APPENDIX C4
FREQUENCY CONTROL AND ANALYSIS (FCA)
1.0 PURPOSE. Fixed FCA sites provide radio frequency surveillance in the primary frequency bands between 9 kHz and 18 GHz. The mobile FCA van extends the capabilities to 40 GHz.
The FCA function includes support to the management of all ETTC O&M Radio Frequency Authorizations.
2.0 GENERAL.
2.1. FCA provides RF spectrum surveillance support from two manned fixed sites and an instrumented vehicle. TS A-6 provides RF spectrum surveillance for test missions in the vicinity of Eglin main base and adjoining land and water test areas. A fixed site at TS D-3 located 92 miles east southeast of Eglin main base provides this service for downrange emitters as well as Tyndall AFB test programs. An instrumented FCA vehicle and the Direction Finding Spectrum Monitoring (DFSM) remote sensor systems provide support to remote locations on the Eglin complex.
2.2. FCA facilities verify, monitor, measure, display and record signals in support of scheduled missions. FCA facilities also detect, locate, record and report unscheduled or unauthorized signals that may interfere or potentially interfere with scheduled missions or with authorized frequency users on Eglin Air Force Base (IAW AFI 33-118, Radio Frequency Spectrum Management and AAC Sup 1).
2.3. FCA facilities and personnel provide a quick-reaction capability to locate Radio Frequency Interference (RFI). Unauthorized or inadvertent radiated signals can have adverse effect on test missions or other RF spectrum operations. All fixed and mobile assets are tasked by the responsible 96 Range Group engineer or by scheduled missions to identify and locate interfering signals. Results of RFI frequency monitoring are reported to the Gulf Area Frequency Coordinator (GAFC) Office or 96 TW Frequency Control Analysis Officer (FCAO), as appropriate, to support elimination of unauthorized emitters. Data generated as a result of RFI frequency monitoring are delivered to the responsible Range Group Engineer for review and cataloging. The responsible government 96 Range Group Engineer is the central contact point with the overall responsibility for operation and maintenance control of FCA facilities.
2.4. The fixed FCA site at TS A-6, monitors frequency bands between 9 KHz and 18 GHz and utilizes the DFSM to locate RFI signals up to 40GHz. Primary instrumentation detailed in section 3 include three parabolic antennas slavable in azimuth and elevation, one log periodic antenna steerable in azimuth, computer-controlled spectrum surveillance analyzers, VHF and UHF receivers and transceivers, Pulse Analysis System, digital video disc recording system as well as additional miscellaneous equipment.
2.4.1 The FCA facility at TS A-6 is utilized to monitor and record UHF command guidance system control signals, also known as flight termination systems (FTS). Transmitted control and destruct signals are normally recorded during live fire tests thus providing a

Page C4-1 permanent time-correlated history which may be used for system performance or failure analysis.
2.4.2 TS A-6 has data acquisition capability to support Electronic Combat (EC) and Electromagnetic Countermeasures/Electronic Counter-Countermeasures (ECM/ECCM) missions. EC, ECM and ECCM data are acquired via automated spectrum analyzers.
Data is available in print or compact disc format. Mission video data is available in digital video disc format for quick look and/or post mission analysis. TS A-6 uses a Pulse Analysis System with a 500 MHZ-18GHz capability to monitor and record ground and airborne emitter parameters in order to determine specific emitter characteristics.
2.4.3 TS A-6 has radio frequency interference (RFI) detection capability using a Direction Finding Spectrum Monitoring system with remote sensors located at site B-12, C-3 and the Penthouse on King Hangar. The system covers the frequency range of 20 MHz to 40 GHz and is controlled remotely from TS A-6 and another Eglin main location. This system is capable of locating spurious Radio Frequency Interference (RFI) using triangulation. Data from the DFSM are useful in deploying the mobile chase vehicle to determine RFI specifics.
2.4.4 TS A-6 has a deployable instrumented FCA chase vehicle to support missions or collect RFI data as tasked. The FCA chase vehicle is equipped with UHF/VHF radio and cellular communications. This vehicle can cover the 9 KHz to 18 GHz band and limited capability to 40 GHz. The instrumented FCA chase vehicle is used for many of the same functions as fixed FCA facilities but has added capability due to its mobility. Usage includes frequency monitoring at remote locations, verifying emitter parameters at remote locations, and locating RFI sources both on and off the ETTC.
2.5. Due to its unique location, TS D-3 operates as a stand-alone facility. The FCA systems at TS D-3 are addressed in Appendix C11.
3.0 CAPABILITIES.
3.1. The Contractor shall operate and maintain, and may temporarily reconfigure equipment as necessary located in the fixed FCA sites and mobile FCA vehicle to meet mission or customer requirements and return to original configuration upon completion of the mission.
Configurations A6-1, A6-2 and A6-3 are listed in the Center Scheduling Enterprise (CSE) as A6FCA-CX1, A6FCA-CX2, A6FCA-CX-3, respectively. The following equipment configurations are located in TS A-6, bldg 8550.
3.1.1. RF Spectrum Surveillance System A6-1 , includes:
1. Three slavable antenna systems, (DF-1, DF-3 & DF-4), with a combined frequency coverage of 200MHz to 18GHz.
2. Three non-slavable antenna systems, (DF-2, N/S & E/W Longwire), covering
5KHz-1100MHz.

3. RF receiver with bandwidth of 0.1-2GHz. VHF/UHF/HF receivers, six spectrum analyzers with coverage from 9KHz-26GHz, associated electronic support equipment.
4. RF Detection/Pulse Analysis System (PAS), with coverage from 500MHz to 18GHz.
5. Closed Circuit Television (CCTV) System including DVD recorders, time inserters, amplifiers, video monitors, speaker system, and tracking information.
Selectable video for project officers’ analysis and to provide spectrum analyzer data to CCF via encryption equipment and RICS. ASR-11 or RICS aircraft tracking displays for project officer.
6. Air to Ground A/G UHF transceiver and Eglin range fixed net (FN) communications system.
7. Global Position System (GPS) timing receiver with remote displays.
3.1.2. RF Spectrum Surveillance System A6-2 (located in building 8550 of TS A-6) consists of all associated equipment listed with RF Spectrum Surveillance System A6-1. A6-2 uses the Pulse Analysis System (PAS) as an Emitter Mode Verification System (EMVS). The EMVS time tags and compares measured to expected emitter parameters, including pulse amplitude, width, interval, and center frequency.
3.1.3 Command Guidance Monitoring and Recording System A6-3 consists of two Command Guidance Monitoring and Recording Systems and the following components from system A6-1:
1. DF-2 & DF-3.
2. VHF/UHF Receiver and Controller
3. A/G UHF Transceiver.
4. Fixed net communications system
5. GPS Timing w/remote displays
6. CCTV system.

3.1.4 Direction Finding Spectrum Monitoring System (DFSM): TS A-6 operates and maintains the remotely controlled DFSM system which covers the frequency range of 20 MHz to 40 GHz. The system is capable of locating spurious Radio Frequency Interference (RFI) using remote sensors. When RFI is located, the Chase vehicle can deploy to determine RFI responsibility. The following equipment is part of the DFSM system:
1. Three remote sensor platforms, located at two Eglin range sites and at the Penthouse located on top of King Hanger, consisting of spectrum analyzer 9KHz- 30GHz antenna systems w/controllers and polarization rotators with coverage from 20 MHz to 40 GHz, computer control, GPS Receiver, microwave convertors and outdoor environmental chassis.
2. Two Central Control Systems located at TS A-6 on Santa Rosa Island and another Eglin Main location. These systems provide remote computer control of the DFSM remote sensor platforms.
3. FCA Chase Vehicle with installed spectrum analyzer, radio frequency receiver, antenna systems w/controllers and polarization rotators, PC based computer controller, GPS Receiver, Compass, Sighting Camera, RF amplifiers, pre-amplifiers and microwave convertors.
3.2. The Contractor shall provide data products and/or services IAW tasks and test directives, including:
3.2.1. Strip chart or electronic data recordings of the Command Guidance Monitoring and Recording System.
3.2.2. Data plots and recordings from the spectrum analyzer system including FCA data for selected radar outputs when requested.
3.3. The Contractor shall provide daily support to the management of the RF frequency authorizations including:
3.3.1. Coordinating the purchase of all radiating equipment by the O&M contractor.
3.3.2. Generating, maintaining and updating all of the O&M Radio Frequency Authorization (RFA) lists necessary for Eglin to support its mission.
3.3.3. Coordination with the Gulf Area Frequency Control Manager and Eglin's Frequency Control Authority.
3.4. The Contractor shall simultaneously operate systems A6-1, A6-2, and A6-3 up to the equipment capacity limitations of TS A-6. In addition the contractor shall simultaneously operate the FCA Chase vehicle or one of the two DFSM control terminals when required.

3.5. The contractor shall maintain and operate the vehicles identified in Table C4-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
