GENERAL INFORMATION:
THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR
INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. The Government is seeking industry input from all sources regarding a potential enterprise technical support services contract inclusive of operations and maintenance/ sustainment, engineering, and management services for select test and training ranges and facilities. In order to develop sound acquisition strategies, early industry participation is highly encouraged. This acquisition anticipates providing customers with superior and cost-effective test and training services. Respondents will not be notified of the responses to this RFI. As stipulated in
FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the
Government to form a binding contract. RFI responses identified as “Proprietary” or “Confidential” will not be disclosed outside of Government channels.
SECTION 1- BACKGROUND:
The purpose of the E-OMS program is to provide operation and maintenance of the Eglin test and training areas and technical facilities, test and training mission support, engineering support for range system design/modification/range configuration, and range support services required to accomplish authorized range activities. The mission oriented capabilities are provided by general purposes sites/systems, the
Armament Systems Test and Training Environment Land Range Test Complex, Multi-Spectral Test and
Training Environment (MSTTE), Eglin Gulf Test Range, Eglin ground test facilities (McKinley Climatic Lab, Guided Weapons Evaluation Facility, etc.) various miscellaneous range support instrumentation systems, the Landing Gear Test Facility (LGTF), Aerospace Vehicle Survivability Facilities (AVSF) and the
Aerospace Engine Nacelle (AEN), located at Wright Patterson AFB, Ohio. Test and training activities are not limited to Eglin AFB, and may include efforts at other locations both inside and outside the continental
United States. The period of performance for the current contract expires in early 2016.
SECTION 2 – PURPOSE OF RFI:
This RFI is issued for the purpose of assessing the capabilities of Industry to meet E-OMS requirements.
Responders to this RFI are asked to provide their technical capability information (aka Statement of
Capabilities) based on the E-OMS major mission areas provided below, as well as their financial responsibility. Statements of Capabilities should address the specific requirements of this notice and identify the Respondent’s specific capability to complete these requirements for one or both of the groups below. The NAICS code(s) provided are those anticipated at the time of release of this notice. They are not to be considered final and are not indicative of an approved small business strategy.
SECTION 3 - SCOPE OVERVIEW:
The major mission areas of the E-OMS program are the Major Ground Test Facilities (MGTF), Range
Instrumentation, Explosive Test Facilities, Test Range Support Services, and General Support Services.
The Government is considering meeting the E-OMS requirements with two separate contracts (Group 1 and Group 2). Group 1 would call for Research and Development services supporting the Major Ground
Test Facilities. Group 2 would call for Engineering Services supporting the Operation and Maintenance of the Eglin Range.
1. Major Ground Test Facilities – Includes Research and Development support for the Guided
Weapons Evaluation Facility (GWEF), Joint Preflight Integration of Munitions and Electronics
(JPRIMES), and McKinley Climatic Lab (MCL) at Eglin AFB FL and the Landing Gear Test
Facility (LGTF) and Aerospace Vehicle Survivability Facility (AVSF) at WPAFB Ohio.
Proposed NAICS: 541712 Aircraft Exception (Size Standard of 1500 Employees)
2. Eglin Range O&M – Includes Engineering Services support for all Eglin test and training ranges and test facilities other than those in item 1 above.
Proposed NAICS: 541330 Military and Aerospace Equipment and Military Weapons
Exception (Size Standard of $38.5M)
Range Instrumentation: Range Information Grid (RIG), Reference Radars, Multi-
Spectral Test and Training Environment (MSTTE), Frequency Monitoring Systems
(FMS), Telemtry (TM), Electro-Optical Evaluation Complex (EOEC), Photo-Optics Data
Facility, Photo-Optics Cinetheodolite Support, Central Control Facility (CCF), Range
Timing and Data Relay Facility (RTDRF), RF Command Guidance Systems, SRI Tower
Facility, Seeker Test and Evaluation Facility (STEF), Data Links Test Facility (DTF) and
Integrated Base Defense Security Systems (IBDSS).
Explosive Test Facilities: Advanced Warhead Experimentation Facility (AWEF), Gun and Ammunition Test Facilities, Hellfire Test Complex, Kinetic Energy Munitions Test
Facility (KEMTF), Arena Test Complex, Operation Ground Test Facility (OGT), Simulated
Test Environment for Munitions (STEM), and Munitions Analysis Facility (MAF).
Test Range Support Services: Range Unexploded Ordnance and Residue (RUXOR), Munitions Operations, Range Support, Photographic Laboratory Support, Engineering
Support, Design and Development Facility (DDF), Range Scheduling and Control, Mobile
Target Support (MTS), Water Ranges, Open Air Range Operations, and US Army
Training Ranges (USATR).
Each group also includes the requirement to perform General Support Services, such as Management, Planning, Operations, Maintenance Management, Facility Management, Logistics, Safety, Occupational
Health, Security, Environmental Protection, Cost Tracking System, Test Wing Enterprise System (TWES), and Improvement and Modernization (I&M) Support Services.
For reference purposes, Group 1 supported approximately 100 tasks in a 12 month period. Group 2 supported approximately 900 tasks and 4000 missions in a 12 month period. Currently Group 1 is estimated at $20M/year and Group 2 is estimated at $80M/year. Attachment 1 provides a graphical representation of historical cost data by Group (to include labor, CAP, travel).
Responders should demonstrate relevant (to include similar) experience through current or previous contracts. Demonstrated experience should include capability, competency, capacity, and credit.
Responders should also provide their annual revenue and number of employees.
A bidder’s library has been established for this solicitation. The new E-OMS procurement is for work similar to that described in the Table of Contents, Performance Work Statement (PWS) and Technical
Requirements Documents (TRDs). For additional information, please refer to these documents available in the bidder’s library. A matrix is provided as attachment 2 to this RFI that maps the current TRDs to the major mission areas identified above.
SECTION 4 - RESPONSE INSTRUCTIONS:
We look forward to reviewing your ideas for this acquisition; please be concise. All responses must be in
Microsoft Word format and shall be no more than 7 double-spaced pages in length (8.5"x 11", using not smaller than a 12 point font). Responses should identify whether they are a Large Business, Small
Business, Very Small Business, Small Disadvantaged Business, 8(a) Program Small Business, Woman-owned Small Business, HUBZONE Small Business, Veteran-owned Small Business, Service-disabled
Veteran-owned Small Business, and/or a Native American Small Business under the preliminarily NAICS codes of 541330 and 541712. Responses should also include the company name, CAGE code, DUNS code, point of contact, and address. Please do not provide standard marketing brochures, catalogs, etc.
Responses are due no later than 8 July 2014 at 3 PM CST.

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be posted on the Federal Business Opportunities website (FBO.Gov).
