APPENDIX A5
ENVIRONMENTAL PROTECTION
1.0 PURPOSE: The purpose of Environmental Protection activities is to ensure the Contractor complies with all applicable federal, state, and local laws; regulations;
ordinances; and standards. This includes compliance with the requirements of Air Force instructions and operating procedures and Eglin AFB or Wright-Patterson AFB instructions, plans, and permits.
2.0 GENERAL:
2.1. Requirements for environmental compliance, pollution prevention, and spill remediation are constantly changing and affect all Contractor operations. All Contractor personnel should have a general understanding of environmental laws, terms and acronyms, and organizations that regulate and support base projects with potential environmental impact.
2.2. Environmental compliance begins with understanding the large number of federal laws and regulations. Many of these laws will have a direct impact on Contractor performance. The Federal Facilities Compliance Act, numerous executive orders and agreements, and DoD policies are established to ensure compliance with environmental regulations or their intent.
3.0 CAPABILITIES:
3.1. The Contractor shall establish, document, and enforce an environmental program, including:
3.1.1. A hazardous material control program that complies with base, state and federal requirements and is consistent with AFI 32-7042, Waste Management; AFI 32-7086, Hazardous Materials Management EGLIN AFB Supplement and AFMC Supplement 1; ;
and applicable EPA, CFR and DOD regulations. The program shall:
1. Provide for a Hazardous Material Issue Point for all hazardous materials.
2. Reduce, minimize, or eliminate generation of hazardous waste.
3. Develop shop-level licenses for hazardous material usage.
4. Track hazardous material to the shop level.
5. Provide for reporting on-hand quantities and usage.
6. Use the latest version of the Hazardous Material Management System to track hazardous material. Prepare for migration to EESOH-MIS and use the latest version when the migration is complete ( WP is migrating to EESOH-MIS but I do not know when) At WPAFB, follow 88th ABW Installation HAZMAT Management Program (IHMP) Plan.
7. Ensure approval from the base Hazardous Material Pharmacy (HMP) prior to purchase or use of any coded hazardous material.
3.1.2. A precious metals recovery program IAW AFMAN 23-110V6, chapter 4, Precious Metals Recovery Program.

3.1.3. Procedures, coordinated with 96 TW Environmental Management (96 CEG/CEV), for responding to, containing, and cleaning up spills and releases of hazardous materials and hazardous wastes. The Contractor shall ensure compliance with base requirements for spill prevention, control, countermeasures, and reporting IAW AAC Plan 32-6, AAC Hazardous Material Emergency Planning and Response Plan. At WPAFB, follow 88th ABW IHMP Plan, Section 7, Contractor HAZMAT Management Requirements.
3.1.4. Annual information on Contractor owned or operated facilities to satisfy the requirements of the Chemical Notification/Tier II reporting as described in sections 302 and 312 of the Emergency Planning and Community Right to Know Act of 1986
(EPCRA).
3.1.5. Annual information on Contractor owned or operated facilities to satisfy the requirements of the Toxic Chemical Release Inventory Form (Form R) as described in sections 313 (a) and (g) of the EPCRA (42 USC 11023 (a) and (g)), and section 6607 of the Pollution Prevention Act of 1990 (42 USC 13106).
3.1.6. Procedures to ensure compliance with all requirements of Eglin AFB Pollution Prevention and Recycling programs IAW DODI 4715.4, Pollution Prevention; AFI 32- 7080, Pollution Prevention Program; AAC/EM Plan 32-7, Integrated Solid Waste Management Plan; and AAC/EM Pollution Prevention Management Plan.
3.1.7. Air pollutant source database inventory updates and air pollutant source operating procedures that comply with the AFI 32-7086, AAC Plan 32-9, Clean Air Act, and the Eglin AFB Title V Air Permit. At WPAFB, report IAW WPAFB Title V Chapter 3745- 77 Permit.
3.1.8. Establishment and maintenance of hazardous waste initial accumulation points for any hazardous waste generated under this contract and initial accumulation points (IAP) for petroleum, oils and lubricants (Used Oil). The IAPs shall comply with AAC Instruction 32-7003, Hazardous Waste Management Plan, and AFPAM 32-7043, Hazardous Waste Management Guide. At WPAFB, the establishment of an IAP for hazardous chemical handling and disposal is required for LGTF, only. WPAFB has a base-wide stand-alone contract for non-hazardous Used Oil reclamation and pickup.
3.1.9. Proper disposal of all hazardous waste through 96 CEG/CEV and compliance with all requirements of Eglin AFB Hazardous Waste Disposal program IAW AAC Instruction 32-7003.
3.1.10. Compliance with base requirements for asbestos management IAW AAC Plan 32- 3, Asbestos Management Plan, and lead base paint abatement IAW AAC Plan 32-4, Lead-Base Paint Management Plan.
3.1.11. Recovery, packaging, and preparation for shipment of Nuclear Regulatory Commission (NRC)-controlled source materials and other contaminated wastes, and accountability documentation in the form of number of rounds fired and weight of

Page A5-2 materials recovered. The Contractor shall provide packaging and preparation for shipment of contaminated waste, including sand, as directed by the Government.
3.1.12. Compliance with the AAC Plan 23-1, Installation Energy Management Plan.
3.1.13. The Contractor shall operate oil water separators and any other pretreatment devices in assigned facilities, IAW AFI 32-7041, Water Quality Compliance, the Clean Water Act (CWA), the Safe Drinking Water Act (SDWA), the State of Florida Rules and Regulations, and all current Eglin Plans and Polices.
3.1.14. Maintenance of storage tanks IAW Florida Department of Environmental Protection (FDEP) Florida Administrative Code 62-761 , Storage Tank Systems, AFI 32- 7044, Storage Tank Compliance; AFI 32-204, Organizational Fuel Tanks; and Eglin’s Spill Prevention, Control, and Countermeasures (SPCC) Plan.
3.2. The Contractor shall participate in the Environmental Compliance Assessment and Management Program (ECAMP) IAW AFI 32-7045, Environmental Compliance Assessment and Management Program, and follow the AAC Environmental Management System (EMS) Manual dated September 2003, established IAW AF Policy Directive 32- 70, Environmental Quality, and Eglin AFB Environmental Policy Letter, dated Apr 1, 2013. The Contractor shall expeditiously correct any identified deficiencies, develop comprehensive corrective and management action plans, and provide status reports to 96 CEG/CEV, Environmental Management Directorate, until identified deficiencies are corrected.
3.3. The Contractor shall submit AF Form 813s, Request for Environmental Impact Analysis (EIA), for all new actions or changes to existing conditions that have the potential for adversely affecting any aspect of the environment (i.e., new construction projects, new or different maintenance processes). The EIA process is implemented IAW AAC/EM policy and AFI 32-7061, The Environmental Impact Analysis Process.
3.4. At WPAFB, the contractor shall designate a primary and alternate Unit Environmental coordinator (UEC) for AVSF and LGTF, respectively, within 15 days after contract award and submit the names and telephone numbers to the QAP. The phone numbers shall include both the usual business telephone number and a 24-hour emergency telephone number where the individuals can be reached at any time for an environmental emergency. The UEC shall serve as a single point of contact for all environmental questions and requirements. This individual will be responsible for providing the contractor's response to all environmental requirements and must be authorized to direct the contractor's organization to respond to environment requirements.
The Primary and alternate shall attend the Installation’s Resource Conservation and Recovery Act (RCRA) Training course within 90-days after contract award. This course is not a replacement or substitute for any other training requirement specified by applicable laws or regulations. The contractor shall comply with all other applicable training requirements in addition to this requirement including the Hazardous Substance Steering Committee Charter (HSSC) membership.

3.5. The contractor shall maintain and operate the vehicles identified in Table A5-1 in accordance with requirements established in TRD A3. Co-utilization of vehicles from and to other Contractor operated and maintained facilities is an acceptable means for satisfying vehicle shortages due to surge support requirements. Suitable substitute for vehicle type is acceptable.
