APPENDIX B9C
TEST AREA C-72
1.0 PURPOSE. The purpose of TA C-72 is to provide an air-to-ground impact area for conventional munitions, submunitions, projectiles, guided weapons and missiles, and guns.
2.0 GENERAL.
2.1. TA C-72 is a general-purpose air-to-ground facility located approximately 18 miles northeast of Eglin main base, reached via SRs 20 and 285 and RR 213. TA C-72 is a cleared range approximately 5 miles by 1 mile.
2.2. The southern end of TA C-72 is designated TS C-72A and includes a 7,000-foot clayed oval-shaped road for remote-controlled target operation and TS C-124.
2.3. An inactive 500-foot-long dual-rail inclined rocket sled track is located on TA C- 72.
2.4. TA C-72 is a multi-purpose range with several miscellaneous hard targets, billboard targets, and complexes of representative battlefield targets. The primary function of TA C-72 is air-to-ground weapon evaluation. Limited ground testing of guns and laser equipment is also performed. Building 9500 houses mission control facilities for TA C-72.
2.5. Mission control responsibilities may be augmented by or delegated to other support activities such as CCF (reference Appendix C9), A-20 (reference Appendix C1), HELLFIRE Test Facility (reference Appendix F3), or C-10 (reference Appendix C1), for missions requiring positive radar vectoring and control of launch aircraft for safety reasons. Laser operations and scoring are supported by the EOEC (reference Appendix D10) and the HELLFIRE Test Facility (reference Appendix F3).
2.6. An anti-armor tracking and live-fire range. (reference Appendix B-13)
3.0 CAPABILITIES.
3.1. The Contractor shall operate and maintain TA C-72 and associated systems and equipment.
3.1.1. Features and assigned equipment at TA C-72 include:
1. Two-story concrete control building w/control tower (9500).
2. Contraves cinetheodolite camera stations. (Appendix C8)
3. Four-bay control console.
4. TA C-5.
5. UHF and VHF radios.
6. Cassette tape recorder system (with recorder patch panel).

7. Racks of landline communications equipment.
8. Mobile communications van.
9. Time code receiver.
10. Intermediate distribution frame.
3.2. The Contractor shall provide mission support including:
3.2.1. Fabrication, installation, and maintenance of temporary, fixed, and test targets (TT). These targets may include cloth gunnery/impact-point markings, wood/metal structures, or other expendable target structures.
3.2.2. Range surveillance and control, including closing range gates, installing portable barriers or manning control points during missions, and opening gates/barriers on primary roads when no missions are in progress.
3.2.3. Mission execution IAW tasks and test directives, including:
1. Providing fixed and mobile range instrumentation/communication systems.
2. Assessing and recording target damage, assisting project personnel, and annotating mission data.
3. Providing communications including air-to-ground and ground-to-ground communications, aircraft vectoring, and aircraft drop point determination.
4. Operating instrumentation installed on the test area and specialized instrumentation as required for mission support. This support includes pre-mission and post-mission setup/teardown and instrumentation calibration/checkout, and operation in accordance with existing range operating procedures.
3.2.4. Post mission support including munitions impact scoring (third-order survey), range control until cleared by EOD, equipment tear-down, and removal of range debris.
3.3. The Contractor shall provide mission control and safety during scheduled missions at TA C-5 with the capability to support missions on C-72 and C-5 simultaneously.
3.4. The contractor shall maintain and operate the vehicles identified in Table B9C-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
