APPENDIX F1
ADVANCED WARHEAD EXPERIMENTATION FACILITY (AWEF)
1.0 PURPOSE.
2.0
The purpose of the AWEF is to provide a highly instrumented complex for basic research and testing of new weapon concepts
2.1. The AWEF is located within a 125-acre cleared area 20 miles north northeast of the Eglin main base, reached via SRs 20 and 285 and RR 213. Principal features of the complex include:
GENERAL.
1. Outdoor firing areas configured for static testing of explosive warhead models and components.
2. Small laboratory for loading and handling reactive (oxidizing) materials.
3. Materials properties lab.
4. Machining area capable of machining various high-density materials (including depleted uranium).
5. Area for classified storage of test hardware.
6. Indoor firing chamber.
7. Associated equipment.
2.2. Government personnel will conduct all test activities with support provided by the Contractor where required.
3.0
3.1. The Government is responsible for the overall operation and maintenance of the physical plant of the AWEF. The Contractor shall assist with the O&M of the AWEF in accordance with the requirements below:
CAPABILITIES.
3.1.1. The O&M contractor shall provide engineering support to develop software and update existing programs used to interface computers and data acquisition equipment. The equipment and software tools will include Tektronix and Nicolet digitizing scopes, Labview, and C programming.
3.1.2. The O&M contractor shall provide a certified concrete analysis function, welding, X-ray support, mission control, safety, instrumentation set-up, calibration, vacuum systems control, and materials property measurement.
3.1.3. The O&M contractor shall provide Electronics Technician support to operate and maintain all the necessary functions for installation setup, checkout, data collection, and safety.
The Contractor shall conduct experiments and analyze data using flash x-ray, high-speed and ultra-high-speed framing and streak cameras, and digital electronics processing systems for measuring velocity, strain, acceleration, and blast pressures. Personnel providing this support shall be qualified to analyze X-ray film, blast pressure data, and material measurements and validate and verify data quality.
3.1.4. The O&M contractor shall provide welding support to provide the following:

1. Fabrication and positioning of targets, target stands, and test support hardware (requires welding and cutting all types of metal).
2. Operation of the physical plant (e.g., air compressors, vacuum pumps, HVAC systems, and fire control and security systems).
3. Corrosion control.
4. Installation of communication and data lines.
5. Implementation of road blocks when missions are in progress.
3.1.5. The O&M contractor shall provide machinist support including fabrication and repair of jigs, fixtures, cutting tools, gauges, and metal dies or molds used in shaping or forming metal and nonmetallic material (e.g., plastic, plaster, rubber, glass). The Contractor shall work with models, blueprints, and drawings and shall have a thorough knowledge of properties of common metals and alloys. The Contractor shall operate various machine tools and related equipment such as computer-controlled machines (i.e., CNC lathes), milling machines, grinders, cutoff saws, lapping machines, and drill presses. The Contractor shall:
1. Use various Tool and Die Maker's hand tools and precision measuring instruments, working to very close tolerances.
2. Heat-treat metal parts and finished tools and dies to achieve required qualities.
3. Fit and assemble parts to prescribed tolerances and allowances.
3.1.6. The O&M contractor shall provide photographic technical support to provide a means of observing and precisely recording behavior of a test item from the beginning through its complete flight path. The Contractor shall record items fired by various methods at various targets and at different velocities. The Contractor shall use one-of-a-kind photo-optics configurations, including low-, high-, and ultra-high-speed cameras.
3.1.7. The O&M contractor shall provide qualified munitions handlers support. Munitions handlers shall be graduates of the Naval Explosive Ordnance Disposal School or equivalent (as determined by the Contracting Officer) and have a minimum of six years experience in explosive disciplines. Duties include:
1. In coordination with EOD and the Base Safety Office, conducting walk-through/talk-through reviews using inert or simulated munitions items. These reviews shall be conducted on all new explosive test items prior to performing missions involving live ordnance. The Contractor shall perform test operations procedures based on the findings of these reviews.
2. Assembling, filling and loading, arming, firing, and detonating munitions as specified in the test directive.
3. Conducting Mann barrel and other small arms firings IAW test directives.
4. Conducting HP3 firings IAW test directives.
5. Receiving munitions and preparing the munitions setup required IAW test directives.
6. Conducting munitions operations IAW AFMAN 91-201 (Explosives Safety Standard), AACI 13-204 (Mission Scheduling and Control), and approved test directives.
7. Receiving and inspecting munitions items.
8. Preparing munitions setups for x-ray analysis and sectioning.
9. Assisting in loading and downloading small arms rounds and in related operations such as weighing of projectiles, propellants, and special penetrators.
10. Preparing munitions for airgun firings.

11. Fabricating and operating argon candles (for explosive-generated light) and explosive shutters in support of ultra-high-speed photography.
3.1.8. The O&M contractor shall provide qualified vacuum systems support. The contractor shall be qualified in basic vacuum systems as well as leak detection, maintenance and repair of vacuum systems. The contractor shall monitor the vacuum system during pre-mission set-up, during live tests and post-mission and provide data to test engineer.
3.1.9. The O&M contractor shall provide general maintenance functions to accomplish the following functions:
1. Road closures during hot mission support.
2. Facility maintenance.
3. Target/support stand fabrication.
4. Equipment operation including hand tools, forklifts, tractors, loaders, and wood working machinery.
3.2. The Contractor shall support AWEF missions IAW tasks and test directives.
