APPENDIX B4
ENGINEERING SUPPORT
1.0 PURPOSE. The purpose of engineering support is to plan, update, modify, improve, and add to the technical capabilities to ensure the operability and viability of the Eglin Test and Training Complex.
2.0 GENERAL.
2.1. Contractor engineering support involves both complex-wide and site-specific efforts. Historically, a central engineering pool located on Eglin main base has provided complex-wide support, while personnel located at the various sites have provided site-specific engineering support. This Appendix does not cover any field engineering support needed to accomplish the PWS technical requirements.
2.2. The Contractor will be tasked to provide engineering support to plan, supplement, delete, update, modify, document, or otherwise change the capability of the Eglin test environment. The individual tasks vary greatly in scope and technical complexity. The Government will prioritize each task at the time of submission and reprioritize to accommodate changes in mission emphasis. Significant surges in workload can occur due to high priority or high emphasis efforts.
2.3. Technical support will include electronic, network, mechanical, and software engineering. Specific technical expertise includes the following:
2.3.1. RF equipment, communications systems (wireless, fiber optic and copper based), information technology, microwave systems, radar systems, electronic trackers, electro-optical equipment, analog and digital data equipment, closed circuit television systems, video recording and playback equipment, telemetry systems, timing systems, electronic simulators, infrared systems, infrared simulators, logic circuits, laser systems, and electronic warfare systems.
2.3.2. Servo systems, strength of materials, structure design (antenna pedestals, vehicle structures, etc.), machine shop techniques, gun systems, gear trains, etc.
2.3.3. Software development for existing and future systems on the Eglin complex that utilize computers or embedded processors
3.0 CAPABILITIES.
3.1. The Contractor shall provide 24 full time equivalents (FTEs) of engineering support per year, (exclusive of management efforts) as specified below in paragraphs 3.2 and 3.3. This engineering support shall be devoted to the requirements described below and not be diverted to other requirements in the performance work statement.
3.2. The Contractor shall provide complex-wide engineering support, including:

3.2.1. One FTE of senior and one FTE of journeyman software engineering support for the design, development, modification, maintenance, and documentation of complex software programs supporting test facilities and complex-wide functions. These software programs include firmware, multi-user network based software, and single-user stand-alone software. Software development involves extensive data acquisition and control, communication interfaces (RS232, RS485, LAN, etc.), graphical user interfaces (GUI), complex mathematical functions, and database development. Programming is required on a variety of operating systems and platforms using multiple programming languages, including Basic, C, C++, Pascal, LabView, SQL, and Access.
3.2.2. One FTE of senior communications engineering support for the design, development, modification, maintenance, documentation and recommendation of communication systems, sub-systems and equipment. These communication systems include wireless (microwave and other radio frequency systems), fiber, and/or copper based systems. Responsibilities include coordinating with base and local authorities for proper authorizations (i.e., digging permits, frequency authorization, etc.); ensuring compatibility with current systems; and conducting engineering analyses to improve system performance and to correct system deficiencies.
3.2.3. Two FTEs of senior and one FTE of junior mechanical engineering support for the design, development, modification, testing, documentation, and installation of structures and mechanical systems and subsystems. Responsibilities include conducting engineering analyses on current structures and mechanical systems to improve system performance and to correct system deficiencies.
3.2.4. One FTE of senior and one-half FTE of journeyman instrumentation, optics, and video engineering support for the design, development, modification, maintenance, setup, and configuration of video and data collection instrumentation used for real-time test mission information and post mission data measurement and analysis. This video and data collection support involves electro-optical tracking systems and low-speed, high-speed, and ultra-high speed camera systems. Responsibilities include conducting engineering analyses on current instrumentation to correct system deficiencies and improve data accuracy and reliability.
3.2.5. One-half FTE of servo engineering support for the installation, alignment, and calibration of optical encoders to ensure data accuracies stay within requirements.
3.2.6. One FTE of senior and one FTE of journeyman systems engineering support for establishing tolerances on system parameters and accuracies, evaluating the effects of modifications on system performance and accuracy, and conducting engineering design reviews to assure that efforts are performed in accordance with good engineering practices and are technically adequate to meet task requirements.
3.2.7. One-half FTE of journeyman network engineering support for the design, development, modification, maintenance, setup and configuration of network-based communication systems used in support of test missions or test site data acquisition and

Page B4-2 control systems. Responsibilities include coordinating with base and local authorities for proper authorizations, and ensuring compatibility with current systems.
3.2.8. One-half FTE of journeyman seismic/acoustic engineering support for the recommendation, installation, setup, and calibration of seismic and acoustical instrumentation.
3.3. The Contractor shall provide site-specific engineering support at the TSs and TAs, including:
3.3.1. One FTE of senior electronic engineering support for unique gun and ammunition system instrumentation. This support includes software development and maintenance, sensor integration, system calibration, and data validation. Typical data includes pressure, flow, acceleration, strain, velocity, X-Y score, and calculated aeroballistic coefficients. A background in C, C++, and LabView is required. (Appendixes F2A/B/C/D).
3.3.2. One FTE of senior electronic engineering support for the design, fabrication, modification, and reconfiguration of millimeter-wave (MMW), laser, infrared, and Doppler radar test instrumentation. (Appendix C6).
3.3.3. One FTE of junior electronic engineering support for the design and modification of instrumentation, control, and data collection systems. A background in C, C++, and LabView is required. (Appendix F4).
3.3.4. One FTE of senior electronic/electro-mechanical engineering support for instrumentation reconfiguration and site modification. Responsibilities include the configuration, modification, upgrade, calibration, and operation of installed and portable systems. The support shall include the reduction of explosive phenomena data into engineering units. (Appendix F5).
3.3.5. One FTE of junior electronic engineering support for the design and modification of instrumentation, control, and data collection systems. A background in C, C++, and LabView is required. (Appendix F5).
3.3.6. One FTE of senior computer engineering support for the design, installation, modification, test and evaluation, and maintenance of Frequency Control and Analysis (FCA), Flight Termination System (FTS), Telemetry (TM), Time-Space-Position Information (TSPI), and Multi-Spectral Test and Training Environment (MSTTE) systems software. This support includes software development and maintenance involving embedded radar system processors, instrumentation system processors, and data collection, processing, display, and recording equipment. (Appendices C3, C4, C5, and C13)
3.3.7. One FTE of senior electronic engineering support for the design, modification, installation, test and evaluation, and maintenance of MSTTE systems. This support includes radars, instrumentation, data collection/processing systems, and the Electronic Systems Test Facility (ESTF). The support also includes the design, implementation, and

Page B4-3 modification of MSTTE systems to meet special or unique project test and training requirements. A thorough knowledge of high power radar systems design, instrumentation, and testing is required. (Appendix C3).
3.3.8. One FTE of senior computer engineering support for the design, modification, and installation of software for the Hellfire Data Acquisition and Control System (HDACS), video tracker data reduction, and the EMR System 90 telemetry system. The support also includes revising hardware and software for communication, laser, environmental conditioning monitoring, meteorological, and blast detection systems.

3.3.9. One FTE of junior system analysis and engineering support. This support requires a background in HDACS software packages and video tracker data reduction software packages; hardware and software related to communication, laser, environmental conditioning monitoring, meteorological, and blast detection systems; and the EMR System 90 telemetry system. (Appendix F3).
3.3.10. One FTE of senior electronic engineering support to provide system designs based on customer requirements and survey results. Expertise in various types of security equipment, sensors, and systems; access control systems; surveillance radar systems and video systems; and any associated equipment is required. (Appendix B10).
3.3.11. One FTE of journeyman electronic engineering support for testing security equipment, sensors, and systems; access control systems; surveillance radar systems and video systems; and any associated equipment. The support includes the reconfiguration of the above resources on a test-by-test basis. The support also includes software modification as required for tests and to provide man/machine interfaces for BISS computer systems. (Appendix E3).
3.3.12. One FTE of senior electronic engineering support for the design, modification, installation, test and evaluation, and maintenance of TSPI and TM systems. This support involves all TSPI radar and TM equipment and associated instrumentation, data collection and processing systems, and peripheral systems. The support includes the configuration, modification, upgrade, and calibration of installed and transportable TSPI and TM systems. A thorough knowledge of high power radar systems design, instrumentation, and test is required. (Appendix C1).
3.3.13. One FTE of senior electronic engineering support for the design, modification, installation, test and evaluation, and maintenance of FTS and FCA systems. The support involves all FTS and FCA equipment and associated instrumentation, data collection and processing systems, and peripheral systems. The support includes the configuration, modification, upgrade, and calibration of installed and transportable FTS and FCA systems. (Appendix C13).
3.4. The contractor shall maintain and operate the vehicles identified in Table B4-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for

Page B4-4 satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
