APPENDIX C6
ELECTRO-OPTICAL EVALUATION COMPLEX (EOEC)
1.0 PURPOSE. The purpose of the EOEC is to evaluate the performance of seekers and sensors against fixed and moving targets, to make EO/IR measurements, to provide TSPI, and to provide weather data.
2.0 GENERAL.
2.1. The EOEC provides the capabilities to:
2.1.1. Evaluate the performance of laser, IR, millimeter wave (MMW), or optical seekers and weapons systems against fixed and moving targets in various kinds of weather.
2.1.2. Perform ground-based IR and photometric measurements.
2.1.3. Evaluate laser, MMW, and IR techniques, countermeasures, and devices.
2.1.4. Measure local weather parameters pertinent to such tests.
2.1.5. Collect TSPI data and video for documentation and weapon event analysis.
2.1.6. Designate targets and collect reflected energy data, @ 1.06 u
2.2. The EOEC includes mobile assets that provide range support at Eglin and remote locations.
3.0 CAPABILITIES.
3.1. The Contractor shall operate and maintain EOEC systems and equipment, including:
3.1.1. Videometric Measurement and Analysis System (VMAS), used to score weapons impact points and provide impact time, bomb velocity, heading, dive angle, miss distance, pitch, and yaw. This data along with other mission information is provided on a color plot of the test item trajectory, along with field-rate video. The VMAS includes:
1. Color shuttered video cameras for day sorties.
2. Low-light level shuttered video cameras for night sorties.
3. Video recorders.
4. Personal computer system which uses image processing boards and image processing software to reduce the data post-mission.
3.1.2. Laser support van, used to acquire, display, process, and record the reflected 1.06 u energy off the target, the laser spot location, and the laser interpulse period. A video presentation of the target and 1.06 u laser spot can be provided by a silicon vidicon camera.
The laser support van can be deployed anywhere on the Eglin complex or may be deployed to remote locations. The van is fully instrumented with:
1. Timing equipment.
2. VHF and UHF radios.

3. VHS videocassette and DVD recorders.
4. Personal computer systems and monitors.
5. Pan and tilt units.
6. Camera and lens.
7. Detector and lens.
8. VHF remote control system used to fire the laser and control the pan and tilt unit, camera/lens, and detector/lens.
9. Portable neodymium YAG lasers (1.06 u) used as illumination sources.
10. Sensor Positioning System
3.1.3. Remote Automated Weather System (RAWS), deployed on the Eglin Reservation. The RAWS sensors are capable of monitoring temperature, humidity, barometric pressure, wind speed, wind direction, solar radiation, ground fuel moisture and temperature, rainfall amount, rainfall rate, cloud height, and water temperature and depth. RAWS includes:
1. Data Receiver Stations which receive and record data.
2. Eighteen stations.
3. Microprocessor-based data collection platform (DCP) that sends weather data to a Data Receiver Station via a VHF radio link.
4. VHF radio transceiver.
5. Sensors.
3.1.4. MET Vans. There is one meteorological van and two low level sounder vans. The MET van obtains detailed surface weather parameters that affect the performance of EO, IR, Laser, and MMW guided munitions and seeker systems. The MET van can be used to monitor up to ten remote surface weather stations. VHF/FM transceivers are used to interrogate the remote weather stations and receive the transmitted data. A Doppler Sodar weather sensor can be utilized with the MET van for wind information, for altitudes up to 500 meters. The vans are instrumented with timing equipment, VHF radios, data collection systems, and computer systems with printers. Each low level sounder van contains an upper-air system that uses a digital microsonde and weather balloon in conjunction with GPS to provide meteorological parameters from the surface to 40,000 feet, with one of the Low Level Sounder vans being able to provide upper atmospheric ozone data. The sounder vans include a computer system to process, display, and record the data. Each van includes a local portable five-point surface weather station to collect reference surface parameters for the upper-air system. The MET and LLS vans can be deployed anywhere on the Eglin complex, or may be deployed to remote TDY locations.
3.1.5. Infrared Support System (IRSS). The IRSSs are portable IR instrumentation and target systems, operated independently or as part of other systems. These systems make radiometric measurements of static and moving tactical targets. The IR target systems provide sources of known radiant output and geometrical configuration for resolution and sensitivity evaluation of sensors. A major function of the IRSS is calibration of IR sensors to provide a known baseline of data for correlation to the National Institute of Science and Technology (NIST) standards.
3.1.6. IR Resolution Target System (IRRTS). The IRRTS is a self-contained mobile system constructed on a flatbed trailer and consists of a collapsible 26-foot square panel containing numerous heated elements (heat pipes) for long wavelength (LW) IR tests; a hydraulic erection system; and a control cab containing electronic temperature measurement and control equipment, an AGEMA 880 LW Thermovision system, a data display and control unit, and recorders. The system is designed to be operated day or night and in clear weather, fog, or

Page C6-2 light rain. The panel has a high emissivity in the 8-14 micron range for IR test and a high diffuse reflectivity in the visible range so the panel can be used as a laser target.
3.1.7. IR Simulator Kits. The kits are used to provide a simulated IR signature of targets.
3.2. The Contractor shall operate and maintain the laser lab. The laser lab provides depot-level maintenance on all types of laser systems. The laser lab provides the capability required to measure 1.06 u laser output power, beam divergence, interpulse period, and code verification. It also contains all the equipment and instrumentation necessary to maintain the laser system's electronics, cooling systems, and optical components. The lab contains equipment traceable to NIST standards.
3.3. The Contractor shall conduct ground-to-ground and support air-to-ground tests IAW tasks and test directives.
3.4. The contractor shall maintain and operate the vehicles identified in Table C6-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
