About this file
This is a Visitor Assistance Program (VAP) tracking sheet template for Maui County, prepared by the Hawaii Tourism Authority (HTA). The template is designed to capture and monitor data related to visitor assistance services provided to individuals experiencing crisis situations while in Maui County. The tracking sheet includes five primary reporting tables: Table 1 documents the source of referrals by month and year-to-date (YTD) percentages across categories such as airlines/airports, car rental agencies, county police, cruise lines, hospitals, hotels, and walk-in visitors; Table 2 tracks the geographic market area (MMA) of assisted visitors by origin (U.S. West, U.S. East, Japan, Canada, Europe, Australia, New Zealand, China, Korea, Other Asia, Latin America, and other countries) and distinguishes between land-based and cruise visitors; and Table 3 catalogs incident and adversity types including assault (physical and sexual), auto accidents, burglary, court cases, death, lost items, medical emergencies, property damage, terroristic threatening, theft, and other visitor services on a monthly basis with separate columns for cases and people affected.
Table 4 specifically categorizes causes of death among assisted visitors, including auto accidents, homicide, natural causes, ocean/water incidents, other accidents, sickness, and suicide, with monthly and YTD tracking. Table 5 is designated for quarterly and final reporting on engagement and outreach metrics, including the number of partnerships established or maintained for visitor education and outreach, distribution points or locations across islands, and volunteer or ambassador participants engaged. The template spans fiscal year periods from July 2026 through June 2028, organized by quarters, with all data fields initially set to zero pending actual reporting and completion by service providers. This tracking mechanism enables the HTA to monitor the effectiveness and scope of visitor assistance services across multiple dimensions including crisis type, visitor origin, referral source, and community engagement efforts.
