APPENDIX B12
RANGE INFORMATION GRID (RIG)
1.0 PURPOSE. The purpose of the RIG is to provide communications support within the individual facilities and between facilities.
2.0 GENERAL.
2.1. The Eglin Range Information Grid (RIG) is a Platform IT Interconnection network.
It is an unclassified but sensitive network transport system that consists of four (4) primary data transport (Data Communication, Internet Protocol (IP), Video, and Timing) networks in support of 50+ specific test and training areas that cover 130,000 square miles of water and 724 square miles of land ranges. The RIG infrastructure is physically and logically separate from other networks, including the Eglin AFB NIPRNET and AF- GIG. The RIG is primarily used for Developmental and Operational Test and Evaluation, and Joint Test & Training.
2.2. The range communication networks that utilize the RIG are centrally controlled from Eglin RIG Network Operation and Control Center in bldg 44, and are provided via digital and analog microwave radios, light wave equipment, multiplexers, radio secure voice, and cable equipment throughout the Eglin Test and Training Complex.
2.3. The RIG provides data transport for the Range Instrumentation and Control System (RICS). RICS is a computer-based data communication system to display, collect, analyze, transport, and control standardized data, digital and analog video, and range communications.
2.4. RIG IT is centrally managed from Eglin main base. IT services are provided to the test, training, and support facilities located throughout the Eglin Complex utilizing IP, SONET, and proprietary protocols via microwave and fiber optic cable connections. This Contractor-operated IT network also provides access to the Government-controlled Eglin network.
2.4.1. The range communications system links the various test areas, sites, and ranges in the Eglin Complex. Normally, the circuits and channels pass traffic in an unmanned passive mode after initial installation and checkout. The amount of voice, data, TV, and control signals passing through the system varies over any given period; however, usage, as determined by channel and circuit assignments averages 80 percent.
2.4.2. The Communications facilities are used to transmit data, signal and control, countdown, voice, and video signals to support the testing conducted on the Eglin complex. The Communications system provides the capability to integrate the various technical facilities into any configuration for support.
2.4.3. Communications covers all test facilities from intrasite to intersite communications at TSs A-3, A-5, A6, A-10, A-11, A-11A, A-13, A-13A, A-13B, A-13B OHITL Tower, A- 15A, A-17, A-20, A-20 GAT, A-21, A-21A, A-30, A-31, B-1, B-4A, B-4B, B-4C, B-10, B-71, B-75, B-105, B-108, B-120A, B-135, B-140, B-141, C-1, C-3, C-7, C-7A, C-10, C-52, C-52

3.0 CAPABILITIES.
3.1. The Contractor shall operate and maintain RIG communications systems and equipment, including:
3.1.1. A central communications facility in building 44.
3.1.2. High frequency (HF), citizens band (CB), very high frequency (VHF), and ultra high frequency (UHF) radios, and associated equipment located at various sites and ranges. There are approximately 1400 radios including fixed, mobile, and portable. This includes radios used to support remote control requirements.
3.1.3. Microwave and lightwave systems linking sites and ranges.
3.1.4. Multimode and single mode fiber optic and copper-based networks.
3.1.5. Transportable communications for mission support where fixed communications are not available. Typically, three simultaneous range missions can request mobile/transportable communications support. Each of these simultaneous range missions can, in turn, require an average of 5 to 6 RF links and occur at two geographically-separated locations on the range. In addition to supporting scheduled missions, an average of two task directives can also be requested and supported. When one or more SATCOM systems are deployed to TDY locations or the Gulf Range Armament Test Vessel, only two simultaneous missions are required to be supported.
Voice and data communications security systems.
3.1.6. RIG-IP Ethernet data transport network.
3.1.7. RIG SONET Network: Light-wave infrastructure with central hub at Bldg. 44, consisting of OC-192, OC-48, OC-12, OC-3 Ring configuration. Used to breakout T1’s to multiple channel banks to provide 4-wire voice, telephone, data control lines (RS232 etc.).
3.1.8. Commercial ISP Ethernet Network: Commercial internet service with central hub at Bldg. 44. Service is provided to meet diverse project requirements for testing and training at Eglin.
3.1.9. Advanced Range Data System/Global Positioning System (ARDS/GPS) Ethernet Network: Provides TSPI data on whatever type of vehicle it is installed on (aircraft, boats, land vehicles, etc.) Also used to track vehicles, this resource is controlled by CCF with Bldg. 44 being the central hub.

3.1.10. Enterprise Test Data Management Environment (ETDME) Ethernet Network:
Ethernet connectivity between Bldgs. 380, 85, 44, and GWEF for mission data retrieval.
This is a RED and BLACK network.
3.1.11. Advanced Range Telemetry (ARTM) SONET/IP Network: Light-wave infrastructure with central hub at Bldg. 44 used to provide transport of TM data from off the range to CCF and all locations requiring the needed TM data. Examples: B-4A, B- 4B, FLTM, CCF, D-3, Bldg. 985 and Boeing.
3.1.12. Uncompressed Video Network: Used to distribute video from test ranges with central hub at Bldg. 44 to multi-point locations as required by mission directions.
3.1.13. Telex Digital Audio Matrix Network: Used to distribute 4-wire voice circuits with central hub at Bldg. 44 to multiple sites on the test ranges.
3.1.14. RICS: RICS data vans are 4-foot by 8-foot mobile support trailers, each equipped with a Data Interface Adaptor (DIA). The DIA is a computer-based networked system that performs data acquisition, recording, slaving, and distribution of System- Under-Test (SUT). The DIA provides a text-based user interface to allow for hardware and software setup and diagnosis. The RICS data vans also deliver digital video, data, and range communications. All data control can be linked to a RICS station via fast Ethernet or can be controlled locally with a notebook computer.
3.1.15.
3.2. The Contractor shall maintain RIG communications infrastructure, including:
3.2.1. Facilitating the repair of fiber optic cabling at TS D-3.
3.2.2. The inside cabling and telephone exchanges in buildings under Contractor custodial responsibility.
3.2.3. The on-site wideband video cables.
3.3. The Contractor shall accomplish circuit installations; cross connects, and microwave assignments as required.
3.4. The Contractor shall provide RIG mission support IAW tasks and test directives.
Typically, three to four simultaneous range missions can require RIG communications support.
3.5. The Contractor shall provide RIG communications security, including:
3.5.1. Obtaining Contractor COMSEC account to order, issue, control, and account for the COMSEC keying materials and Controlled Cryptographic Items (CCI) equipment, IAW Government guidance. This guidance is provided in the Air Force communications publications, AFKAG-1, AFKAG-2, Air Force Policy Directives and Instructions in the 33 series, and Air Force Systems Security Instructions and Manuals (AFSSI/AFSSM).
Functions to be supported include:
1. Multi-Spectral Test and Training Environment.
2. Secure Ground-to-Air radio systems.

3. Secure PCM microwave system.
4. Secure telemetry.
5. HELLFIRE secure voice system.
6. Fighter Data Link Systems.
7. Global Positioning Systems.
8. Secure ECONET.
9. Secure Telephone Equipment (STE).
3.5.2. Appointing a qualified Contractor COMSEC Account Manager and Alternate and COMSEC responsible officers. The COMSEC Account Manager and Alternate must:
1. Attend the formal Air Force COMSEC Account Management Course E3ABR49151-002 held at Keesler Air Force Base, Mississippi.
2. Ensure initial and refresher training for COMSEC Responsible Officers IAW AFI 33-211, Communications Security (COMSEC) User Requirements.
3. Be enrolled in the Cryptographic Access Program and maintain the continuing suitability requirements as prescribed in AFI 33-210, Cryptographic Access Program.
4. Obtain required formal training for the Air Force Electronic Key Management System (AFEKMS), which generates electronic cryptographic keys and the secure transmission of keys.
3.6. The Contractor shall operate, maintain, and manage RIG IT systems and equipment, including:
3.6.1. Approximately 1250 workstations and associated peripherals geographically separated across the Eglin Reservation. Approximately half of these are connected to the Eglin network.
3.6.2. Multiple servers.
1. SQL Server.
2. Web Server.
3. Application and data storage server.
3.7. The Contractor shall provide IT administrative support for all RIG servers, workstations, and laptops, including:
1. Manage software licenses and installed software.
2. Provide a help desk.
3. Receive and manage all computer system trouble reports.
4. Resolve user problems.
5. Report network outages to the JTTOCC
6. Set up systems.
7. Develop and submit initial and updated DAA requests.
8. Request initial and updated Eglin Shared Data Intranet (ESDI) IP addresses.
9. Install and update all security patches and settings
10. Assure antivirus software is installed and signature files are updated.
11. Provide initial and refresher user training.
12. Request Eglin account deletion when need no longer exists.
13. Develop and submit Network Security Exception Requests as required.
14. Conduct software compatibility testing.

15. Check Security logs daily on all servers for unauthorized access.
16. Report any problems or concerns, including unauthorized access, to the appropriate Government representatives immediately.
17. Comply with Air Force and local computer network security policies, procedures, and instructions, including Computer Systems Security (COMPUSEC), Emissions Security (EMSEC), and Information Assurance (IA) programs.
3.8. The Contractor shall provide daily, weekly and monthly backup of IT systems data.
3.9. The Contractor shall develop, document, maintain, and enforce network policies and procedures based on applicable Air Force instructions, including:
1. Software installation procedures.
2. Operating system security settings.
3. Backup procedures.
4. Security check procedures.
3.10. The Contractor shall provide IT resource management, including:
1. Execute a communications and information systems requirements process, as directed by AFI 33-103, to manage and validate IT requirements.
2. Plan, organize, coordinate, implement, and formally test system upgrades and replacements.
3. Conduct studies and assist in responding to tasking related to IT when directed by 96 Range Group.
4. Maintain an automated inventory of all Appendix B equipment and provide inventory reports as required. The inventory fields should contain, but not be limited to: noun name, owner (POC), owner (POC) phone number, B number, and current equipment location.
5. Develop and document procedures to ensure quick recovery from events that damage critical RIG equipment or destroy essential data.
6. Ensure installation of all hardware and software upgrades and/or patches on RIG equipment are properly documented.
The contractor shall maintain and operate the vehicles identified in Table B12-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
