APPENDIX C7
PHOTO-OPTICS DATA FACILITY
1.0 PURPOSE. The purpose of the Photo-Optics Data Facility is to record imagery with the use of video and/or film cameras in support of the weapons test, security, safety, training, and data analysis operations. This equipment will be operated and maintained by this facility, unless otherwise noted.
2.0 GENERAL.
2.1. The Photo-Optics Data Facility is located inside the Photo-Optics Maintenance Facility (Buildings 963 and 965) at TA A-19, on Eglin main base. Video and film recorders are deployed from this facility to land and water test areas and other test facilities in support of missions.
Photo-optics instrumentation provides the means of observing and precisely recording the behavior of a static or dynamic test item (munitions, aircraft, rocket sleds, launch devices, and land vehicles) for later measurements and reduction of specific data essential to the test mission. Categories of data collected by photo-optical instrumentation are:
2.1.1. Time space position information (TSPI). This includes spatial position versus time data and all derivatives obtainable.
2.1.2. Attitude: pitch, roll, and yaw, plus time derivatives.
2.1.3. Event-time: time of release, impact, detonation, fin deployment, etc.
2.1.4. Engineering sequential: Other more qualitative information obtainable by film or video recording.
2.2. The Photo-Optics Data Facility supports test programs by providing playback, duplication, and re-formatting of recorded imagery and analysis of pre-recorded video tapes.
The mission of the Photo-Optics Data Facility is to be differentiated from the documentary photography mission of the Parks Photographic Laboratory. The Photo-Optics Data Facility mission is collection of data for the purpose of measurements and analysis.
2.3. Photo-Optics Data Facility operations are required over the entire Eglin Test and Training Complex, including all major or minor land test areas, the water test areas, and many technical facilities on Eglin AFB such as the McKinley Climatic Laboratory. Other test sites requiring Photo-Optics Data Facility support at times may be located at various locations around the world.
2.4. Photo-Optics Data Facility exposed film will be processed by Parks Photo Laboratory.
Video and film data will be archived at Parks Photographic Laboratory.
2.5. Photo Optics Data Facility support includes the O&M of a wide variety of both film and video camera systems, many of which are highly specialized recording medium. This equipment is deployed to the field on a daily basis for mission support. The cameras and lenses are mounted on various types of fixtures and tracking mounts, ranging from utility to precision class. Page C7-1 such as precision timing equipment, laptop controllers, remote controlled equipment, alignment tools, targets, power supply backup, and electrical generators.
3.0 CAPABILITIES.
3.1. The Contractor shall operate and maintain the Photo-Optics Data Facility and associated systems and equipment, including:
3.1.1. Mobile Control and Recording Vans (2 each), including:
1. TV cameras and monitors
2. Timing, communications, video recorders, and interface equipment.
3.1.2. Video playback system
3.1.3. Video equipment, including:
1. GPS receivers, Time code inserters, character generators, and time base correctors.
2. Charge-Coupled Device (CCD) intensified low light level TV cameras.
3. Video recorder/reproducers.
4. Standard, high speed, and shuttered video cameras.
5. Laptop controllers.
3.2. The Contractor shall provide video instrumentation and equipment support IAW tasks and test directives. The contractor shall also provide imaging data for reduction and analysis in support of weapons tests and to support security, safety, training, and analysis of operations through the use of video instrumentation and equipment.
3.3. The Contractor shall provide CCTV coverage and playback for test mission and related support activities as required.
3.4. The Contractor shall provide capability to support the more complex support scenarios involving Phantom, Photron, and NAC High Speed Digital Video Cameras to provide TSPI data on both land and water ranges.
3.5. The Contractor shall provide simultaneous photographic/test mission support for up to 3 flight-test missions (each nominally with 1 camera crew of 5 fully qualified camera support personnel) in addition to general photographic/test mission support for at least one static mission (with nominally 1 camera crew of 3 fully qualified camera support personnel). Crew quantity and crew size may vary with mission support requirements.
3.6. The Contractor shall operate and maintain other Photo-Optics Data Facility support equipment, including:
1. Miscellaneous electronic equipment (LED drivers, synchronizers, programmers, etc.).
2. Radio remote control systems, timing and communications systems.
3. Camera lenses, tripods, view finders.
4. Four Forward Looking Infrared (FLIR) systems.
5. Photographic illuminators and mobile searchlights (spot, flood, studio, photo, strobe, etc.).
6. Kineto tracking mounts (KTMs), and support vehicles and associated equipment.
7. Power supplies, generators, battery packs, and battery chargers.

8. Mark 51 tracker gun directors with gunners quadrants/protractors.
9. High Speed video cameras
10. Photo-Sonics and HYTAX cameras and associated magazines.
3.7. The contractor shall maintain and operate the vehicles identified in Table C7-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
