber Optics transmitters and receivers

15. UPS, 7KVA

16. FM Base Station Radios for ROCC and range communication

17. Hand-Held FM Radios for ROCC and range communication

3.1.12. Concrete hardness testing systems.

3.1.13. Data collection systems, including:

1. General purpose computers with accessories.

2. CCTV systems, including cameras, zoom lenses, pan and tilt mounts with monitors, waveform monitors, video recorders, video switchers, fiber optics video transmitters and receivers.

3. A Sled Velocity Data Acquisition system, including computers, acquisition units, 32 channel digital data recording system, 4-Channel digital storage scope, end of track velocity break-lead system, target impact trigger system and trackside velocity pickup coils.

4. GPS Synchronized PCI Time and Frequency Processor (IRIG) time .

5. Weather/wind system.

6. Fiber optic transmitters and receivers.

7. Four Flight-Follower camera systems to record end-of-track test events.

3.1.14. Sled fabrication and modification equipment, including:

1. Overhead traveling hoist (crane).

2. Drill press.

3. Dual-wheel grinder.

4. Industrial band saw.

5. Welding equipment (acetylene torches and electric welders).

6. One gasoline-powered sump pump, 16 hp.

7. Lathe.

8. Air compressor unit.

9. 5000, 3500 and 2000 watt portable gasoline-powered generator.

10. 10 inch table saw.

11. Portable welder, portable compressor, and a 3 KW generator.

12. Electronic inclinometer.

13. Horizontal band saw.

14. Milling machine.

15. Water jet saw and associated equipment.

16. Shear

3.1.15. Survey equipment, including:

1. Transits with tripods.

2. Electronic Total Stations with tripods

3. Level Guns with tripods.

4. Digital Inclinometer

5. 25 ton Hydraulic pumps and cylinders

6. Chain lever hoist

7. Air Compressor Unit

8. Trailer mounted Air Compressor and Greasing Systems

9. Pneumatic Wrenches, Chisels and Hammers

3.1.16. A temperature control station located in TA C-74 Control and a temperature conditioning van normally located along the 2000-foot track. The temperature conditioning van is remotely controlled from the temperature control station. Alternately, the temperature conditioning van can be operated at locations outside the KEMTF. The temperature conditioning van equipment includes:

1. Temperature conditioning unit.

2. System controller.

3. Data Acquisition Unit with 20-channel thermocouple compensation card.

4. Thermocouple calibration system.

5. 400-gallon liquid nitrogen tanks with trailers

6. Environmental chamber boxes to house the test item(s) during conditioning and associated ducting.

7. 20-foot portable winch tower.

8. Environmental control system.

9. Acquisition unit with extension back plane.

10. Fiber Optic transmitters and receivers

11. UPS, 800VA

3.2. The Contractor shall conduct KEMTF missions IAW tasks and test directives.

3.3. The contractor shall maintain and operate the vehicles identified in Table F4-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
