Rules of Engagement
• This is an open forum seeking industry input on requirements and processes. Ideas and information presented may be recorded and publicized on FedBizOpps
• Questions should be recorded on index cards and submitted to Government contracting personnel
• Answers to Industry Day questions will be posted on FedBizOpps shortly after Industry Day is complete
• Recordings of briefings, tours, and one‐on‐one discussions are not allowed

Potential Carve Out
• The Government is considering grouping the requirements for E‐OMS program as follows:
– Group 1: Major Ground Test Facilities (MGTF)
• Includes O&M support for the following:
– Guided Weapons Evaluation Facility (GWEF)
– Joint Preflight Integration of Munitions & Electronics (JPRIMES)
– McKinley Climatic Lab (MCL)
– Landing Gear Test Facility (LGTF)
– Aerospace Vehicle Survivability Facility (AVSF)
• GWEF, JPRIMES, and MCL located at Eglin AFB, FL
• LGTF, AVSF located at WPAFB, OH
– Group 2: Range Operation & Maintenance (O&M)
• Includes O&M support for all Eglin test and training ranges and test facilities other than those above
PRE‐DECISIONAL
Construct
• Cost Reimbursable
• Incentives will motivate innovation, efficiency, relevancy, throughput, cost
– Performance incentives based on cost, performance, schedule, savings
– Contractor will play key role in continuous improvement throughout life of contract

• NAICS Code of 541712, A/C Exception (Size Standard 1500)
– Group 2: Range Operation & Maintenance (O&M)
• NAICS Code of 541330 (Size Standard $35M)
OCI
• Three (3) Main Categories of OCI:
– Unequal Access
– Biased Ground Rules
– Impaired Objectivity
• The category most likely to affect E‐OMS is impaired objectivity
• E‐OMS contractor will be in a position of influence and trust
• E‐OMS will have access to other contractors’ proprietary data
E‐OMS OCI Stance
• Goal of E‐OMS OCI Clause:
– Ensure E‐OMS is free of actual, potential or perceived OCIs
– To prevent conflicting roles which might bias or appear to bias the judgment or objectivity of the contractor or participating organizations
– Ensure effective communication with organizations whose proprietary products are tested at Eglin or who proprietary information is required for the performance of contracted efforts
– Maintain Eglin’s reputation as an independent and impartial tester
– Comply with statutory requirements concerning operations test and evaluation
OCI Policy
• Consistent with AFTC DRAFT OCI Policy: Any business concern in the business of selling or competing for the development or production of systems or major sub‐systems of a type normally developed, tested, or evaluated at the E‐OMS Ranges utilizing the support services furnished under this contract, shall be excluded from participating in this contract as the Contractor or as a Participating Organization
E‐OMS Tour Rules of Engagement
• Questions should be recorded on index cards and submitted to Government contracting personnel
– Questions will be answered at a later date
– All answers will be posted on FBO
• Tour limited to 2 representatives per company
• Dress comfortably
• Limited opportunities for bathroom breaks
• No voice recordings
• Cell Phone Policy
– Major Ground Test Facilities (MGTFs) (afternoon of 3 June)
• No cell phones or electronic devices allowed
– Please leave these devices in your hotel, car, or on the tour bus
– East & West Range Tours (morning & afternoon of 4 June)
• Cell Phones are allowed
– No Pictures allowed and no video allowed
• Areas being visited are restricted access areas
• Tour is scripted, scripts will be posted on FBO
