E-OMS Industry Day Questions & Answers

Q. How will Contractors aid in E-OMS/Eglin plan to advertise capabilities to services to keep E-OMS facilities employed?

A. Eglin has a great reputation with our test and evaluation customers. Maintaining our exceptional performance standards will generate repeat business and encourage new customers to participate. No direct marketing is required by the contractor. Marketing is accomplished by the operations group and 96TW staff.

Q. Are all the facilities and equipment seen on the tour completely operated and maintained by the contractor or are some of them jointly O&M by government and contractor?

A. Operation and maintenance of the range facilities seen on the tour are wholly operated and maintained by the contractor. The MGTF’s are mostly owned by the government and operated and maintained by the contractor in a joint relationship. The mix of government to contractor varies. The Guided Weapons Evaluation Facility is about a 40/60 mix (gov’t/ktr) with the contractor providing additional capacity and some specialized skill sets to the government staff. The McKinley Climatic Lab is operated and maintained by the contractor with government engineers providing test engineering and oversight. It is predominately contractor staffed. The remaining facilities are somewhere in between.

Q. Do Redstone Test Center personnel (contractor or government) work in JPRIMES cell?

A. Yes, two army civilians work in the J-PRIMES test facility.

Q. In the GWEF, what percentage of the workforce is government and what is contractor?

A. See A2 above.

Q. Are all GWEF test areas located in the GWEF?

A. Yes.

Q. In the GWEF and JPRIMES, how often is the fiber optic link between them used, or is it?

A. It is not currently in use.

Q. Is the real property in the GWEF we saw on the tour part of the contractor’s responsibility for O&M or just the equipment?

A. The real property in the GWEF is maintained by Civil Engineering. The equipment used at the GWEF is owned by the Government and operated and maintained by the Contractor with Government support.

Q. Are all DTF employees contract employees on this contract or are there also government employees in the DTF?

A. Yes, there are also Government employees in the DTF.

Q. Are there any other service platforms (Navy, US Marine Core, Army) – Patriot, SM2 Marine TAOC – in the DTF?

A. No, all assets in the DTF are USAF platforms.

Q. Is there an E-3/AWACS platform in the DTF?

A. Yes, the DTF has a USAF E-3/AWACS 40-45.

Q. For the McKinley Climatic Lab can the government provide average staffing level of this facility and what percent is government vs. contractor?

A. The intent is to make all MGTF facilities level of effort. Numbers of contractors and skill mixes will be provided to industry when the PWS is complete and reviewed by leadership.

Q. For the McKinley Climatic Lab with a 3 year backlog of projects as stated in the introductory remarks by BG Harris what is the programed workload for this facility in man-hours by FY for FY14 – FY17?

A. Man-hours are driven by the type of test, and not known until the test plan is written. We expect the workload to remain the same for FY14-FY17.

Q. Is any of the current workforce represented under CBA? Has there been any labor action demanding representation or strikes?

A. No and No.

Q. What is the highest level of security that your contract tests at?

A. TOP SECRET.

Q. If foreign threat compound upgrades are funded, will the government provide the amounts and FY’s by upgrade?

A. Network Hub: Awaiting funding, could be complete as early as 30 Sept 2014, or NLT second quarter 2015.

Additional Covered Storage: Depends on the construction crew’s schedule. Four Super KSPANs are in the works, one for D&D Materials and two for targets at C-52S Mobile Targets Compound and the fourth one on main base in Yard II specifically for unmanned targets. A firm completion date is not yet confirmed at this time. We would hope that two in the Mobile Targets Compound and the one in Yard II for unmanned targets would be complete by the end of CY15, but it may be the end of FY16 or beyond.

Replacement office space, break room, restroom, tech order library and meeting facilities are part of a MILCON project that has not yet received any priority yet, so no sooner than 5 years and slipping. Part of this will be a storage tank for water so the new facility can have fire suppression.

Upgraded wash rack and water supply: Additional water capacity in the targets compound has been completed. Running a line to the wash rack to upgrade its water supply should be complete by the end of FY15.

Q. Does E-OMS/Eglin plan to increase its use of cameras in the gulf (i.e. buoys with security systems)?

A. Yes, the number of cameras will increase as the frequency of Gulf Range missions increases.

Q. What is E-OMS/Eglin’s plan to increase live testing especially in the gulf? Upgrade Command Center or add a second Command Center?

A. We will not add mission control rooms; we will add instrumentation capability that will be deployed into the Gulf.

Q. Where is the central data repository of data and how is it being mined and controlled for diverse security classifications?

A. Eglin does not have a central data repository. Much of the data is managed at each facility with classified data stored on secure, approved automated data processing equipment. Unclassified data is stored separately from classified; however it is protected as FOUO and STINFO.

Q. How does E-OMS/Eglin connect to rest of DoD pre-/during/post-test/exercise? Exchange data/bring all services in and increase utility of tests/etc.

A. Data collected on Eglin is transported to the appropriate facility via the Range Information Grid (RIG).

Typically data is transported between other DoD facilities via Global Information Grid (GIG).

Q. How is E-OMS/Eglin using combined live/virtual/constructive testing with communications DoD wide?

A. 46 TS/OGEJ (Datalinks Test Facility) uses Live Virtual Constructive (LVC) extensively for testing tactical data links in both Joint and service specific tests. Distributive (LVC) testing enables the use of non-geographically located "platforms" to participate, significantly increasing test fidelity (depth and breadth) while reducing cost.

Q. How many tool cribs are there across the E-OMS contract?

A. There are no tool cribs on the E-OMS Program.

Q. How is inventory maintained, controlled, surplused, and disposed?

A. Government Furnished Property is maintained and controlled according to the Contractor’s Property Control System consistent with the FAR and DFARS; Excess property to the contract is reported to the Government using the Plant Clearance Automated Screening System (PCARSS) per the DFARS; disposal of contractor inventory is generally the responsibility of the contractor.

Q. Are there any fuel depots maintained under E-OMS? What types are they?

A. Gasoline depots are located at B-70, B-75, C-1, C-52A, C-74, C-80W, D3, Bldgs 444 and 536 on Eglin Main Base. Diesel is located at C-80W, C-1, C-74 and Bldgs 444 and 536.

Q. Can CCF support multiple live tests as well as virtual and constructive simulations/exercises?

A. Yes.

Q. In C-74 how are KEMTF targets fabricated and formed? Who provides the concrete, where are the forms poured, who designs the targets?

A. The targets constructed at the TA C-74 casting yard are designed by in-house, Government personnel and are constructed singularly through a local building contractor. The targets are then fabricated at the end of the sled track for test by the O&M contractor per a design from in-house, Government personnel.

Q. Are the EOD ranges on the O&M contract?

A. No, however there is a requirement to perform UXO clearance periodically.

Q. In Target Yard 1, is all the equipment in the yard GFP or are some of the vehicles contractor owned?

A. All target vehicles in Target Yard 1 are on Government equipment accounts, but operated and maintained by the O&M contractor.

Q. In the mobile targets section, would this capability fall under range O&M or range technical sections as you briefed this morning?

A. Range O&M.

Q. For UXO operations, what are the manning compositions on UXO operations (Mil, Civil Service, Contractor)?

A. Range UXO clearance to include certification and verification of expended materials is accomplished by the Contractor. Range clearance of either unexpended or potentially hazardous materials is accomplished by active duty military EOD personnel.

Q. Can you break out group 1 and 2 by appendix (i.e. is TRD A-2 cost tracking system in group 1 or 2), same for others?

A. This data is posted in RFI #3.

Q. On Santa Rosa Island, any data on hurricane or sea damage to the various facilities in the past? Will the RFP include force majeure clause limiting contractor liability?

A. The RFP will include the force majeure clause.

Q. Is the intent to solicit group 1 and group 2 through 2 separate RFPs? If so, will the government accept alternate proposals?

A. If the requirements remain in 2 groups there will be 2 RFPs and 2 source selections.

Q. Will there be a single award for group 1 and group 2 or will there be 2 awards?

A. There will be one award per solicitation.

Q. Will the attendance list be posted on FBO?

A. Yes.

Q. Are you contemplating a small business set aside for any or all of the ground test facilities?

A. We are still conducting market research for both group 1 and group 2 requirements to determine if there is a reasonable expectation that offers will be obtained from at least two responsible small business concerns, and an award will be made at fair market prices.

Q. What will the small business participation percentage be on this contract? How will that be measured? Cost, and what portions are excluded? Functional areas, labor hours.

A. E-OMS team is still in the process of developing the acquisition strategy. Inputs from Industry Days and responses to RFI 3 will contribute to any small business subcontracting goal decisions.

Q. Is there further detail available than was presented in the briefing on the OCI policy and the manner in which the government plans to enforce it? Where, when can potential bidders have access to that?

A. The OCI Clause is in review and upon approval it will be posted on FBO.
